SUBJECT: RESOLUTION IN SUPPORT OF THE LOWER LA RIVER PARA TODOS

CAMPAIGN
PURPOSE: To adopt a Resolution in support of the Lower LA River Para Todos Campaign.

RECOMMENDED ACTION: Tlie City Council will consider adopting a Resolution supporting the Lower LA River Para Todos Campaign.

FISCAL IMPACT: None.

ANALYSIS: The Lower LA River Para Todos Campaign, led by the San Gabriel and Lower LA Rivers and Mountains Conservancy (RMC), is a regional effort to implement the 2018 Plan while centering cominunity needs and preventing displacement. The campaign promotes equitable development by ensuring that investments in parks, open spaces, green infrastructure and river revitalization projects directly benefit residents and small businesses.

The Revitalization Plan identifies 155 multi-benefit project opportunity areas, including those that could be located within or adjacent to South Gate. These projects address critical issues such as improving water quality, expanding green space, enhancing public access, reducing heat island effects, restoring habitat, and creating safe, connected pathways for pedestrians and cyclists. The LLAR PT Report emphasizes that liousing stability and workforce pathways are essential to the success of revitalization. Without these safeguards, public investments risk accelerating gentrification and displacement. The campaign incorporates anti-displacement measures, local hiring practices, and workforce training initiatives to ensure that residents share the economic and health benefits of the revitalized river corridor.

In addition, the RMC Consolidated Grant Program provides competitive funding for projects that align with these goals, including land acquisition, park creation, habitat restoration, and climate resilience improvements. Suppoiting the Lower LA River Para Todos campaign positions the City of South Gate to leverage future grant opportui'iities for capital projects and community programs which support environmental justice and sustainability. 1 6
BACKGROUND: Tlie City of Soritli Gate has long supported and been invoiced with tl'ie equitable investment along the Lower Los Angeles River and actively participated in tlie AB 530 Working Group, shaping the 2018 Lower Los Angeles River Revitalization Plan. Developed in collaboration with state agencies, local jurisdictions, and comtnunity stakeliolders, this plan responds to decades of envirom'nental injustice, lack of public investment, and the need to equitable access to open space, recreation, and economic opportunity The Lower LA River conidor includes culturally rich, liistorically underserved communities including Bell, Bell Gardens, Cudahy, Huntington Park, South Gate, and others facing persistent socioeconomic challenges. According to the Lower LA River Para Todos Repoit on Supporting Stronger, Greener Coini'nunities, the region expeiiences higher-than-average rates of poverty, overcrowding, and rent burden. Many residents are frontline workers with limited access to l'iigher-paying jobs, making workforce development and local liiiing key priorities.

CITY COUNCIL

AGENDA BILL
DepartmentHead:

Tina De La Rosa Rob Houston
SUBJECT: PROFESSIONAL SERVICES AGREEMENT FOR DEVELOPMENT OF A

STREET SOCCER USA FACILTY AT HOLLYDALE REGIONAL PARK PURPOSE: The purpose of this item is to obtain City Council approval of a nonexclusive license agreement to Street Soccer USA to use a portion of the park for soccer prograrnmatic activities, including the installation of a new artificial turf soccer field to be temporarily installed on city owned property for public recreational use, provided the Contractor maintains ownership, maintenance, and control of the Soccer Field Site during the term of this agreement.

RECOMMENDED ACTIONS: The City Council will consider:
a. Approve the proposed License Agreement with Street Soccer USA; and b. Authorize the City Manager to finalize the terms of the License Agreement; and c. Waive the building permit fees associated with the installation of the facility.

FISCAL IMPACT: The proposed lease agreement would result in the development of a privately funded soccer facility valued at approximately $500,000, to be constructed and operated for public recreational purposes on approximately 10,000 square feet of Hollydale Regional Park. The initial lease term is five (5) years, with an option to extend upon mutual agreement of both parties.

