TUESDAY, JULY 22, 2025
CALLTO ORDER Maria Davila, Mayor called a Special City Council Meeting to order at 5:30 p.m.
ROLL CALL Yodit Glaze, City Clerk
PRESENT Mayor Maria Davila, Vice Mayor Joshua Barron, Council Member Gil Hurtado and Council Member Al Rios; City Treasurer Jose De La Paz, City Manager Rob Houston, City Attorney Rail F. Salinas Council Member Maria del Pilar Avalos requested she be allowed to participate in the City Council Meeting remotely due to medical condition and consistent with AB 2449. The request was approved by motion of Mayor Davila and seconded by Council Member Rios.
ROLL CALL: Council Member Avalos abstained; Council Member Hurtado, yes; Council Member Rios, yes; Vice Mayor Barron, yes; Mayor Davila, yes.
PERSONNEL RECRUITMENT
& SELECTION The City Council considered receiving and filing the list of new and promoted full-time employees hired or promoted during June 2025.
CLOSED SESSION The Council Members recessed into Closed Session at 5:45 p.m. and reconvened at 6:35 p.m. with all Members of Council present. City Attorney Salinas reported the following:
1. CONFERENCE WITH LABOR NEGOTIATOR
Pursuant to Goverent Code Section 54957.6
Agency Representatron: Rob Houston, City Manager
Unrepresented Employees: Top Management/Department Directors Hourly Employees
Employee Organizations: SGMEA, SGPMMA, SGDMA, SGPOA, SGPMA
On item 1, the City Council received a presentation from the City Manager discussing ongoing labor negotiations. At the conclusion of that presentation, there was no reportable action taken.
SPECIAL CITY COUNCIL MEETING MINUTES OF JULY 22, 2025 ADJOTJRNMENT Council Member Hurtado unanimously adjourned the meeting at 6:36 p.m. and seconded by Vice Mayor Barron.
