CALL TO ORDER Gil Hurtado, Vice Mayor called a Special City Council Meeting to order at 5:15 p.m.

PRESENT Vice Mayor Gil Hurtado, Council Member Joshua Barron, and Council Member Maria Davila; City Treasurer Jose De La Paz, City Manager Chris Jeffers
ABSENT/EXCUSED Mayor Maria del Pilar Avalos, and Council Member AI Rios LATE City Attorney Raul F. Salinas arrived at 5:17 p.m. l
PROCLAMATIONS The City Council issued a Proclamation recognizing November 11, 2023, as Veterans Day honoring those who have served our Nation in the Armed Forces.
2 PROCLAMATIONS The City Council issued a Proclamation declaring November 2023 as National Diabetes Month in the City of South Gate. 3 PRESENTATIONS/
AWARDS On behalf of the City Council, Mayor Avalos:
a. PresentedCertificatesofAppreciationtotheoutgoing2019Miss South Gate Court for serving on the court and for their dedication in representing the City; and
b. Introduced the incoming 2023 Miss South Gate Court and present them each with a City Centeru'iial pin.
4 PRESENTATIONS/
AWARDS The City Council contimied the issuing of Certificates of Appreciation to the South Gate Chamber of Commerce Board to the City Council meeting of November 14, 2023.
PERSONNEL RECRUITMENT
SELECTION The City Council received and filed the list of new and promotional full- time employees hired or promoted during September 2023.
SPECIAL CITY COUNCIL MEETING MINUTES OF OCTOBER 24, 2023 6 SCHOOLS/EDUCATION The City Council received a PowerPoint presentation by Southeast Community Foundation (SCF) on the tutoring program for Spring & Summer 2023.
CLOSED SESSION The Council Members recessed into Closed Session at 6:14 p.m. and reconvened at 6:35 p.m. with three (3) Members of Council present. City Attorney Salinas reported the following:
l . CONFERENCE WITH LEGAL COUNSEL - PENDING
LITIGATION
Pursuant to Government Code Section 54956.9(a), 54954.9(b)(3)(C) a. Estate of Victor Nava v. City of South Gate
b. Aurelia Enache v. City of South Gate
On item 1(a), City Council received a presentation and upon completion of that presentation, a motion was made by Council Member Davila and seconded by Vice Mayor Hurtado, and on a vote of 3-0, City Council moved to deny the claim.
Item l(b) is scheduled to go to trial in mid-November. The City Council received a report regarding that matter and upon completion of that report, there was no action taken.
2. CONSIDER THE EMPLOYMENT OF A PUBLIC EMPLOYEE
Pursuant to Government Code Section 54957(b)(1)
a. City Manager
There was a brief presentation on item 2(a) and there was no reportable action taken.
ADJOURNMENT Council Member Davila adjourned the meeting at 6:39 p.m. and seconded by Council Member Barron.
