C I T Y H A L L
CITY OF SONORA 94 N. WASHINGTON STREET, SONORA, CA 95370 P: (209) 532-4541

SERVICE, INNOVATION, INTEGRITY, COLLABORATION, RESPECT, LEADERSHIP DATE: February 17, 2026
TO: Honorable Mayor and Members of the City Council
FROM: Brittan Gregory, Fire Chief
SUBJECT: Receive an Introduction and Swearing in of Fire Engineer Hayden Fleming.

RECOMMENDATION:

Receive Introduction and Swearing in of Fire Engineer Hayden Fleming.

BACKGROUND:

The City of Sonora conducted a recruitment process for the classification of Fire Engineer to fill a vacancy created by a recent promotion. Hayden Fleming successfully completed all required components of the selection process, including an interview panel, written test, and hands-on pumping evolution evaluated by outside proctors, prior to being appointed to the position.

DISCUSSION / ANALYSIS:

Hayden was born and raised in Sonora, where his deep appreciation for the outdoors was shaped at an early age.

Growing up in the foothills, he developed a love for recreation and adventure, spending his free time hiking, fishing, skiing at Dodge Ridge, and participating in a variety of recreational sports. These early experiences helped foster a strong work ethic, resilience, and connection to his community.

In 2022, Hayden began his career in the fire service by enrolling in the Columbia College Fire Academy. During his time there, he earned his EMT certification along with other essential fire service credentials. Following the academy, Hayden applied to the City of Sonora Fire Department as an intern, where he quickly discovered his passion for the profession. Working in Sonora provided invaluable hands-on experience and reinforced his desire to pursue a long-term career in the fire service. He continued to expand his skills by completing additional training and coursework while actively serving the community.

Alongside his work in the fire service, Hayden also held a part-time position with Left Coast Land Clearing, where he gained experience in tree pruning and operating heavy equipment skills that further strengthened his versatility and work ethic.

In 2024, Hayden accepted a full-time position with the City of Merced Fire Department, where he had the opportunity to work within a larger department and broaden his professional experience. He successfully completed probation and received extensive training, including serving as a tillerman on a truck company and 4 Item A.

SUBJECT: Disbursements in the Amount of $200,746.69 and $208,580.27 for Payroll RECOMMENDATION:

Consider Acceptance of Disbursements in the Amount of $200,746.69 and $208,580.27 for Payroll, Including Employee Salaries, Employer and Employee Taxes, Retirement Contributions, Miscellaneous Voluntary Employee Deductions, Holiday Pay, and Other Adjustments, Including Retro-Pay.

DISCUSSION / ANALYSIS:

This was the 1
st and 2nd payrolls for January, which were slightly higher due to Management employee leave payout and payment for hiring bonuses.

These were the 14
th and 15th payrolls of 26 for FY25-26; we would have expected to expend 62.21% of the current fiscal year budgeted amount. In total, we have expended 57.69% of the Salaries and Wages for the FY25- 26 budget.

FISCAL IMPACT:

Disbursements are part of the approved FY25-26 Budgets.

SUBJECT: Consider Adoption of Resolution No. 02-17-2026-B Approving a Side Letter to the Memorandum of Understanding (MOU) with the Sonora Fire Fighters Association (SFFA) to Comply with California Code of Regulations (CCR) Sections 571 and 571.1, and Resolution No. 02-17-2026-C Approving the Updated Salary Range Table for the Group Reflecting Accurate Reporting of Compensation to CalPERS
RECOMMENDATION:

Consider Adoption of Resolution No. 02-17-2026-B Approving a Side Letter to the Memorandum of Understanding (MOU) with the Sonora Fire Fighters Association (SFFA) to Comply with California Code of Regulations (CCR) Sections 571 and 571.1, and Resolution No. 02-17-2026-C Approving the Updated Salary Range Table for the Group Reflecting Accurate Reporting of Compensation to CalPERS.

BACKGROUND:

The City of Sonora is a participating agency in the California Public Employees' Retirement System (CalPERS).

