CALL TO ORDER
The Recess Special Joint meeting of the City Council, Housing Authority, Successor Agency, Utility Authority, Public Finance Authority and Public Access Corporation was called to order by Mayor/Chairperson Rios at 6:00 p.m.

1 ELECTION ADMIN The City Council adopted Resolution No. 2022-70-CC entitled - Resolution of the City Council of the City of South Gate, California, reciting the facts of the General Municipal Election held on Tuesday, November 8, 2022, and declaring the results and such other matters as provided by law, by motion of Council/Authority/Agency Member/ Director Davila and seconded by Vice Mayor/Vice Chair Avalos.
Mayor Rios asked if anyone in the audience and zoom wished to speak on this item. Seeing no one step forward; Mayor Rios closed the audience portion.
Staff's recommendation to reaffirm item 1 was approved by motion of Council Hurtado and seconded by Council Member Davila.

2 ELECTION ADMIN The City Council authorized the administration of the Oath of Office (by ballot order) to the newly elected and re-elected City officials elected from the General Municipal Election on November 8, 2022:
a. City Council Member, Joshua Barron;
b. City Council Member, Al Rios;
c. City Clerk, Yodit Glaze; and
d. City Treasurer, Jose De La Paz
The Oath of Office was administered to Council Member Barron, City Clerk Glaze and City Treasurer De La Paz on December 8, 2022.
The Oath of Office was administered to Council Member Rios by Pastor Nick Garife.

RE-ORGANIZATION The City Council:
a. Reorganized the Council by nominating and selecting a new Mayor and new Vice Mayor for a one-year term; the selection was ratified by a majority vote of the City Council; and
b. Authorized the Oaths of Office to be administered to the newly selected Mayor and Vice Mayor.
Vice Mayor Avalos was nominated as Mayor by motion of Council Member Barron and seconded by Council Member Hurtado.

Council Member Hurtado was nominated for Vice Mayor by motion of Council Member Davila and seconded by Mayor Avalos.

The South Gate Housing Authority reorganized the South Gate Housing Authority by nominating and selecting a new Chair and new Vice Chair for a one-year term; the selection was ratified by a majority vote of the South Gate Housing Authority.

The Successor Agency to the Community Development Commission of the City of South Gate reorganized the Successor Agency to the Community Development Commission of the City of South Gate by nominating and selecting a new Chair and new Vice Chair for a one-year term; the selection was ratified by a majority vote of the Successor Agency to the Community Development Commission.
Vice Chair Avalos was nominated as Chair by motion of Authority Member Barron and seconded by Authority Member Hurtado.

Mario Dominguez asked for clarification on all these committees.
Having no one else come forward, Mayor Rios closed the audience portion.
Mr. Salinas stated that each of these agencies or entities involving the City of South Gate are filled by Members of the City Council wearing different hats.
ADJOURNMENT Mayor/Chair Avalos unanimously recessed the meeting at 6:43 p.m. and seconded by Vice Mayor/Vice Chair Hurtado.
