TUESDAY, MAY 28, 2024
CALL TO ORDER Gil Hurtado, Mayor called a Special City Council Meeting to order at 5:33 p.m.
ROLL CALL Yodit Glaze, City Clerk
PRESENT Mayor Gil Hurtado, Vice Mayor Maria Davila, Council Member Joshua Barron, and Council Member Al Rios; City Treasurer Jose De La Paz, City Manager Rob Houston, City Attorney Raul F. Salinas, Student Volunteer Keon Sahabi
LATE Council Member Maria del Pilar Avalos arrived at 5:35 p.m.
CERTIFICATES The City Council presented Certificates of Appreciation to five (5) Girl Scouts for their accomplishments and volunteer work.
CERTIFICATES The City Council presented two (2) Certificates of Appreciation to Jose Delgado - Planning Commissioner and Jennifer Cypert - Parks & Recreation Commissioner.
INTRODUCTION The City Council considered introducing the winners of the Amazon Future Engineer Scholarships: Ash Sanchez 1st Place and Wendy Lopez 2nd Place, was unanimously continued to the City Council Meeting of June 11, 2024.
PROCLAMATIONS The City Council issued a Proclamation declaring June as LGBTQ+ Pride Month.
PROCLAMATIONS The City Counsil issued a Proclamation declaring June as National Post- Traumatic Stress Disorder Awareness Month.

& SELECTION The City Council unanimously received and filed the list of new and promoted full-time employees hired or promoted during April 2024.

APPOINTMENTS The City Council made the following appointments to City Commissions, Committees, and Boards; the appointments were ratified by a majority vote of the City Council.
Lizette Ruiz was appointed to the Planning Cornrnission by Vice Mayor Davila.
Alejanda Flores was appointed to the Parks & Recreation Commission and removed from the Citizens Advisory Cornrnittee by Council Member Avalos.
Council Member Avalos motioned to appoint Ms. Ruiz to the Planning Commission and Alejanda Flores to the Parks & Recreation Commission and seconded by Vice Mayor Avalos.
ROLL CALL: Council Member Avalos, yes; Council Member Barron, yes; Council Member Rios, yes; Vice Mayor Davila, yes; Mayor Hurtado, yes.
CLOSED SESSION The Council Members recessed into Closed Session at 6:16 p.m. and reconvened at 6:42 p.m. with all Members of Council present. City Attorney Salinas reported the following:
1. CONFERENCE WITH LEGAL COtJNSEL - PENDING
LITIGATION
Pursuant to Government Code Section 54956.9(a),
54954.9(b)(3)(C)
a. Paula Elias v. City of South Gate
b. Guillermo Martinez v. City of South Gate, et al. c. Nallely Rincon v. City of South Gate
On item 1(a), the City Council received a report regarding a potential resolution of that matter. On a motion made by Vice Mayor Davila and seconded by Council Member Barron and on a vote of 5-0, the City Council authorized the execution of settlement of that matter.
Item 1(c) was also the subject of a discussion by the City Attorney and a recommended settlement of that matter. There was a motion made by Mayor Hurtado and seconded by Council Member Avalos and on a vote of 5-0, the City Council authorized the entry of a settlement in that matter.
Both are subject to the agreements being finalized and will be disclosed in accordance with the Brown Act.
SPECIAL CITY COUNCIL MEETING MINUTES OF MAY 28, 2024 Item 1(b) is a new suit brought against the city involving injury on one of the city's sidewalks. On a motion made by Mayor Hurtado and seconded by Council Member Avalos and on a vote of 5-0, the City Council authorized the City Attorney's Office to defend that matter.
ADJOURNMENT Vice Mayor Davila unanimously adjourned the meeting at 6:44 p.m. and seconded by Council Member Barron.