Under CalPERS regulations—specifically CCR §571 (applicable to classic members) and §571.1 (applicable to PEPRA members)—only compensation that is properly defined, agreed upon, and publicly posted may be reported for retirement purposes.

To ensure full compliance, the City conducted a review of its pay schedules and compensation reporting practices. As a result, staff has worked with the SFFA to develop a side letter clarifying which pay elements are reportable to CalPERS. In conjunction, the City has updated the official salary range table to reflect accurate base salary data for each classification, and required CalPERS-compliant formatting for transparency and audit readiness.

DISCUSSION / ANALYSIS:

The side letter ensures that all reportable compensation items are clearly defined and mutually agreed upon, in line with CalPERS standards. These agreements do not introduce any new compensation but instead formalize existing practices to improve transparency and avoid compliance risks. 37 Item D.

 Clear job titles and classification listings
 Monthly and hourly base salary figures
 Consistent date of Council adoption
The association has reviewed and accepted the proposed side letter and revised pay schedule. This update reflects administrative and compliance corrections only—there are no fiscal changes resulting from these actions.

FISCAL IMPACT:

There is no fiscal impact associated with this action. The update is administrative in nature and intended to ensure continued compliance with CalPERS rules.

1. Subject to the limitations below, the City agrees to provide an increase to Association employees' base pay as an education incentive. Employees shall receive compensation for educational achievements that enhance their ability to perform their job duties. Degrees and certificates must be approved through a formal evaluation program and must not be required for the employee’s current job classification. Eligible achievements and their corresponding pay increases are as follows:
• Associate’s Degree - 2.5%
39 Item D.
• Bachelor's Degree – 2.5%

2. Employees shall only be compensated for the highest degree obtained from a public or private post-secondary institution that has received state approval to award the above degrees and that has been approved by the City Administrator or designee; the incentive shall not be cumulative. Percentages shall be compounded.

Multiple degrees at the same educational level will not be recognized. For example, an employee who has two Bachelor's Degrees will only receive compensation for one degree.

3. Verification of the degree must be made to the City Administrator. The original degree or an original letter from the college granting said degree must be produced to qualify for the educational incentive benefit. Upon receipt of an employee’s verified degree, the City Administrator or designee, will evaluate and approve the degree through a formal program designed to ensure that the degree enhances the employee’s ability to perform their job.

Each 2.5% education pay increase is applied to the base pay. Percentages shall be compounded:

Fixed Compounding Order: Adjusted Base Pay= Base Pay Schedule Rate + Educational Pay + Certificate Pay + Longevity Pay.

4. Special Assignment Pay and Educational Incentive Pay A. Certificate Pay (2 CCR §571(a)(2)

1. Fire Inspector Certificate Pay – 2.5%
Employees who possess a valid State Fire Marshal Fire Inspector Certificate are eligible to receive a two-and-a-half percent (2.5%) increase to their adjusted base pay.

Payment of Fire Inspector Certificate Pay requires verification of the certificate and approval by the Fire Chief for operational relevance, applied uniformly to all eligible employees. Approval shall be based on verification of the certificate and confirmation that the certification enhances the employee’s ability to perform the duties of their current classification or operational assignment. Approval shall be applied consistently to all employees who meet the eligibility criteria.

Fire Inspector Certificate Pay shall be reported to CalPERS as Educational Incentive Pay under 2 CCR §571(a)(2) or §571.1(b)(2), as applicable

2. Fire Investigator Certificate Pay – 5.0%
An employee that possess a valid State Fire Marshal Fire Investigator Certificate are eligible to receive a five percent (5.0%) increase to their adjusted base pay.

Payment of Fire Investigator Certificate Pay requires verification of the certificate and approval by the Fire Chief for operational relevance, applied uniformly to all eligible employees. Approval shall be based on verification of the certificate and confirmation that the certification enhances the employee’s ability to perform the duties of their current 40 Item D.
classification or operational assignment. Approval shall be applied consistently to all employees who meet the eligibility criteria.

