Resolution Reciting the Facts of the General Municipal Election The City Council will consider adopting a Resolution reciting the facts of the General Municipal Election held on Tuesday, November 8, 2022, and declaring the results and such other matters as provided by law.

Authorizing the administration of the Oath of Office (by ballot order) to the newly elected and re-elected City officials elected from the General Municipal Election on November 8, 2022:
City Council Member, Joshua Barron;
City Council Member, Al Rios;
City Clerk, Yodit Glaze; and
City Treasurer, Jose De La Paz
Reorganization
The City Council will consider: (ADMIN)
a. Reorganizing the Council by nominating and selecting a new Mayor and new Vice Mayor for a one-year term; the selection will be ratified by a majority vote of the City Council; and
b. Authorizing the Oaths of Office to be administered to the newly selected Mayor and Vice Mayor.
The South Gate Housing Authority will consider:
a. Reorganizing the South Gate Housing Authority by nominating and selecting a new Chair and new Vice Chair for a one-year term; the selection will be ratified by a majority vote of the South Gate Housing Authority.

SUBJECT: RESO UTION RECITING THE FACTS OF THE GENERAL MUNICIPAL ELEC ON HELD ON TUESDAY, NOVEMBER 8, 2022 PURPOSE: Upon the completion of the canvass of votes cast for the General Municipal Election of November 8, 2022 and before installing the newly elected officers, the City Council shall adopt a resolution reciting the results of the election. For a consolidated election, the governing body shall meet at its usual place of meeting no later than the next regularly scheduled City Council meeting following the presentation of the canvass of the returns.
RECOMMENDEDACTION: The City Council will consider adopting a Resolution reciting the facts of the General Municipal Election held on Tuesday, November 8, 2022, and declaring the results and such other matters as provided by law.

ANALYSIS: None.
BACKGROUND: On July 12, 2022, tlie City Council adopted Resolution No. 2022-34-CC, Calling for the Holding of a General Municipal Election to be held on Tuesday, November 8, 2022, for the Election of Certain Officers and Requesting the Board of Supervisors of the Corinty of Los Ai'igeles to Consolidate the Election with any and all Elections also called to be held on Triesday, November 8, 2022 and Requesting the Board to Render Specified Services to tlie City Relating to the Conduct of a General Municipal Election to be held On Tuesday, November 8, 2022. The consolidation with the County of Los Angeles is pursuant to Senate Bill 415. As a result, the Los Angeles County Registrar Recorder/County Clerk's Office was tasked with coordinating all election efforts with the various cities holding regularly scheduled General Municipal Elections on November 8, 2022. On December 7, 2022, the Official Certificate of the Canvass of the Election Returns, and the Official Statement of Votes Cast by precinct, for the 1 City of South Gate General Municipal Election in the County of Los Angeles held on November 8, 2022 was issued to the Office of the City Clerk.

RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SOUTH
GATE, CALIFORNIA, RECITING THE FACTS OF THE GENERAL MUNICIPAL ELECTION HELD ON TUESDAY, NOVEMBER 8, 2022,
DECLARING THE RESULTS AND SUCH OTHER MATTERS AS
PROVIDED BY LAW
WHEREAS, a General Municipal Election was held and conducted by the Registrar- Recorder/County Clerk of the County of Los Angeles, on Tuesday, November 8, 2022, as required by law; and
WHEREAS, notice of the election was given in time, form, and maru'ier as provided by law; that voting precincts were properly established; that election officers were appointed, and that in all respects the election was held and conducted, and the votes were cast, received and canvassed and the returns were made and declared in time, form, and manner as required by the provisions of the Election Code of the State of California for the holding of elections in general law cities; and
WHEREAS, the Los Angeles County Registrar Recorder/County Clerk conducted the election and canvassed the returns of the election and has certified the results to the City of South Gate on December 7, 2022 and the results are received, attached hereto as Exhibit "A" and made a part of this Resolution.
NOW, THEREFOR, THE CITY COUNCIL OF THE CITY OF SOUTH GATE, CALIFRONIA DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. The City Council hereby declares the whole number of ballots cast in the precincts except vote by mail ballots is 2,520, and that the whole number of vote by mail ballots cast in the City is 9,176 making a total of 11,696 ballots cast in the City.
SECTION 2. The City Council hereby declares the names of the persons voted for at the election for Members of the City Council are as follows (in the order of placement of the ballot):

Jovanna Laborin
SECTION 3. The City Council hereby declares the names of the persons voted for at the election for City Clerk are as follows (in the order of placement on the ballot):

SECTION 5. The City Council hereby declares for the submission to the voters a question relating to Business License Tax Measure:

Business License Tax Measure. To assist in maintaining public safety, repair streets, maintain parks, services for seniors, and other general city services, shall the annual taxes and solid waste processing fees paid by Material Recovery Facilities be increased to $500 plus $1.94 per ton and annual CPI adjustment, and provide for increases every three years to all other Business License Taxes based on cost of living increases, as measured by the Consumer Price Index (CPI), be adopted?

