SUBJECT: Consider Adoption of Resolution 08-03-2026-A Ratifying the Director of Emergency Services' Proclamation of a Local Emergency Pursuant to Government Code Section 8630.
RECOMMENDATION:
Consider Adoption of Resolution 08-03-2026-A Ratifying the Director of Emergency Services' July 27, 2026, Proclamation of Local Emergency due to the Dove Fire and Authorize the Continuation of all Appropriate Emergency Response and Recovery Activities.
BACKGROUND:
California Government Code Section 8630 and in accordance with Chapter 2.28.050 of the Sonora Municipal Code and Ordinance No. 905 empower the City Administrator acting as the Director of Emergency Services for the City of Sonora to proclaim the existence or threatened existence of a local emergency when conditions of extreme peril to the safety of persons and property exist or are threatened within the City, and the Sonora City Council are not in session. Government Code section 8630(b) requires the City Council to ratify the proclamation within seven days.
On July 26, 2026, The City of Sonora experienced conditions of extreme peril to the safety of persons and property from the Dove Fire and caused power outages, significant displacement of citizens though evacuation, road closures, and the impact and damages to the City of Sonora which may exceed available local resources, all of which warrant and necessitate the proclamation of a Local Emergency.
On July 27, 2026, the City of Sonora’s Director of Emergency Services declared a local emergency, which now requires the City Council to ratify and approve a Resolution Proclaiming a Local State of Emergency. Such ratification will: (1) preserve emergency authorities; (2) facilitate requests for state assistance; and (3) support eligibility for disaster reimbursement where applicable.
FISCAL IMPACT:
Immediate fiscal impacts are unknown but may be significant. Ratification supports the City’s ability to seek state and federal disaster assistance and reimbursement for eligible emergency response and recovery costs. 11 Item B.

SUBJECT: Consider Approval to Advertise and Solicit Bids for the FY 25/26 Parking Lot Improvement Project; and Consider Approval of a Contract Amendment to Dewberry’s Task Order 26-08 to Complete Final Design, Including the Addition of Bradford Street and the Associated Improvements to the scope of Work.
RECOMMENDATION:
Consider Approval to Advertise and Solicit Bids for the FY 25/26 Parking Lot Improvement Project; and Consider Approval of a Contract Amendment to Dewberry’s Task Order 26-08 to Complete Final Design, Including the Addition of Bradford Street and the Associated Improvements to the Scope of Work.
BACKGROUND:
The City of Sonora owns two (2) parking lots located along Stewart Street that need reconstruction and associated improvements.
Parking Lot #1 – Stewart Street and Church Street
The Stewart Street and Church Street parking lot was purchased by the City in 2024 and is currently closed to the public until reconstruction occurs. Prior to closing, it was a private commercial parking lot that contained 12 parking stalls, including one (1) stall marked as ADA accessible. An abandoned structure is in the southeast corner of the parcel, and the concrete floor of the existing carport is sunken below the rest of the parking lot. The existing parking lot structural section is three (3) inches of asphalt concrete over three (3) inches of aggregate base. The pavement surface is cracked and showing signs of base failure.
Parking Lot #2 – Stewart Street and Lyons Street
The Stewart Street and Lyons Street parking lot is one of the City’s largest downtown public parking lots with 51 existing parking stalls. One of the parking stalls is marked as ADA compliant but fails to meet ADA standards. The parking lot is adjacent to the City’s Chinatown historical monument. Bradford Street functions as a main drive aisle across the north end of the parking lot and lacks ADA accessible sidewalks and curb ramps at both ends. The existing roadway structural section in Bradford Street is three (3) inches of asphalt concrete over eight (8) inches of aggregate base, and the existing parking lot structural section is one (1) inch of asphalt concrete over four (4) inches of aggregate base.