The lease also provides the City, and/or designated community organizations, with defined hours of use of the facility for public prograrnrning purposes. There is no anticipated negative fiscal impact to the City. Street Soccer USA has agreed to aSSiSt with weekday park closures, including securing restroom facilities and park gates, thereby eliminating the need for additional City staffing. Street Soccer USA will provide staff to conduct afternoon and evening restroom maintenance and the restocking of supplies during its permitted use, reducing operational demands on City personnel. Additionally, Street Soccer USA will provide staff and/or security persoru'iel to monitor participants and visitor safety within the park and adjacent parking areas during prograrnrned activities. They will assist in maintaining appropriate noise levels and 10 mitigating potential impacts on surrounding residential neighborhoods. As part of the project, Street Soccer USA has requested a waiver of building permit fees associated with the installation of the facility, in the atnount of $5,146.27. City staff are supportive of this request, recognizing that the project is fully privately funded and provides substantial community benefits, including expanded recreational opportunities for youth and formalized partnerships with local organizations such as AYSO.

REPORT SUMMARY: Street Soccer USA (SSUSA), a national nonprofit organization, in partnership with VISA and in connection with the 2026 FIFA World Cup, is implementing a nationwide initiative to construct twenty-six (26) community soccer facilities by 2026. The program focuses on expanding access to safe, high-quality soccer facilities in underserved communities by providing free and accessible recreational and youth programming SSUSA has secured 'funding for the design, construction, and installation of these facilities and is currently seeking partner locations. In South Gate, SSUSA is already working with local schools to provide soccer programming and has expressed a desire to expand and formalize its presence through a permanent facility that would support school-based programs, community groups, and youth development activities.

The proposed partnership would also address a documented community need for lighted soccer facilities, particularly during the fall and winter seasons. Local AYSO programs currently face limited access to fields with lighting during weekday evening hours. SSUSA has agreed to coordinate with AYSO to provide access to field space during standard practice hours, helping to alleviate scheduling constraints and expand recreational opportunities for local youth.

Under the proposed licensed agreement, SSUSA would design, construct, and install the soccer facility from start to finish at no cost to the City. The facility would include FIFA-grade artificial turf, four-foot perimeter walls, sixteen-foot netting, a lighting system, and removable walls to allow for both small-sided and full-field play configurations. The project would be located within a gated area of Hollydale Regional Park currently utilized by the Parks Maintenance Division for equipment and supply storage. SSUSA would occupy the southern portion of the yard, while the northern portion would remain available for continued maintenance operations.

On December 11, 2025, the Parks and Recreation Commission received a presentation on the proposed Street Soccer USA project and recommended that the item be brought forward for City Council consideration. On January 13, 2026, City Council received a presentation on the proposal and directed staff to return with a formal agreement between the City and Street Soccer USA, as well as a separate agreement between Street Soccer USA and AYSO, to clearly define shared use, roles, and responsibilities.

The proposed facility would consist of two (2) 5-versus-5 soccer fields, with the option to convert to one larger field as needed. In addition, the project includes a classroom unit to support after-school engagement, homework assistance, and educational programming tied to SSUSA's youth development mission.
11 Key Terms
@ The Street Soccer USA facility would be staffed during operating hours, initially from approximately 12:00 p.m. to 8:30 p.m., subject to seasonal adjustments and programming needs. o Initial closing time would be 8:30 p.m.
a Prime playing time is defined as:
o MondaythroughFriday,3:OOp.m.to8:30p.m.
o Saturday and Sunday, 9:00 a.m. to 2:00 p.m.
* The proposed lease term is five (5) years, with the option to extend upon mutual agreement of both parties.
* In the event of early termination, the City requires restoration of the site to its original condition or accept the improvements "as-is," at the City's discretion.

Under the proposed operating framework, SSUSA programming would generally occur between 12:00 p.m. and 6:00 p.m., with evening hours from approximately 6:30 p.m. to 8:30 p.m. allocated for AYSO practices, subject to scheduling coordination and permitting requirements.
