CITY COUNCIL AGENDA REPORT

C I T Y H A L L
CITY OF SONORA 94 N. WASHINGTON STREET, SONORA, CA 95370 P: (209) 532-4541

SERVICE, INNOVATION, INTEGRITY, COLLABORATION, RESPECT, LEADERSHIP DATE: May 19, 2025
TO: Honorable Mayor and Members of the City Council
FROM: Chris Gorsky, Administrative Services Director
SUBJECT: Consider Acceptance of an Informational Report for April 2025 Accounts Payable Payment Register and Void Report.

RECOMMENDATION:

Consider Acceptance of an Informational Report for April 2025 Accounts Payable Payment Register and Void Report.

BACKGROUND:

The Administrative Services Department manages the payment processing for all City disbursements. The City has three main types of payments which includes the following:

1. Vendors – These payments are associated with goods received and contractual services provided to the City and payroll benefits paid by the City on behalf of City employees.

2. Refunds – These payments are associated with refunds issued for deposits collected and have been authorized to be released for business licenses, building permits, rental agreements, etc.

3. Employees – These payments are associated with City-related travel advances and reimbursements related to training events or City business reimbursements.

DISCUSSION / ANALYSIS:

On a monthly basis, Administrative Services Staff prepares a monthly warrant report of vendors receiving payment from the City. The informational report of the monthly payments provides Council the oversight and ability to review all spending activity for the City.

FISCAL IMPACT:

No fiscal impact will result from this informational report on the April 2025 Accounts Payable Payment Register and Void report. Expenditures are tracking according to budget authority.

All payments have been approved for payment through the adoption of the fiscal year budget or by an additional item passed by Council.

SUBJECT: Consider Adoption of Resolution 05-19-2025-A establishing Temporary No Parking Zones during the 2025 Mother Lode Fair
RECOMMENDATION:

Consider Adoption of Resolution 05-19-2025-A, Authorizing Temporary “No Parking” Zones along Certain City Streets during the 2025 Mother Lode Fair.

BACKGROUND:

Each year, the Tuolumne County Mother Lode Fair is held at the fairgrounds within the city limits of Sonora. This event attracts a large amount of vehicle and pedestrian traffic around the fairgrounds. Because of the additional traffic, temporary “No Parking” zones are established to assist with the flow of pedestrian traffic, as well as to keep narrow streets open for emergency vehicles.

DISCUSSION / ANALYSIS:

The Mother Lode Fair will begin on Thursday, June 26, 2025, and end on Sunday, June 29, 2025. Because of the large volume of pedestrian and vehicle traffic around the fairgrounds, temporary “No Parking” zones are needed to assist with the flow of pedestrian traffic and to keep narrow streets open for emergency vehicles.

FISCAL IMPACT:

There is no direct fiscal impact resulting from the adoption of Resolution 05-19-2025-A.

FROM: Carlye Buchholz, P.E., P.L.S., City Engineer
SUBJECT: SB1 Road Maintenance and Rehabilitation Account Funding RECOMMENDATION:

Consider Adoption of Resolution No. 05-19-2025-B Approving a List of Projects to Receive Road Maintenance and Rehabilitation Account Funding (RMRA).

BACKGROUND:

On April 28, 2017, the Governor signed Senate Bill 1 (SB1), which is known as the Road Repair and Accountability Act of 2017. To address basic road maintenance, rehabilitation, and critical safety needs on both State and Local roads, SB1 increased per gallon fuel excise taxes, diesel fuel sales taxes, and vehicle registration fees; and provided for inflationary adjustments to tax rates in future years.

DISCUSSION / ANALYSIS:

In order to be eligible for RMRA funding, statute requires cities to provide basic annual project reporting to the California Transportation Commission. All projects proposed to receive funding must be included in an approved budget and list adopted by the City Council at a regular public meeting.

Eligible projects include:
 Road maintenance and rehabilitation
 Safety projects
 Traffic control devices
The following previously proposed and adopted projects will be funded in-part or solely with Fiscal Year 2025-26 Road Maintenance and Rehabilitation Account revenues in their delivery. With the relisting of this project in the adopted fiscal year resolution, the City is reaffirming to the public and the State our intent to fund these projects with Road Maintenance and Rehabilitation Account revenues:
 Project Title: Snell Road Reconstruction Project
 Project Description: Road reconstruction and striping  Project Location: Snell Street (City Limits to Bonanza)  Estimated Project Schedule: 5/24 – 6/28
 Estimated Project Useful Life: 20 Years

1 RESOLUTION NO. 05-19-2025-B
CITY OF SONORA RESOLUTION ADOPTING A LIST OF PROJECTS FOR FISCAL YEAR 2025-2026 FUNDED BY SB 1: THE ROAD REPAIR AND ACCOUNTABILITY ACT OF 2017 WHEREAS, Senate Bill 1 (SB 1), the Road Repair and Accountability Act of 2017 (Chapter 5, Statutes of 2017) was passed by the Legislature and signed into law by the Governor in April 2017 to address the significant multimodal transportation funding shortfalls statewide; and WHEREAS, SB 1 includes accountability and transparency provisions that will ensure the residents of our City are aware of the projects proposed for funding in our community and which projects have been completed each fiscal year; and
WHEREAS, the City must adopt by resolution a list of projects proposed to receive fiscal year funding from the Road Maintenance and Rehabilitation Account (RMRA), created by SB 1, which must include a description and the location of each proposed project, a proposed schedule for the project’s completion, and the estimated useful life of the improvement; and WHEREAS, the City will receive an estimated $136,510 in RMRA funding in Fiscal Year 2025-2026 from SB 1; and
WHEREAS, this is the nineth year in which the City is receiving SB 1 funding and will enable the City to continue essential road maintenance and rehabilitation projects, safety improvements, repairing and replacing aging bridges, and increasing access and mobility options for the traveling public that would not have otherwise been possible without SB 1; and WHEREAS, the City used a Project Priority List to develop the SB 1 project list to ensure revenues are being used on the most high-priority and cost-effective projects that also meet the community's priorities for transportation investment; and WHEREAS, the funding from SB 1 will help the City maintain and rehabilitate streets and roads throughout the City this year and similar projects into the future; and WHEREAS, the 2023 California Statewide Local Streets and Roads Needs Assessment found that the City’s streets and roads are in a “poor” condition and this revenue will help us increase the overall quality of our road system and over the next decade will bring our streets and roads into a “at risk” condition; and
WHEREAS, the SB 1 project list and overall investment in our local streets and roads infrastructure, with a focus on basic maintenance and safety, investing in complete streets infrastructure, and using cutting-edge technology, materials, and practices, will have significant positive co-benefits statewide.