CITY OF SONORA 94 N. WASHINGTON STREET, SONORA, CA 95370 P: (209) 532-4541
SERVICE, INNOVATION, INTEGRITY, COLLABORATION, RESPECT, LEADERSHIP DISCUSSION:
Both parking lots need new pavement with improved pedestrian access to existing sidewalks. Performing the construction of both parking lots at once allows for better economies of scale rather than completing one at a time.
The City previously approved the design task orders for the reconstruction of the parking lots with the goals of improved pavement surface, ADA access to existing sidewalks, and the opening of a new parking lot location. The design is now 90% complete and construction is anticipated to take place this Fall (2026). City staff are seeking approval to release the project for advertising and bidding.
More specifically, project improvements include:
Parking Lot #1 – Stewart Street and Church Street:
12 standard parking stalls, 2 compact parking stalls, and 1 ADA compliant parking stall (15 total) Re-grading and reconstruction of the parking lot
Sidewalk around the perimeter of the parking lot
Church Street crossing improvements with ADA accessible curb ramps Reconstruction of adjacent Church Street
Pedestrian handrailing
Removal of abandoned structure
Planter box for future landscaping
Lowering height of freestanding block wall
Bid alterative: Solar Street lighting
Parking Lot #2 – Stewart Street and Church Street:
44 standard parking stalls, 2 compact parking stalls, and 2 ADA compliant parking stalls (48 total) Minor re-grading and reconstruction of parking lot
Reconstruction of Bradford Street
New at-grade sidewalk along Bradford Street
Bradford Street crossing improvements with ADA accessible curb ramps Contract Amendment Justification
Dewberry is seeking a contract amendment for Task Order 26-08 in the amount of $21,680. This amendment will fund the additional design, geotechnical, and surveying efforts spent to incorporate the added scope of improvements. The additional efforts spent total $61,570, but the amendment request was mitigated by removing Construction Management services from the task order and utilizing the efficiencies from other tasks that came under budget. Construction Management services will be presented to City Council for approval with the final construction contract.

SERVICE, INNOVATION, INTEGRITY, COLLABORATION, RESPECT, LEADERSHIP The following items have been added to the project scope since approval of the original task order:
Design services for Bradford Street pavement rehabilitation, sidewalk, and ADA curb ramp improvements. Topographic surveying services for Bradford Street and the Lyons Street parking lot. Pavement cores for Bradford Street, Lyons Street parking lot, and Church Street parking lot.
FISCAL IMPACT:
The estimated cost of construction is $1.14M and will be funded through the City’s General Fund. The Task Order 26-08 contract amendment cost is $21,680 and that will also be funded through the City’s General Fund. The cost of construction, construction management services, and final engineering services were encumbered and approved as part of the FY 25/26 budget.
Improved parking capacity and rehabilitation in the City will result in a positive fiscal impact by allowing more people to explore the downtown area, show new improvements in the area and patronize shops and restaurants.

SUBJECT: Receive an Update on the Tuolumne Heritage Trail (Gold Rush Path) Project, Accept Public Comment and Select a Locally Preferred Project Alternative.
RECOMMENDATION:
Consider Selecting a Locally Preferred Project Alternative for the Tuolumne Heritage Trail (Gold Rush Path) Project.
BACKGROUND:
The Tuolumne Heritage Trail (Gold Rush Path multi-use trail) project is a premier project in Tuolumne County.
The Phase 1 project includes the segments of trail that runs through the City of Sonora that will provide a multiuse trail along two separate alignments. The first alignment runs along State Route 49 (Stockton Road), which starts near the Mother Lode Fairgrounds picking up the planned tail coming from Jamestown to the south and extending north to the newly constructed Transit Center and downtown area. The second segment runs from the intersection of Stockton Road and Woods Creek Drive and extends west to the Dragoon Gulch trail head and Sonora High School.
The Project Approval / Environmental Documentation (PA/ED) effort for the Phase 1 project has been ongoing since August of 2024 and is nearly complete. Activities to date on this project have included:
1) Development of the Trail Design and Engineering Documents (Plans, and Engineers Estimate) 2) Development and Approval of the Environmental Technical Studies 3) Development of the Draft Environmental Document (DED) 4) Field Activities in support of Project Engineering and Environmental Documents 5) Public Outreach Activities to Promote the Project and Solicit Input Alternatives:
At the location where the Tuolumne Heritage trail is proposed to be constructed in the Woods Creek Rotary Park, there is a pinch point between Woods Creek and the Little Leage baseball field that does not provide adequate width for the trail. To resolve this conflict point, the City has developed two trail alignments. Alternative 1 would relocate the right field little league baseball field fence approximately 5-10 feet to the east to accommodate trail construction. The reduction of the right field length would be mitigated by increasing the fence height at this location. Alternative 2 would construct a retaining wall adjacent to Woods Creek to provide the width needed to 35 Item B.

