SPECIAL JOINT MEETING MINUTES
THURSDAY, DECEMBER 8, 2022
CALL TO ORDER
The Special Joint meeting of the City Council, Housing Authority, Successor Agency, Utility Authority, Public Finance Authority and Public Access Corporation was called to order by Maria del Pilar Avalos, Vice Mayor/Vice Chairperson at 6:49 p.m.

At this time Council/Authority/Agency Member/Director Hurtado stated that he would like to continue with Items 1 and 2 but continue Item 3 to the meeting of December 13th at 6:00 p.m.
Raul F. Salinas, City Attorney recommended that since these items were agenized on tonight's meeting, we should take care of Items 1 and 2.
When we get to agenda Item 2 we can make the same announcement that there is a request to continue Item 3 and open to the public for comment.
Council/Authority/Agency Member/Director Davila agreed with Mr.
Salinas and would like to move forward with Items 1 and 2. 1 ELECTION ADMIN The City Council adopted Resolution No. 2022-70-CC entitled - Resolution of the City Council of the City of South Gate, California, reciting the facts of the General Municipal Election held on Tuesday, November 8, 2022, and declaring the results and such other matters as provided by law, by motion of Council/Authority/Agency Member/ Director Davila and seconded by Vice Mayor/Vice Chair Avalos.

City Treasurer Greg Martinez questioned if by holding this meeting would it be considered a Brown Act Violation due to the time that the agenda was posted.
Raul F. Salinas, City Attorney stated that there is no specific case judicially that will address this specific issue. He suggested that the City Council acknowledge the individuals that are going to be assuming office during tonight's meeting. Then City Council would continue the meeting to December 13th at 6:00 p.m. to reaffirm the action taken on tonight's agenda allowing the City Council to move forward with the remainder of tonight's agenda.
2 ELECTION ADMIN The City Council authorized the administration of the Oath of Office (by ballot order) to the newly elected and re-elected City officials elected from the General Municipal Election on November 8, 2022: (Mayor Rios was absent)
a. City Council Member, Joshua Barron;
b. City Council Member, Al Rios;
c. City Clerk, Yodit Glaze; and
d. City Treasurer, Jose De La Paz

RE-ORGANIZATION The City Council considered:
a. Reorganizing the Council by nominating and selecting a new Mayor and new Vice Mayor for a one-year term; the selection will be ratified by a majority vote of the City Council; and
b. Authorizing the Oaths of Office to be administered to the newly selected Mayor and Vice Mayor.
The South Gate Housing Authority will consider:
a. Reorganizing the South Gate Housing Authority by nominating and selecting a new Chair and new Vice Chair for a one-year term; the selection will be ratified by a majority vote of the South Gate Housing Authority.

The Successor Agency to the Community Development Commission of the City of South Gate will consider:
a. Reorganizing the Successor Agency to the Community Development Commission of the City of South Gate by nominating and selecting a new Chair and new Vice Chair for a one-year term; the selection will be ratified by a majority vote of the Successor Agency to the Community Development Commission.
The South Gate Utility Authority will consider:
a. Reorganizing the South Gate Utility Authority by nominating and selecting a new Chair and new Vice Chair for a one-year term; the selection will be ratified by a majority vote of the South Gate Utility Authority.
The South Gate Finance Authority will consider:
a. Reorganizing the South Gate Finance Authority by nominating and selecting a new Chair and new Vice Chair for a one-year term; the selection will be ratified by a majority vote of the South Gate Finance Authority.
The South Gate Public Access Corporation will consider:
a. Reorganizing the South Gate Public Access Corporation by nominating and selecting a new Chair and new Vice Chair for a one- year term; the selection will be ratified by a majority vote of the South Gate Public Access Corporation.
Council/Authority/Agency Member/Director Hurtado motioned that this meeting be recessed to 6:00 p.m. on December 13, 2022. This motion was seconded by Council/Authority/Agency Member/Director Davila.
