MEETING DATE: March 12, 2024
TO: City Council Members

SUBJECT: Request Funding for Emergency Repairs/Upgrade to Dispatch Console
RECOMMENDATION
Consider approval of an increase to the Police Department's 2023/2024 operating budget for repair of the dispatch center base radios, consoles, and supporting workstation equipment furniture.
DISCUSSION
Identifying funding for a dispatch console upgrade was listed as a project for the current budget cycle.
Support for our existing system expired in 2016, largely due to the Windows 7 configuration. The Police Department’s dispatch console, critical to supporting our Public Safety Answering Point (PSAP) and radio communications, has recently failed. Due to outdated and unsupported equipment, repairing the existing equipment is not possible. The failure is centered on our primary radio base unit and integration parts, which disabled communications on our primary radio channel. Further, our 911 dispatchers are unable to use headsets, which cancels out environmental noise for the dispatcher while communicating with field personnel.
Although a temporary patch has been made, the radio technicians referred to our system as a “time bomb,” indicating that it could completely fail at any given time. A base radio and console replacement would also trigger the need to replace the workstation.
Preliminary pricing suggests the overall cost of this repair/upgrade would be approximately $150,000.
Procurement for console equipment is approximately 45-60 days out from the time it is ordered. If approved for this emergency purchase, we would be seeking equipment that can grow with the department's needs.
FISCAL IMPACT
For FY23/24, the fiscal impact to the General Fund is $150,000; this amount will be allocated from the General Fund Unreserved Fund Balance.