Fire Investigator Certificate Pay shall be reported to CalPERS as Educational Incentive Pay under 2 CCR §571(a)(2) or §571.1(b)(2), as applicable

3. State Fire Training Officer Assignment – 2.5%
Employees assigned by the Fire Chief to perform the duties of State Fire Training Officer shall receive a 2.5% special assignment premium to perform training duties for the duration of the assignment. Task books may be used internally as qualification tools, but shall not be referenced for compensation purposes. Training provided by the State Fire Training Officer equips entry-level Instructors with the knowledge and skills to deliver instruction using prepared lesson plans, instructional aids, and evaluation instruments; adapt lesson plans as needed; and complete required reporting for the local jurisdiction.

State Fire Training Officer Assignment shall be reported to CalPERS as Training Premium under CCR §571(a)(4).

4. Fire Officer Assignment – 2.5%
Employees routinely and consistently assigned to administrative duties related to Fire Officer responsibilities by the Fire Chief shall receive a 2.5% increase to their adjusted base pay. Duties must be administrative in nature and tied to operational needs, such as planning, scheduling, and coordinating fire department activities. Approval shall be applied uniformly to all eligible employees.

The Fire Officer Assignment shall be reported to CalPERS as Fire Staff Premium under CCR §571(a)(4).

B. Educational Pay (2 CCR §571(a)(2))
Employees hired before January 1, 2015, shall be eligible for one additional 2.5% educational incentive for possessing any of the following certificates: EMT-Basic, EMT-Intermediate, or Paramedic. Possession of one or more of these certificates qualifies the employee for a single 2.5% incentive.

The EMT-Basic and EMT-Intermediate Certificates shall be reported as Emergency Medical Technician Pay, and the Paramedic Certificate shall be reported as Paramedic Pay.

5. Maximum Education Pay
The maximum number of compensated licenses, certificates, or degrees an employee may possess is no more than five (5) not to exceed a maximum of 12.5% additional pay, except that an employee receiving a five percent (5%) education pay increase for possessing a Fire Investigator Certificate may not exceed fifteen percent (15%) additional pay.
41 Item D.

ARTICLE 8.5
Subject to any applicable restrictions, Longevity, Education, Certificate, and Assignment incentive compensation shall be compounded based on the order in which the employee is eligible for the incentives. Compounding means that each percentage increase is applied to the employees’ base pay after any prior increases have been added.

Fixed Compounding Order: Adjusted Base Pay= Base Pay Schedule Rate + Educational Pay + Certificate Pay + Longevity Pay.

The compensation is paid as earned for normally required duties performed during normal work hours. It is not compensation in lieu of overtime or in lieu of other benefits that are excluded from consideration under the statutes and regulations of the Public Employees Retirement System. If a salary adjustment occurs during a fiscal year, the longevity incentive, education incentive, and certificate pay incentive shall be recalculated as of the effective date of the adjustment. All special compensation shall be administered as per 2 C.C.R. 571(a)(1). All percentages shall be compounded. See attached Salary Schedule.

The City and SFFA affirm that this Letter of Agreement is intended to clarify, not modify, the original intent of the MOU and is not intended to change the past practice of the Parties.

Except as expressly modified by this Side Letter, all terms, conditions, and provisions of the Memorandum of Understanding (MOU) between the City of Sonora and the SFFA bargaining unit, effective 2021 - 2025, shall remain in full force and effect.

This Agreement shall be effective upon execution by both Parties.

SUBJECT: Consider Adoption of Resolution No. 02-17-2026-D Approving the Memorandum of Understanding (MOU) and Updated Salary Range Table for the Sonora Fire Fighters’ Association (SFFA) for FY2025-2028 and Authorize the Mayor to Sign the Agreement RECOMMENDATION:

Consider Adoption of Resolution No. 02-17-2026-D Approving the Memorandum of Understanding (MOU) and Updated Salary Range Table for the Sonora Fire Fighters’ Association (SFFA) for FY2025-2028 and Authorize the Mayor to Sign the Agreement.

DISCUSSION / ANALYSIS:

The City of Sonora and the Sonora Fire Fighters’ Association (SFFA) represent non-management employees of the City. The MOU establishes the terms and conditions of employment, including compensation, benefits, and working conditions for SFFA members.

