3 CITY COUNCIL AGENDA REPORT
C I T Y H A L L
CITY OF SONORA 94 N. WASHINGTON STREET, SONORA, CA 95370 P: (209) 532-4541
SERVICE, INNOVATION, INTEGRITY, COLLABORATION, RESPECT, LEADERSHIP DATE: April 20, 2026
TO: Honorable Mayor and Members of the City Council
FROM: Chris Gorsky, City Administrator
SUBJECT: Recognize Administrative Services Officer Tracy Skelly for her Years of Service to the City of Sonora and the Community.
RECOMMENDATION:
Recognize and Thank Administrative Services Officer Tracy Skelly for her Dedicated Service to the City of Sonora and Extend Best Wishes Upon her Retirement.
BACKGROUND:
It is with great honor that we recognize Tracy Skelly for her 20+ years of service to the City of Sonora.
Tracy began her career with the City as a part-time employee working at the public counter and, through her commitment, professionalism, and strong work ethic, advanced through various roles to become a trusted and highly valued member of the Administrative team.
Tracy’s career with the City reflects a steady progression built on experience, reliability, and a deep understanding of municipal operations. She has consistently demonstrated a strong commitment to public service and has earned the respect of her colleagues through her professionalism and collaborative approach.
Tracy’s retirement represents not only the departure of a dedicated employee, but also the loss of significant institutional knowledge that she has built over the course of her career. Her contributions have had a lasting impact on the City’s operations, and she will be greatly missed by her colleagues.
On a personal note, when I joined the City, the position I stepped into had been vacant, and there were significant operational challenges. During that transition, Tracy was extremely supportive, helping me navigate the City’s processes and providing valuable insight into how the organization functions. Her willingness to share her knowledge and assist during that time was instrumental, and it is greatly appreciated.
This agenda item provides the City Council and the Public with an opportunity to acknowledge Tracy’s significant contributions to the City, express appreciation for her unwavering commitment to Sonora, and wish her a rewarding, well-earned retirement.

RECOMMENDATION:
Consider Acceptance of an Informational Report for March 2026 Accounts Payable Payment Register and Void Report.
BACKGROUND:
The Administrative Services Department manages the payment processing for all City disbursements. The City has three main types of payments which includes the following:
1. Vendors – These payments are associated with goods received and contractual services provided to the City and payroll benefits paid by the City on behalf of City employees.
2. Refunds – These payments are associated with refunds issued for deposits collected and have been authorized to be released for business licenses, building permits, rental agreements, etc.
3. Employees – These payments are associated with City-related travel advances and reimbursements related to training events or City business reimbursements.
DISCUSSION / ANALYSIS:
On a monthly basis, Administrative Services Staff prepare a monthly warrant report for vendors receiving payment from the City. The informational report for the monthly payments provides Council the oversight and ability to review all spending activity for the City.
FISCAL IMPACT:
No fiscal impact will result from this informational report on the March 2026 Accounts Payable Payment Register and Void report. Expenditures are tracked according to budget authority.
All payments have been approved for payment through the adoption of the fiscal year budget or by an additional item passed by Council.

These were the 19th and 20th payrolls of 26 for FY25-26; we would have expected to expend 76.92% of the current fiscal year budgeted amount. In total, we have expended 74.63% of the Salaries and Wages for the FY25-26 budget.

SUBJECT: Consider Approval for the Bid in the Amount of $99,110.00 from Cornerstone Construction to Paint and Complete General Maintenance of the City of Sonora Fire Station and Authorize the City Administrator to Execute the Agreement.
RECOMMENDATION:
Consider Approval for the Bid in the Amount of $99,110.00 from Cornerstone Construction to Paint and Complete General Maintenance of the City of Sonora Fire Station and Authorize the City Administrator to Execute the Agreement.
BACKGROUND:
The City of Sonora Fire Department has identified the need for painting and general maintenance due to normal wear. The existing paint is original to the construction of the building in 1996. Ongoing maintenance of the facility is essential to preserve the integrity of the structure, support daily operations, and maintain a professional environment for both staff and the community.
DISCUSSION / ANALYSIS:
The City of Sonora Fire Station is an important public safety facility and keeping it in good condition is necessary for both operations and appearance. The current paint is original to when the building was constructed in 1996 and has reached the end of its useful life. Over time, the paint has faded and begun to break down, which reduces its ability to protect the building from the elements.
In addition to repainting, there are areas of the station where trim and siding have been damaged over the years and need to be repaired or replaced. Taking care of these issues now will help prevent further damage and avoid more costly repairs down the road.
Staff believe completing the painting and repairs together is the most practical and cost-effective approach. This project will help extend the life of the building, maintain a professional appearance, and ensure the station continues to serve the community effectively.

