CALL TO ORDER Maria del Pilar Avalos, Mayor called a Special City Council Meeting to order at 5:23 p.m.

Mayor Maria del Pilar Avalos, Vice Mayor Gil Hurtado, Council Member Maria Davila, and Council Member Al Rios; City Treasurer Jose De La Paz, City Manager Chris Jeffers, City Attorney Raul F. Salinas ABSENT/EXCUSED Council Member Joshua Barron
1 CERTIFICATES The City Council issued Certificates of Appreciations to the participants in the Lily Lau Kung Fu Academy for winning the medals of Long Weapon- Gold, Double Weapon-Bronz, and Sparring-Bronze at the International Tournament in San Francisco.

PERSONNEL RECRUITMENT
& SELECTION The City Council received and filed the list of new and promoted full-time employees hired or promoted during July 2023.
CLOSED SESSION The Council Members recessed into Closed Session at 6:01 p.m. and reconvened at 6:47 p.m. with four (4) Members of Council present. City Attorney Salinas reported the following:
1. CONFERENCE WITH LEGAL COUNSEL - PENDING
LITIGATION
Pursuant to Government Code Section 54956.9(a), 54954.9(b)(3)(C) a. Daniel Garcia v. City of South Gate, et al.
b. Layton Kling v. City of South Gate
Item 1(a) is a claim brought by an individual riding a motor scooter on a city sidewalk. The City Attorney gave a presentation and upon completion of that presentation, there was a motion made by Mayor Avalos and seconded by Council Member Davila authorizing the City Attorney to defend that action.
Item 1(b) is an action reported in the past in a public session. There was a recent settlement conference. The settlement conference did not result in a SPECIAL CITY COUNCIL MEETING MINUTES OF AUGUST 22, 2023 settlement of that matter. There was a report given about the details in closed session and upon completion of that report, there was no action taken by the City Council.
2. CONSIDER THE EVALUATION OF PERFORMANCE OF A
PUBLIC EMPLOYEE
Pursuant to Government Code Section 54957(b)(1)
a. City Manager
On item 2(a), the City Manager made a presentation and upon completion of that presentation there was no report given.
ADJOURNMENT Council Member Davia adjourned the meeting at 6:55 p.m. and seconded by Vice Mayor Hurtado.
