51 Coordinate with the City Council to adopt an advocacy agenda regarding the unique impacts associated with homelessness/unregulated camping and wildfire vulnerability/risk within the planning area. Highlight state policy and regulations regarding homelessness that are inconsistent with best practices for public safety in high wildfire hazard zones. Establish lines of communication for advocacy through local State Assembly and State Senators. Consider partnerships with neighboring jurisdictions or public safety agencies with similar advocacy agendas. Consider contracting with a professional advocacy or lobbyist consultant to advance the City’s agenda.

54 Secure grant funding to implement a community wildfire retrofit program for property owners within Very High Fire Hazard Severity Zones. Replicate the California Wildfire Mitigation Program pilot Home Hardening project, where FEMA grant funding is distributed through the local jurisdiction to eligible private property owners to conduct wildfire retrofits. Wildfire retrofits could include ignition resistant siding, roofs, decks, eaves, attic vents, fencing, windows and gutters. Retrofits could also be used to establish a defensible space around property, including removal of flammable vegetation, mulch, or tree branches within five feet of the property. Establish a system to prioritize retrofits for residents with social-vulnerability characteristics, such as poverty status, disability status or aged over 65.

Tuolumne Utilities District (“TUD” or “District”) provides raw water, treated water, sewer, septage receiving, and reclaimed water services to customers throughout Tuolumne County, the City of Sonora and the surrounding communities. An estimate 24,000 people benefit from the District’s sewer collection, treatment, and/or reclamation service.
To provide the necessary services, the District owns and operate 11 water systems and a sewer system (including reclamation facilities). The water and sewer systems are self-supporting enterprises and costs are accounted for separately under the water enterprise fund and the sewer enterprise fund, respectively. Since the District is the primary water and service provider to the business and commercial centers of the County, nearly everyone in Tuolumne County benefits, to some degree from the Districts services.
Tuolumne Utilities District Overview
City of Sonora | Capital Improvement Plan 49
TUD Capital Improvement Plan
The District’s CIP is a five-year fiscal plan. The
District’s Board of Directors formally adopts the first year of the CIP and approves the remaining 4 years
in concept. The CIP is a “rolling document” with
older projects dropping out of the plan and new
projects being added each year. The Board adopts
the CIP annually in conjunction with the adoption of
its fiscal year operating budget.

General Fund Projects
The 5-Year CIP includes $1,060,689 in General related improvements, whose benefit is shared between both the District’s water and sewer customer base. All project costs are proportioned to District customers at a rate of 70% water and 30% sewer. This allocation reflects the shared operations costs and is roughly equivalent to the proportion of the District’s customers who receive versus sewer service. These projects costs are included in the individual water and sewer budgets.

In 2024, the City of Sonora engaged Enterprise Fleet Management to develop a tailored fleet management program. The program evaluated the fleet, identified vehicle replacements, and suggested certain vehicles to meet the state's electric vehicle mandate. Enterprise Fleet Management provides a comprehensive solution to manage fleets effectively, including vehicle acquisition, financing, maintenance, and disposal. The program helped the city streamline fleet management, save money, and make informed decisions using data analytics. Both vehicles that were acquired through the Enterprise program and vehicles who are owned by the City are summarized in Table 15.

The Sonora Main Drain (Main Drain) is a crucial system that carries stormwater for large areas within the City of Sonora. It covers the southeastern part of Stockton Street (SR-49) and both sides of Washington Street, Stewart Street, and Restano Way. The Main Drain comprises approximately 1,200 feet of stacked rock (stone) tunnel, 650 feet of 18-inch high-density polyethylene (HDPE) pipe, 3,100 feet of 24-36-inch corrugated metal pipe (CMP), 75 feet of 36- inch reinforced concrete pipe (RCP), and 100 feet of concrete culvert. The stone tunnel component of the Main Drain is more than 150 years old and is located beneath a state highway (SR-49), parking areas, buildings, and City streets.
A field inspection of the Main Drain was conducted in June of 2023; from the inspection, many needed improvements to the Main Drain were identified and summarized in the Main Drain Field Inspection and Condition Assessment, included in Appendix B.
It is important to note that the wastewater conveyance and drinking water conveyance systems are located below the streets of Sonora, but they are owned and maintained by Tuolumne Utilities District and not by the City of Sonora.

Item C.
The City of Sonora owns and maintains four parks, including Coffill Park, Woods Creek Rotary Park, Grigsby Park, and Prospector Park. They are all situated west of Washington Street and offer residents and tourists a place for leisure and recreation. Additionally, there are two countyowned parks within the City limits, including Courthouse Square and Heaven for Kids Rotary Park. The total area of all City-owned parks is approximately 3.08 acres.
Apart from the City parks, there is Dragoon Gulch Trail, which provides 3.1 miles of natural trails.
These trails follow a seasonal creek and lead to viewpoints that offer a glimpse of the city and its surrounding mountain ranges. The trail system covers an area of 102 acres.
Current Project – Gold Rush Multi-Use Path Phase I
In October of 2022, the Gold Rush Multi-Use Path Phase I received an Active Transportation Planning (ATP) grant that will fund the project through construction. The project will install 1.5 miles of Class I Pedestrian and Cyclists path separated by a landscape buffer beginning at the new bus stops on Stockton Street and stretching to the end of Mother Lode Fairgrounds. Then, also, from the entrance of Woods Creek Rotary Park, up through the park, to connect near Sonora High on the other side.

