CODE ENFORCEMENT ST AFF AUGMENT ATION SERVICES
ScopeofWork Exhibit "A" mai
CSG staff selected for this program are highly technically skilled, experienced, culturally sensitive, and possess various certifications such as PC 832, CACEO or equivalent, and ICC Property Maintenance & Housing Inspection. In addition, their computer literacy includes familiarity with Accela, Microsoft Word, Outlook and Excel and other current code enforcement databases. As part of their duties, CSG officers will enforce state/local laws regarding unpermitted vending activity; issue Administrative Citations; author reports, and can testify at hearings and perform other duties as may be required. CSG has code enforcement officers who are bilingual in Spanish, who can be assigned to meet the City's needs.

Vendor Enforcement
In addressing on call/seasonal vendor enforcement, we would provide experienced Code Enforcement Officers to assist City staff or lead efforts to educate vendors and enforce all codes related to vending.

A key component for a successful program would be strategic planning, addressing small and large scale vending activities. We would incorporate successful models and approaches such as the ones being implemented in Santa Cruz addressing vending challenges the City is facing. This has been addressed in the downtown district, and residential neighborhoods, but is primarily focused on the surrounding streets and beach area that abuts the Santa Cruz Boardwalk. Our program has been successful due to building positive relationships with the permitted vendors, local businesses, other department staff and stakeholders in the community. Understanding the complexities and nuances is fundamental to achieving community support and economic impacts that vending has on the surrounding neighborhoods and jurisdictions.

EXPERIENCE AND CAPABILITIES
Code enforcement activities are a crucial service to ensure not only public health and safety but also to enhance economic development throughout a community. Blighted conditions such as graffiti on public and private properties, illegal dumping, vacant lots, overgrown vegetation, deteriorated building exteriors, missing or broken windows and screens, foreclosures, illegal signs, and inoperable vehicles all contribute to a community's deterioration. Municipal Code standards are enforced to ensure that communities remain attractive and safe. Well-kept communities help to maintain or increase values, discourage crime, encourage quality development while preserving the overall quality of life in the community.

CSG maintains experienced Code Enforcement Officers who are fully trained and certified through the California Association of Code Enforcement Officers (CACEO) and the California Environmental Health Association (CEHA) for any code enforcement or health and safety challenges presented.

Code Enforcement Services
CSG's Code Enforcement Officers work to identify code violations and engage stakeholders and responsible parties to correct code violations consistent with municipal and state codes tailored to the specific needs of the agency.

Projed Schedule my
Below is an outline of our project schedule. CSG understands that the City's focus is on regulating vendors through outreach and enforcement.

Starting in August/September 2023 (or as directed by the City) CSG's team will be composed of field officers and senior personnel flexibly staffed according to project needs. Staff will be prepared to work all hours necessary to complete specific tasks associated with the overall scope of work. Subject to discussions with the City upon contract award. CSG understands the City's requirement that our officers will be working in the evenings, weekends and holidays and that the hours will be variable.

Immediately after project award, CSG"s project manager will schedule a kick-off meeting. In an effort to seamlessly integrate with the City's program, we would also arrange a briefing with staff to address anticipated challenges and possible solutions. Discussions will review vendors, primary or large vending organizations, any affiliations, and any other pertinent information.

Adjustments in approach or tactical implementation will be made after initial assessments and reviewing the program's approach. This approach will be with a focus on high level performance and client satisfaction.

Vending Ordinance Code Enforcement Services l City of Santa Cruz, CA The City of Santa Cruz requested CSG's assistance in implementing its newly enacted vending ordinance. A contingent of CSG staff operate as a supportive team and address both permitted and unpermitted vending in multiple areas in the community but primarily focused in the Santa Cruz Beach Boardwalk area. They employ a variety of enforcement methods in collaborating with the permitted vendors and helping to assure compliance with access requirements (meeting ADA standards and addressing first responder access needs), traffic concerns, trash management requirements, health and safety issues (working with the county health department), and that permits are being used as designed. Our coordinated team of experienced officers offer a diverse set of skills and a unified front in building rapport and respect with the vendors. Services include educating unpermitted vendors and the public, elevating enforcement to citations, performing impoundment, and assisting in permit revocation for continued non-compliance. This contract has required high levels of responsiveness, creativity, advanced and flexible people skills, interdepartmental staff coordination, and acute attention to monitoring the surroundings for safety.