Negotiations for the FY2025-2028 MOU were conducted in good faith between City representatives and SFFA representatives, resulting in an agreement that reflects mutual understanding and maintains fiscal responsibility.

FISCAL IMPACT:

Approval of the new Memorandum of Understanding (MOU) for the Fire Department will result in an estimated increase of approximately $44,000 in FY 2025/26, plus an additional $2,100 associated with the increase in uniform allowance for a total estimated impact of $46,100.

These costs will be funded by a transfer from the City’s Labor Reserve Fund, which was established in prior years to address financial impacts associated with newly negotiated labor agreements. As such, no additional General Fund appropriation is required beyond the planned reserve transfer.

SUBJECT: Consider Adoption of Resolution No. 02-17-2026-E Approving the Updated Salary Range Tables for Sonora Part-Time/Relief/Unrepresented Employees to Ensure Compliance with California Public Employees’ Retirement System (CalPERS) Regulations RECOMMENDATION:

Consider Adoption of Resolution No. 02-17-2026-E Approving the Updated Salary Range Tables for Sonora PartTime/Relief/Unrepresented Employees to Ensure Compliance with California Public Employees’ Retirement System (CalPERS) Regulations.

BACKGROUND:

The City of Sonora participates in the California Public Employees’ Retirement System (CalPERS). Pursuant to California Code of Regulations (CCR), Title 2, §570.5, all compensation subject to retirement reporting must be included in a publicly available pay schedule that has been formally approved and adopted by the City Council.

Additionally, CCR §571 and §571.1 establish requirements for identifying and reporting pensionable compensation, including base salary and certain special compensation items.

Periodic updates to salary schedules are necessary whenever compensation changes occur or when formatting modifications are needed to maintain regulatory compliance.

DISCUSSION / ANALYSIS:

The attached updated Salary Range Tables for Sonora Part-Time/Relief/Unrepresented Employees have been revised to:
 Incorporate recent compensation adjustments tied to the Sonora Employees Association (SEA) and the Sonora Firefighters Association (SFFA);
 Ensure that base salary rates are clearly identified and separately stated;  Include all applicable classifications and step structures;  Include footnotes identifying special compensation where applicable; and  Present the information in a format that satisfies CalPERS transparency and posting requirements under CCR §570.5.

SERVICE, INNOVATION, INTEGRITY, COLLABORATION, RESPECT, LEADERSHIP These updates do not create new compensation beyond what has already been authorized through existing agreements or Council action. Rather, the updates ensure that the City’s pay schedules are properly formatted, complete, and compliant with CalPERS reporting standards.

Formal Council adoption of the updated salary tables is required in order to validate the pay schedule for retirement reporting purposes.

FISCAL IMPACT:

There is no fiscal impact associated with this action. Any fiscal impacts associated with SEA and SFFA compensation changes have already been reviewed and incorporated into the City’s adopted budget.

SERVICE, INNOVATION, INTEGRITY, COLLABORATION, RESPECT, LEADERSHIP DATE: February 17, 2026
TO: Honorable Mayor and Members of the City Council
FROM: Tyler Summersett, Community Development Director
SUBJECT: Conduct a Public Hearing to Receive Public Comment Regarding the Accomplishments Under State Administered Community Development Block Grant (CDBG) Program 22- CDBG-00009.

RECOMMENDATION:

Conduct a Public Hearing to Receive Public Comment Regarding the Accomplishments Under State Administered Community Development Block Grant (CDBG) Program 22-CDBG-00009.

BACKGROUND:

The closeout process is the final phase of the CDBG project administration. After activities are completed, funds drawn down, and monitoring issues (if any) are addressed, closeout can begin.

When project is complete, the Grantee contacts their Grant Administrator/HCD Representative and begins preparation for closing. This includes:
 Reviewing expenditures to determine whether there will be funds to disencumber  Posting and holding public hearing on final closeout
 Grantee prepares and submits their final Activity Report.  Grantee completes CDBG Combined Closeout Package and Completion Report and assembles required supporting documentation
 Grantee initiates closeout in the Grants Network portal by clicking the Award Closeout button on the Award Dashboard page.
 Once the CA HCD approval workflow is complete, the contract is closed, and the Grantee will receive a notice in their portal confirming closeout and acceptable desk audit and reminding them of record retention requirements.