Police Department Project List
In late 2023 and early 2024, the department leads were given a questionnaire asking them about their knowledge of the city-owned assets related to their respective departments. The responses provided by the department leads were analyzed to determine what the city owns and what it needs. This was the initial step in the process of assessing the city's assets.
While the Capital Improvement Plan (CIP) was being developed, a Needs Assessment of the existing Police Station was performed. The City Council had approved a $50,000 contract with the company Vanir to conduct the Needs Assessment. The project was necessary due to the existing building being insufficient in size and lacking room for expansion. All of the Police Department's operations are housed at 100 South Green Street in a 2,418 square-foot facility. Additional projects are assumed to be coming as a result of the Condition Assessment.

Overview
Fire Department
Chief Brittan Gregory
Fire Station
201 South Shepherd St
Sonora, California
Full-Time Employees
In 2023/24, the Department
had 2 full-time personnel
and intern/volunteer
firefighters when available.
Vehicles
The Fire Department currently has 9
vehicles. The City’s contract with
Enterprise does not include the
department’s Fire Trucks.
Funding
The General Fund provides the largest amount of unrestricted funds for the Department’s operational needs. This fund supports most of the operational costs associated with the department’s services. The balance of the Department’s budget is from Measure I. This budget has been established based on the personnel, equipment, and supplies needed to deliver the Department's services.
The Sonora Fire Department provides fire services and offers all-risk/all-hazard emergency services to the city and surrounding areas of Tuolumne County. The department is staffed with two full-time personnel and intern/volunteer firefighters when available. It relies on the participation of volunteers, off-duty full-time and part-time personnel, and other County fire resources to handle large emergency events. The Fire Department responds to over 2000 emergency calls for service each year.

This was the initial step in assessing the city's assets.
The Fire Department Chief actively searches for and applies for grants to help fund the department's essentials, including vehicles, radios, protective gear, and other necessities. Her dedication to locating funds recently helped acquire the department's new fire trucks, as shown in Figure 13. Capital projects identified for the Fire Department are summarized in Table 27.

CITY COUNCIL AGENDA REPORT

CITY OF SONORA 94 N. WASHINGTON STREET, SONORA, CA 95370 P: (209) 532-4541
SERVICE, INNOVATION, INTEGRITY, COLLABORATION, RESPECT, LEADERSHIP DATE: June 15, 2026
TO: Honorable Mayor and Members of the City Council
FROM: Brittan Gregory, Fire Chief
SUBJECT: Authorization to Apply for the Fiscal Year 2025 Assistance to Firefighters Grant (AFG) Program for Replacement of Fire Prevention Vehicle
RECOMMENDATION:
Authorize the Fire Chief to Apply to the Federal Emergency Management Agency (FEMA) Fiscal Year 2025 Assistance to Firefighters Grant (AFG) Program for the Acquisition of a Replacement Fire Prevention Vehicle and Authorize the City Administrator and Fire Chief to Execute all Necessary Grant Application Documents.
BACKGROUND:
The Assistance to Firefighters Grant (AFG) Program is administered by FEMA and is designed to provide funding directly to fire departments for equipment, training, personal protective equipment, emergency response vehicles, health and safety initiatives, and other resources necessary to protect emergency responders and the public. The program's primary objective is to help fire departments meet recognized national standards and improve operational readiness and firefighter safety. The Sonora Fire Department constantly seeks grant opportunities to reduce the financial burden on local taxpayers while maintaining a high level of emergency response. The AFG Program represents one of the most significant federal funding opportunities available to fire departments and has historically funded projects such as self-contained breathing apparatus (SCBA), personal protective equipment (PPE), communications equipment, training, and emergency response vehicles.
DISCUSSION / ANALYSIS:
The Fiscal Year 2025 Assistance to Firefighters Grant Program provides funding opportunities for fire departments to replace aging emergency response vehicles and equipment that no longer meet operational needs. The Fire Department is seeking authorization to apply for grant funding to purchase a replacement Fire Prevention vehicle at an estimated cost of $90,000. The proposed vehicle would serve as the primary platform for fire prevention operations, including Fire and life safety inspections, public education and community outreach programs, emergency incident response and disaster preparedness and community risk reduction initiatives.

SERVICE, INNOVATION, INTEGRITY, COLLABORATION, RESPECT, LEADERSHIP Replacement of the existing vehicle will improve reliability, reduce maintenance costs, enhance operational efficiency, and ensure fire personnel have dependable transportation and equipment capabilities necessary to support public safety services throughout the city. Applying for this grant does not obligate the city to purchase the vehicle. Should the grant application be successful, staff will return to the City Council for acceptance of the award.
FISCAL IMPACT:
The estimated project cost is $90,000.
Based on the City's population, the AFG program requires a local cost share of five percent (5%).
Estimated Project Cost: $90,000
Federal Share: $85,714.29
City Match: $4,285.71
The final grant amount and required local contribution will be determined upon award. Matching funds would be budgeted and appropriated at the time of grant acceptance.
CORE COUNCIL PRIORITIES:
Stability, Public Safety and Disaster Preparedness.
