Mr. C's Towing, Inc. was the sole company that submitted a proposal by the deadline. The City formed an ad hoc committee consisting of Sgt. Thoreson, Sgt Cancio, and Lt. Chavez of the South Gate Police Department's Traffic Bureau to oversee the proposal review, bidder interviews, and site inspections.
Evaluation Process:
The evaluation process followed a multi-step approach to ensure a thorough review of the submitted proposal:
1. Review of Written Proposal:
o On August 23, 2024, the ad hoc committee opened and reviewed the proposal submitted by Mr. C's Towing. The written proposal was assessed to ensure that it met the baseline requirements outlined in the RFP. Mr. C's Towing complied with all minimum standards, including qualifications, services offered, response time expectations, and storage capabilities.
2. Interview and Site Inspection:
o On August 24, 2024, the committee conducted an onsite interview with the management of Mr. C's Towing and inspected their primary storage facilities. The interview allowed the committee to assess the company's approach to service delivery, responsiveness to city needs, and capacity to manage peak demand. The inspection ensured their storage facilities met safety, security, and operational standards.
3. Qualitative Analysis: The committee's unanimous recommendation to select Mr. C's Towing was based on the following qualitative factors:
o ExtensiveExperience:Mr.C'sTowingdemonstratedyearsofexperienceprovidingsimilar services to other municipalities in the area, which assured the committee of their ability to handle the City's requirements effectively.
o High-Quality Proposal Response: The proposal was clear, comprehensive, and addressed all aspects of the RFP, showcasing their operational readiness and attention to detail. o Community Engagement: Mr. C's Towing has a strong presence in the community, actively engaging in local events and maintaining good relationships with city officials, the police department, and residents.
o Inspection Compliance: The company passed a 14-point inspection covering operational safety, facility security, and vehicle storage conditions. This demonstrates their adherence to high standards in both service and safety.

o Future Expansion: Mr. C's Towing has plans to open a new facility in 2025, indicating a commitment to expanding capacity and improving services in alignment with the City"s growing needs.
o Proven Track Record: As the current towing services provider for the City of South Gate, Mr. C's has a proven reliability and consistency track record. Their history with the City was a critical factor in the recommendation.
Recommendation:
The South Gate Police Department's Traffic Bureau recommends that the City Council take the following actions:
1. ApprovetheVehicleTowingandSecuredStorageServicesAgreementbetweentheCityofSouth Gate and Mr. C's Towing, Inc. for a five-year term. This agreement includes the option for two (2) one-year extensions, allowing the City flexibility to continue the relationship if services remain satisfactory.
2. Authorize the City Manager to execute the agreement on behalf of the City. This will allow the City to formalize the arrangement and ensure continuous towing and storage services without interruptions.
Fiscal Impact:
There is no direct fiscal impact associated with the approval of this agreement. The City of South Gate will continue to work with Mr. C's Towing, Inc. under the current model, where towing services generate revenue through fees assessed directly to the vehicle owners. This structure minimizes financial risk to the City and ensures that costs are appropriately borne by the service users.
Conclusion:
Based on the thorough evaluation process, which included the review of a written proposal, an onsite interview, and a facility inspection, the South Gate Police Department Traffic Bureau concludes that Mr.
C's Towing is the most qualified and capable provider for the City's towing and secured storage needs.
Their experience, compliance with the RFP standards, strong community ties, and future growth plans make them the ideal choice to continue serving the City of South Gate. Therefore, we recommend the City Council approve the agreement for towing and secured storage services with Mr. C's Towing, Inc.

ANALYSIS: Construction of the Project is complete, and staff is preparing to release the final retention payment to UFSC. The Public Contract Code establishes requirements that the City must abide to prior to releasing the final retention payment for the Project. The Notice of Completion provides written notice to concerned parties that all work on the project has been completed. The Notice of Completion initiates the 35-day period within which concerned parties may exercise their lien rights for the work they performed on the Project. The City may use a part or all of the 5% retention payment to settle any liens exercised against the City. If no liens or claims have been filed within 35 days of the filing of the Notice of Completion, the City will release the retention payment and any remaining amount due to the Contractor.
BACKGROUND: The Project is part of the Fiscal Year 2023/24 Capital Improvement Program. The Project included seismic upgrade, cathodic protection replacement, interior and exterior coating, stair installation on south tank, and perimeter fencing replacement. The project will increase security of the facility, increase reliability and life of the two tanks.
On April 25, 2023, the City Council approved Contract No. 2023-54-CC with UFSC for the construction of the Hawkins North and South Tanks for the amount of $3,432,764.
Construction of the project is complete. Work was completed in accordance with the project's plans and specifications, with quality materials and workmanship. The City Council may now accept the Project as complete. The Notice of Completion can now be filed with the Los Angeles County Registrar Recorder's Office.
Three change orders were needed to complete construction. Construction Change Order ("CCO") No. 1 and CCO No. 2 were administratively approved on July 25, 2023, and September 26, 2023, respectively. CCO No. I added the construction of "silt rings" on both tanks which serve to prevent sand and silt from migrating back into the pipe. CCO No. 2 added the, (a) construction of cathodic protection on both tanks, (b) modification of the flushing clean- out and (c) costs to address an unforeseen condition (an underground void found during construction was filled with concrete slurg). CCO No. 3 was approved by City Council on June 25, 2024, to fund services to dehumidify the reservoirs and to address an unforeseen condition (repair of corroded rafters and the cathodic protection hand hold).
The majority of the cost of the change order work was based on competitive pricing since most of the work was included in the Alternative Bid Items. During construction, it was determined that this work was needed. The revised contract amount is $3,631,230.

The surety is like an insurance company that provides insurance when a contractor fails to deliver the services required under the contract. The City Council considered a resolution of the claim in which the city will receive approximately $460,000 and that amount will get impacted also by a reduction of about $200,000 to account for a negotiated sum. The city will be receiving additional monies from the surety to complete the project and get it back on track.