General Code Enforcement Services l City of Lake Forest, CA Under the direction of the Community Development Director, CSG has worked with the City focusing on the assessment and closure of older cases, many of which have been complex - often having incomplete records, multiple owners and other challenging characteristics. These cases have required the experience of our veteran officer due to the important level of finesse needed to manage the often-non-compliant responsible parties. A substantial number of cases required direct coordination with and approval of City staff.

CODE ENFORCEMENT STAFF AUGMENTATION SERVICES
ScopeofWork mgi

CSG"s Code Enforcement Officers work to identify code violations and engage stakeholders and responsible parties to correct code violations consistent with municipal and state codes tailored to the specific needs of the agency.

Project Schedule my
Below is an outline of our project schedule.

City of South Gate

CITY COUNCIL
AGENDA BJ[LL
Department Director:

For the Regular Meeting o:t: August 8, 2023
ent: Public Works
Ciffl Manager:
o ervantes Chris J rs
SUBJECT: PURCHASE OF A 2023 FORD F-150 TRUCK FROM NORMS REEVES

FORD FOR THE PUBLIC WORKS DEPARTMENT, STREET AND SEWER DIVISION PURPOSE: TorequestauthorizationtopurchaseaFordF-150truckfromNormsReevesFord for the Public Works Department, Street and Sewer Division.

RECOMMENDED ACTIONS: The City Council will consider:
a. Authorizing the purchase of a 2023 Ford F-150 truck from Norm Reeves Ford, in an amount not-to-exceed $41,710, for the Public Works Department, Street and Sewer Division;
b. Appropriating $41,710 in Capital Asset & Equipment Replacement Funds to purchase the Ford F-150 truck; and
c. Authorizing the City Manager to execute the documents necessary to purchase the one truck in a form acceptable to the City Attorney.

FISCAL IMPACT: There is no impact to the General Fund. The cost of the proposed F-150 truck is $41,710, and to be funded by the proposed appropriation of $41,710 in Capital Asset & Equipment Replacement Funds.

ANALYSIS: The Street and Sewer Division utilizes F-150 trucks for daily operations. Staff is recornrnending purchasing an F-150 Truck to replace Unit 243, which was damaged in a fire in 2020 that caused it to be a total loss. The proposed truck will be utilized to provide support to field crews working on sewer maintenance, concrete and asphalt repair, and bulky item pick-ups.

The proposed F-150 truck is currently in stock with Norms Reeves Ford. It could be delivered as soon as October 2023 after additional equipment is installed. The proposed truck will come outfitted with all necessary safety lighting (roof-mounted LED lightbar, and a front and rear amber LED strobe lights), and a bed-mounted toolbox.

The City's purchasing policy requires three bids to procure vehicles. Staff reached out to three dealerships for quotes, however, only one was submitted, mainly due to supply chain issues occurring with auto dealers. Staff recommends that the vehicles be purchased without further bidding under the exemptions provided by Section 1.54.510 of the South Gate Municipal Code, which provides exemptions from formal and informal bidding procedures. The municipal code 359
stipulates an exemption is allowed from bidding when competition for formal bids does not exist, further, when the director of finance determines, with the concurrence of the City Manager, that due to the nature of the supplies, equipment or services, formal bidding is not likely to result in the lowest price. The City Manager and Director of Administrative Services concur an exemption is warranted due to the supply chain issues occurring and the inability of auto dealers to provide quotes which do not produce a competitive price opportunity BACKGROUND: The Public Works Department operates a fleet of 90 vehicles which are utilized for the operations and maintenance of City infrastructure. Reliability of the fleet is key to ensuring infrastructure is properly maintained and managed.

