CALL TO ORDER Maria Davila, Mayor called a Special City Council Meeting to order at 5:31 p.m.

PRESENT Mayor Maria Davila, Vice Mayor Joshua Barron, Council Member Gil Hurtado and Council Member Al Rios; City Treasurer Jose De La Paz, City Manager Rob Houston, City Attorney Raul F. Salinas EXCUSED/ABSENT Council Member Maria del Pilar Avalos CLOSED SESSION The Council Members recessed into Closed Session at 5:34 p.m. and reconvened at 8:31 p.m. with four (4) Members of Council present. City Manager Houston reported the following:
1. CONFERENCE WITH LEGAL COtTNSEL - ANTICIPATED
LITIGATION
Pursuant to Government Code Section 54956.9(c)
One (1) - Potential Case
On item 1, the City Council received a brief presentation from the City Attorney who called in concerning the city seeking to intervene in a federal district court suit entitled Vasquez Perdomo, etc. v. Noem, etc. et al, Case No. 2:25-cv-05605. That motion is to seek intervene on behalf of the city and retain the Pro bono services of Munger, Tolles & 01sen by motion of Council Member Hurtado and seconded by Mayor Davila on a vote of 4-0, Council Member Avalos had an excuse absence. As part of the motion, Mayor Davila was authorized to sign the retainer agreement with Munger, Tolles & 01sen.
2. CONFERENCE WITH LABOR NEGOTIATOR
Pursuant to Governrnent Code Section 54957.6

SPECIAL CITY COUNCIL MEETING MINUTES OF JULY 16, 2025 ADJOURNMENT Vice Mayor Barron adjourned the meeting at 8:32 p.m. in memory of Maria Estela Ruiz De Silva (Mayor Davila's mother), who passed away two years ago and seconded by Council Member Hurtado.