SECTION 6. The City Council hereby declares the number of votes given at each precinct and the number of votes given in the City for each of the persons above named for the respective offices or which the persons were candidates, and for and against the measure as listed in Exhibit "B" which is attached hereto and made a part of this Resolution.
SECTION 7. The City Council hereby declares and determines (in the order of placement on the ballot) that: Joshua Barron was elected as Member of the City Council for the full term of four years; Al Rios was elected as Member of the City Council for the full term of four years; Yodit Glaze was elected as City Clerk for the full term of four years; and Jose De La Paz was elected as City Treasurer for the full term of four years.
SECTION 8. The City Council hereby directs the City Clerk to enter on the records of the City Council of the City, a statement of the results of the election, showing: (1) the whole number of ballots cast in the City; (2) the names of the persons voted for; (3) for what office each person was voted for; (4) the number of votes given at each precinct to each person, (5) the name of the measure voted for; and (6) the total number of votes.
SECTION 9. The City Clerk shall attest to and certify the passage and adoption of this Resolution, which shall be effective upon its adoption.

SUBJECT: SWEARING-IN ONIES FOR NEWLY ELECTED CITY OFFICIALS PURPOSE: The purpose of this item is to conduct the Oaths of Office to the newly elected and re-elected City officials.
RECOMMENDED ACTIONS: The City Council will consider:
Authorizing the administration of the Oath of Office (by ballot order) to the newly elected and re- elected City officials elected from the General Municipal Election on November 8, 2022:
a. City Council Member, Joshua Barron;
b. City Council Member, Al Rios;
c. City Clerk, Yodit Glaze; and
d. City Treasurer, Jose De La Paz
FISCAL IMPACT: None
BACKGROUND: The General Municipal Election was held on Tuesday, November 8, 2022, and on the ballot were two positions for City Council, one for City Clerk and one for City Treasurer.
Prior to the swearing-in ceremonies, the City Council will consider adopting a Resolution reciting the fact of the General Municipal Election and declaring the results. The Oaths of Office will be administered immediately thereafter.

SUBJECT: CITY COUNCIL RE-ORGANIZATION AND OATHS OF OFFICE PURPOSE: To allow the City Council to select a new Mayor and new Vice Mayor for a term of one year.
RECOMMENDED ACTIONS:
The City Council will consider:
a. Reorganizing the Council by nominating and selecting a new Mayor and new Vice Mayor for a one-year term; the selection will be ratified by a majority vote of the City Council; and
b. Authorizing the Oaths of Office to be administered to the newly selected Mayor and Vice Mayor.
The South Gate Housing Authority will consider:
a. Reorganizing the South Gate Housing Authority by nominating and selecting a new Chair and new Vice Chair for a one-year term; the selection will be ratified by a majority vote of the South Gate Housing Authority.
The Successor Agency to the Community Development Commission of the City of South Gate will consider:
a. Reorganizing the Successor Agency to the Community Development Commission of the City of South Gate by nominating and selecting a new Chair and new Vice Chair for a one-year term; the selection will be ratified by a majority vote of the Successor Agency to the Community Development Commission.
The South Gate Utility Authority will consider:
a. Reorganizing the South Gate Utility Authority by nominating and selecting a new Chair and new Vice Chair for a one-year term; the selection will be ratified by a majority vote of the South Gate Utility Authority.
The South Gate Finance Authority will consider:
1 a. Reorganizing the South Gate Finance Authority by nominating and selecting a new Chair and new Vice Chair for a one-year term; the selection will be ratified by a majority vote of the South Gate Finance Authority.
The South Gate Public Access Corporation will consider:
a. Reorganizing the South Gate Public Access Corporation by nominating and selecting a new Chair and new Vice Chair for a one-year term; the selection will be ratified by a majority vote of the South Gate Public Access Corporation.
FISCAL IMPACT: There is no fiscal impact.
ANALYSIS:
BACKGROUND: The nomination and selection of a new Mayor and Vice Mayor and selection of a Chair and Vice Chair for the various City bodies generally occurs after a Municipal Election. On December 7, 2022, the Official Certificate of the Canvass of the Election Returns and the Official Statement of Votes Cast by precinct for the City of South Gate General Municipal Election in the County of Los Angeles held on November 8, 2022 was issued to the Office of the Clerk and a Resolution reciting the results of the election was approved as per the provisions provided by the South Gate Municipal Code.