“PRODUCT AND MATERIAL DISCLAIMERS,”
Masonry: Due to inherit characteristics in natural rock products, there may be variations in their color, texture, hardness, and shape. Natural rock products may be subject to staining, hard water build up, mold, and moss growth. Tile and masonry selections may contain certain amounts of Fender Construction INC - Estimate 448 - 02/18/2026

shading and/or color variation which should not be considered as a defect.
Concrete: Concrete may contain a certain amount of shading and/or color variation which should not be considered as a defect. colored concretes are mixed products and the shade/color may vary and fade over time. Concrete decks also go through a natural curing process in which the decks may not cure evenly, and this is not to be construed as a defect. Concrete decks are also susceptible to check cracking and/or hairline cracks and are not warranted against such conditions. Concrete takes 28 day to cure to its maximum pounds per square inch (PSI). The concrete will lighten as time goes by. It is not advisable to drag anything on or over the concrete for at least 7 DAYS to allow the concrete to cure. variations in color due to weather or soil conditions cannot be controlled by the contractor. Stamped decks will be pressure washed a few days after they are poured. In areas where there is expensive soil or over-watering of the yard and the landscape, there is a tendency to cause the soil to heave, causing the concrete to lift. It is advised to use good judgement as to how much water you need to water your yard, without over watering. Over watering will cause lifting which is not covered by our warranty. Proper drainage is advised. It is the homeowner’s responsibility to make sure that the layout is correct during forming. Cracking is very normal and every effort is made to prevent this from happening. Control joints are placed in deck to allow expansion and contraction at contractor’s discretion. Contractor will not replace decks which have hairline cracks or damaged caused by others. If a nickel fits in the crack, contractor will inspect the area in question and make a decision as to what can be done to fix the problem. Cracking can appear the day of the pour or six months later. Contractor has no control over if/or when the cracking will appear. 3000 PSI mix, will have a compression strength of 3000 PSI in 28 days.
“START AND COMPLETION OF WORK,”
The work to be performed under this Contract shall be commenced on approximately [ ], as long as any required building permits are received, and any agreed upon funds
are paid to Contractor. The Project shall be completed by approximately [ ] subject to permissible delays as defined in this contract. Such as Added Change orders, and Weather conditions delaying of materials, and decisions not made in a timely manner by the Owners. “NOTE ABOUT EXTRA WORK AND CHANGE ORDERS,”
Extra Work and Change Orders become part of the contract once the order is prepared in writing and signed by the parties prior to the commencement of any work covered by the new change order. The order must describe the scope of the extra work or change, the cost to be added or subtracted from the contract, and the effect the order will have on the schedule of progress payments.” All Extras are paid in full in advance of the work.
“MECHANICS LIEN WARNING,”
“Anyone who helps improve your property, but who is not paid, may record what is called a mechanics’ lien on your property.
A mechanics’ lien is a claim, like a mortgage or home equity loan, made against your property and recorded with the county recorder.
Even if you pay your contractor in full, unpaid subcontractors, suppliers, and laborers who helped to improve your property may record mechanics’ liens and sue you in court to foreclose the lien. If a court finds the lien is valid, you could be forced to pay twice or have a court officer sell your home to pay the lien. Liens can also affect your credit.
To preserve their right to record a lien, each subcontractor and material supplier must provide you with a document called a ‘20-day Preliminary Notice.’ This notice is not a lien. The purpose of the notice is to let you know that the person who sends you the notice has the right to record a lien on your property if he or she is not paid.
BE CAREFUL. The Preliminary Notice can be sent up to 20 days after the subcontractor starts work or the supplier provides material. This can be a big problem if you pay your contractor before you have received the Preliminary Notices. You will not get Preliminary Notices from your prime contractor or from laborers who work on your project. The law assumes that you already know they are improving your property. “THREE-DAY RIGHT TO CANCEL,”
“You, the buyer, have the right to cancel this contract within three business days. You may cancel by e-mailing, mailing, faxing, or delivering a written notice to the contractor at the contractor’s place of business by midnight of the third business day after you received a signed and dated copy of the contract that includes this notice. Include your name, your address, and the date you received the signed copy of the contract and this notice.
If you cancel, the contractor must return to you anything you paid within 10 days of receiving the notice of cancellation. For your part, you must make available to the contractor at your residence, in substantially as good condition as you received it, any goods delivered to you under this contract or sale. Or, you may, if you wish, comply with the contractor’s instructions on how to return the goods at the contractor’s expense and risk.
If you do make the goods available to the contractor and the contractor does not pick them up within 20 days of the date of your notice of cancellation, you may keep them without any further obligation. If you fail to make the goods available to the contractor, or if you agree to return the goods to the contractor and fail to do so, then you remain liable for performance of all obligations under the contract.” “IN FORMATION ABOUT THE CONTRACTORS STATE LICENSE BOARD (CSLB)” Fender Construction INC - Estimate 448 - 02/18/2026