The Public Works Department has prepared a Fleet Master Plan ("Plan"). The Plan aims to reduce the costs of operating and maintaining the City's fleet of vehicles and to provide safe, reliable, and productive vehicles. The Plan provides recommended life cycles for vehicle replacements. Replacing vehicles according to recornrnended life cycles allows for the lowest cost of ownership. New vehicles offer benefits such as reliability, reduced fuel consumption and emissions, and increased safety due to more airbags, safety sensors, and rear-view cameras.

Cil of South Gate

CITY COUNCIL

AGENJDA JBTLL
For the Regular Meeting of: August 8, 2023
ent: Public Works
Department Director:
o Cervantes Jeffers
SUBJECT: PURCHASE ORDER WITH CARRIER CORPORATION FOR A 130 TON

CHILLER FOR THF, SOUTH GATE PARK SPORTS CENTER HVAC PROJECT, CITY PROJECT N0. 712-PRK
PURPOSE: To approve a purchase order with Carrier Corporation to purchase a 130-ton air cooled chiller for the South Gate Park Sports Center HVAC Project.

RECOMMENDED ACTIONS: The City Council will consider:
a. Approving a Purchase Order with Carrier Corporation to purchase a 130-ton air cooled chiller necessary for the construction of the South Gate Park Sports Center HVAC Project, City Project No. 712-PRK, in an amount not to exceed $155,939; and b. Authorizing the City Manager or his designee to execute the documents necessary to purchase the chiller in forms acceptable to the City attorney.

FISCAL IMPACT: The proposed Purchase Order is in the amount of $155,939 and it will be funded with General Funds budgeted in the Fiscal Year 2023/24 Capital Improvement Program for the South Gate Park Sports Center HVAC Project.

ANALYSIS: The South Gate Park Sports Center HVAC Project (Project) is under design and scheduled to begin constuction in late 2023. The goal is to complete construction in May of 2024 prior to the 2024 surnmer season. The Project requires replacing the HVAC system which includes installing a 130-ton chiller. Chillers have an estimated lead time of 42 weeks. To stay on schedule, staff is recommending procuring the chiller in advance of awarding a construction contract to ensure it is readily available for installation during construction.

The Public Works Department has obtained a quote from Carrier Corporation for the proposed 130-ton chiller. The quote was established through a competitive bid process performed by Sourcewell. Sourcewell is a governrnent organization under the laws of the State of Minnesota that is designed to help other government entities obtain cooperative purchase agreements. A cooperative purchase agreement or contract is a purchasing agreement between two or more organizations that aggregates demand and thereby lowers costs from select suppliers. The purpose of these contracts is to assist government organizations in purchasing supplies faster, easier, and at a more affordable prices than a traditional request for proposal process by a local l
362
government body itself that may receive less competitive bids from suppliers.

The $155,939 quote includes a new Carrier 30RC - 130 ton air cooled chiller, applicable sales tax, factory start up, 5-year parts and labor warranty, 8 hours of training and 16 hours of controls integration assistance.

BACKGROUND: The existing HVAC System at the Sports Center needs improvements.

The existing chiller is undersized and near the end of its service life. Due to it being undersized, the chiller provides inadequate cooling when the outside air temperature exceeds 85 degrees Fahrenheit. In addition, there is a need to provide additional cooling capacity to maintain comfortable temperatures in the two weight rooms.

On July 10, 2023, the City Manager approved a design contract to EDA, Inc., to prepare a design for the renovation of the South Gate Park Sports Center HVAC system. The Agreement was proposed to be retroactively to May 23, 2023. EDA, Inc., conducted an evaluation on the building's HVAC system and identified several issues that warrant improvements including replacing and upsizing the air-cooled chiller.

The Project design is scheduled to be completed in September 2023, and construction completion is anticipated in the summer of 2024. Due to the long lead time to purchase the chiller, it is recommended to purchase it now to avoid delays during construction.

Quality Assurance of Ptoduds & Services
In early 1990, Camet's Service Maikeling Division developed a process lot Service Product Design and Implementatlon. Once a concept is established, it progresses through a feasibiliiy study. where customers are consulted via focus groups or quetJonnaires. If management approval is obtained. a multi-functlonal team seleded fom marketing and operations is fomed to undertake the project.