DISCUSSION / ANALYSIS:

All CDBG activities must meet the National Objective of benefiting low- and moderate-income persons.

The objectives of the CDBG program are to develop viable communities by the provision of decent affordable housing, a suitable living environment, and to expand economic opportunities, principally for the benefit of Lowand Moderate-Income (LMI) persons, families, households, and neighborhoods. 88 Item A.

SERVICE, INNOVATION, INTEGRITY, COLLABORATION, RESPECT, LEADERSHIP DATE: February 17, 2026
TO: Honorable Mayor and Members of the City Council
FROM: Brittan Gregory, Fire Chief
SUBJECT: Adoption of Resolution No. 02-17-2026-A – OES Form 130, Designation of Applicant’s Agent Resolution for Non-State Agencies
RECOMMENDATION:

Adopt Resolution No. 02-17-2026-A Designating Authorized Agents to Execute and File Applications for Disaster Assistance and Grants on Behalf of the City of Sonora through the California Governor’s Office of Emergency Services (Cal OES).

BACKGROUND:

Cal OES administers a variety of state and federally funded programs related to emergency preparedness, response, recovery, and mitigation, including disaster assistance reimbursements and emergency management grants. As a condition of participation, Cal OES requires non-state agencies to formally designate individuals who are authorized to sign applications, certifications, and related documents on behalf of the governing body. The Designation of Applicant’s Agent Resolution (OES Form 130) must be adopted by the City Council and kept on file with Cal OES. This resolution is typically valid for a specified term, commonly up to three (3) years, unless rescinded or updated.

DISCUSSION / ANALYSIS:

Adoption of this resolution allows designated City of Sonora officials to:
 Apply for disaster assistance and reimbursement following emergency or disaster declarations  Execute required certifications and supporting documentation  Act on behalf of the City of Sonora in matters related to Cal OES and FEMA programs Without an adopted and current OES Form 130 resolution, the City of Sonora may experience delays or be deemed ineligible for reimbursement or grant funding related to emergency management and disaster recovery activities. The proposed resolution designates the City Administrator, Fire Chief Community Development Director as Applicant’s Agents, consistent with operational responsibilities for emergency management and disaster coordination.

This allows the document to remain valid if an Authorized Agent leaves the position and is replaced by another individual. If “Titles Only” is the chosen method, this document must be accompanied by either a cover letter naming the Authorized Agents by name and title, or the Cal OES AA Names document. The supporting document can be completed by any authorized person within the Agency (e.g., administrative assistant, the Authorized Agent, secretary to the Director). It does not require the Governing Body’s signature.

2. Names and Titles: If the Governing Body so chooses, the names and titles of the Authorized Agents would be listed. A new Cal OES Form 130 will be required if any of the Authorized Agents are replaced, leave the position listed on the document, or their title changes.

Checking Universal or Disaster-Specific Box: A Universal resolution is effective for all past disasters and for those declared up to three (3) years following the date of approval. Upon expiration it is no longer effective for new disasters, but it remains in effect for disasters declared prior to expiration. It remains effective until the disaster goes through closeout unless it is superseded by a newer resolution.

Governing Body Representative: These are the names and titles of the approving Board Members.

Examples include: Chairman of the Board, Director, Superintendent, etc. The names and titles cannot be one of the designated Authorized Agents. A minimum of three (3) approving board members must be listed. If less than three are present, meeting minutes must be attached in order to verify a quorum was met.

Certification Section:

Name and Title: This is the individual in attendance who recorded the creation and approval of this resolution.

Examples include: City Clerk, Secretary to the Board of Directors, County Clerk, etc. This person cannot be one of the designated Authorized Agents or Approving Board Member. If a person holds two positions (such as City Manager and Secretary to the Board) and the City Manager is to be listed as an Authorized Agent, then that person could sign the document as Secretary to the Board (not City Manager) to eliminate “Self-Certification.”