SERVICE, INNOVATION, INTEGRITY, COLLABORATION, RESPECT, LEADERSHIP construct the trail without impacting the baseball field. This alignment would add approximately $500,000 to the cost of the project.
The preliminary (30%) design and draft environmental document were released for public review on July 15, 2026. The public review process will be completed on August 15, 2026. After receipt of the public comments, the comments will be addressed, the engineering documents will be updated as necessary, and the Final Environmental Document (FED) will be prepared and submitted to Caltrans for approval.
DISCUSSION / ANALYSIS:
Derek Kirkland and Tim Chamberlain from Wood Rodgers will present the project details and environmental findings of the Tuolumne Heritage Trail (Gold Rush Path) Phase 1 project. Wood Rodgers is the engineering consultant for Phase 1 of the project.
This presentation and meeting are not intended to be a formal public hearing but instead an informal project development discussion. Verbal public comments will be invited, however, only formal written comments will be addressed in the preparation of the final CEQA document. Comment cards will be available.
This project is a Caltrans oversight project with the City of Sonora as the Project Proponent. The Caltrans Project Development Team (PDT)- of which the City, TCTC, and Wood Rodgers are participating, will ultimately decide which alternative to select; however, that selection decision takes into consideration local preferences since it will be City residents that ultimately use the facility. As such, staff is requesting that the City Council recommend a locally preferred project alternative for the Tuolumne Heritage Trail (Gold Rush Path) Phase 1 project, while also taking into consideration public comments received at this meeting.
FISCAL IMPACT:
This is an information and education item presenting the progress of the Tuolumne Heritage Trail (Gold Rush Path) Phase 1 Project and a venue for the public to make comments on the proposed project. The PA/ED effort has been funded through a combination of Active Transportation Program (ATP) and Congestion Mitigation Air Quality (CMAQ) funds. The Final Design and Right of Way acquisition effort will also be funded through a similar combination of funds.

SUBJECT: Sonora Police Department Quarterly Report
RECOMMENDATION:
Receive the City of Sonora Police Department Quarterly Report for April through June 2026.
BACKGROUND:
Each Quarter, the Sonora Police Department reports on general police activity for the previous quarter. This list is not all-inclusive and is guided by the interests of the City Council. The reporting format allows for a comparison of activity with the same period during the previous year.
The City is divided into two areas of responsibility, each overseen by one of our two Police Sergeants. The Sergeants monitor their assigned areas and proactively apply problem-solving community policing principles to address a range of issues, from property crime trends to public nuisance concerns, all with the goal of enhancing public safety.
Most categories in our report reflect criminal case investigation reporting, providing a broad view of our law enforcement efforts. However, it's important to note that these categories primarily indicate the number of criminal case investigations rather than the actual number of incidents occurring in the City. Selected categories, such as Larceny and Homeless Activity, have dual reporting numbers that reflect the number of reported occurrences and the number of criminal case investigations. Similarly, the Total Phone Calls / 911 Calls category reflects the number of 911 calls included in the total number of incoming calls to the Sonora Police Department in a given reporting period, offering a more nuanced understanding of our emergency response.
DISCUSSION / ANALYSIS:
The chart below summarizes activities for April through June 2026. Please note that April – June 2025 statistics are not available for reporting.

Case(s) for Discussion:
On 05/23/2026, SPD officers were given a 'Be On the Look Out' (BOLO) for a vehicle that was carjacked earlier in the day. The victim of the carjacking was also a victim of domestic battery. SPD units located the victim on Washington Street and conducted an investigation into the incident. A few minutes later, the suspect was located and taken into custody. He was later booked into the Tuolumne County Jail on Felony kidnapping, carjacking, and domestic violence charges.
On 04/24/26, SPD officers were dispatched to a robbery that occurred in the parking lot of the Safeway Grocery Store. The victim was sitting in her car when the suspect approached her. The suspect then punched her in the face multiple times before stealing her purse. The suspect was later identified, and an Information and Belief warrant was authored for the suspect’s arrest.
Investigations:
Detective Bell continues to work on a previous case involving an arrest for the possession of child pornography. Due to the complexity of the case, Detective Bell has invested numerous hours in identifying additional suspects involved in this incident. As a direct result, arrests have been made in other states for similar charges.
Range:
Firearms qualifications were completed in April 2026. All participating officers qualified during this block of instruction.
Range staff is working with a firearms distributor to procure new handguns to replace the department’s aging inventory.
Fleet:
The new Chevy 2500 HD is getting upfitted. It will be in service within the coming weeks.
A new Chevy Tahoe was purchased and will serve as a supervisor’s patrol vehicle. A new Chevy Tahoe command vehicle is on order and will be upfitted when received. A Ford Ranger was ordered and will also be upfitted for the detectives' unit upon receipt.

On 06/03/2026, officers were dispatched to reports of an assault with a baseball bat in the downtown area. Officers responded and located the victim, who informed them the suspect had fled on foot and provided a description. Officers checked the area and were able to locate the suspect and detain him. The suspect was later positively identified and placed under arrest. The suspect was booked into the Tuolumne County Jail for assault with a deadly weapon. On 05/01/2026, officers responded to reports of a physical altercation at a local hotel. When officers arrived, they located the victim, who had sustained minor injuries. The suspect had fled the area prior to the officers’ arrival. Through their investigation, officers determined the suspect was on probation in a neighboring county and was wearing a GPS monitor. Using the monitor, officers located and detained the suspect. At the conclusion of the investigation, the suspect was placed under arrest and transported to the Tuolumne County Jail, where he was booked for felony domestic violence, felony burglary, felony probation violation, and misdemeanor vandalism.