Consequently, field training must iake place for the proper delivery oT the service product. This can be a concuirent actlvity wiih the technical training that must accompany each product. Training sessions are held at the region or distnct offices, wiih all office personnel involved. This includes the derlcal people who adminisier the product, the engineers who may be called upon to install the produd, the managers who manage the produds inttodudion, and the iechnicians who are involved in pnodud installation and delivery.

In product introduction, the project manager meets with quality review teams and suppliers to assure that the final product meets the Initial goals for the product. Once the product is tield implemented, the Customer SerJce Repod (CSR) provdes the means to communicate product deficiencies. Service marketing compiles the data via slalisllcal analysis and the informabon is passed on to the appropnate suppliers.

What service was sold versus wha) service was peiformed is a key indicator in the service business. Method of documentaiion oT this indicator includes a computenzed scheduling system. and the Customer Service Report (CSR) lime tlckets.

The Customer Service Report (CSR), is a cnucal document for conformity. The CSR consists of several sedions.

The equipment information, model and senal numbers ate recorded to identify the machine. A task code is used to idenbTy the work done. AddiUonally, opetating log teadings are taken to venfy the proper operation of the machine within design condiiions. Calculations are done by the mechanic to confimx that operation is within the design specifications. Space on the lotm is dedicated to parts used. wnjten descnption oT work done and abnomialibes discovered by the servicing mechanic. Finally, ajier all service is performed. customer signatures are obtained to veffy that the work was done to the customers satisfaction.

The service performance key indicators are measured monthly by management. IT any discrepanaes are noted, the next level of management meets with the enUty, delemiines the TOOI cause of the existing peformance as a companson to plan and develop achon plans to rectify trte situation. These action plans detail specific areas of concem, outlining actions to be taken, timing, and responsibilities. Monthly follow-ups are conducted and actual results compared io planned resulls. Further correcUve acbons are iaken as requked.

F(I( product hardware, statistics and data compilsd by the CSR Repott feedback process delemiines produc) deficiencies. SPECIAL CITY COUNCIL MEETING MINUTES OF JUNE 26, 2023 Having no one else come forward, Mayor Avalos closed the audience portion.

Mr. Eckart explained to the audience and coruicil the importance of vendors getting a health permit.

Chris Jeffers, City Manager asked if Mr. Eckart can inform the audience of tl'ie types of permits needed to fulfill the reqriirements.

Mr. Eckart explained that tlie code requires the vendor to display a health permit and a retail permit. Two of whicli are already mandated by state law.

Mr. Jeffers elaborated on Mr. Eckart's comments and explained that currently, under the old code the two parks in the city whicli consist of Sorith Gate Park and Hollydale Park do not allow vending. However, under the new code, it will allow roaming vendors to take place on the sidewalk. If they are properly permitted, then tliey will be able to do so.

Mr. Eckart addressed comments regarding liealth department pei'mits.

Unfortunately, tlie city cannot make health pernnitting processing easier. Vendors worild have to go throrigh Los Angeles County's Health Department to inquire furtlier assistance on obtaining a permit.

Mr. Jeffers ensured the public tliat restrictions are based on the city's health, safety, and welfare.

Jose De La Paz, City Treasurer addressed cornrnents on concerns regarding applications fees. He explained that the sidewalk vendor fees are $lOO per cart, and the application fee is $176. Renewals are $211. He asked if it was possible for corincil or city staff to create a program to reduce the application fee. He also noted the insurance tliat must be included for vendors.

Yodit Glaze, City Clerk, had no comment.

V,ice Mayor Hurtado wanted to reassure residents that tliis was not an attack against street vendors. He asked Mr. Eckart aB.d Mr. Jeffers who determines the jurisdiction of a vendor and what,is to happen if another vendor cliooses to sell in the same area.

Mr. Eckart explained the peri'nit is valid for one year. If tlie individual applying for a permit is a stationary vendor, they would need to provide the location where they would be vending. Once approved, that would be tlieir location for a year, and no one is allowed to vend 25 ft from the station.
