Compliance
The South Gate General Plan complies with LCI's General Plan Guidelines. The following is a summary of actions related to the General Plan and updated Municipal Code sections over the past year:
Moratoriums
The City currently has no moratoriums related to the General Plan.
Updates
No other elements or plans were amended during this reporting period. The last comprehensive update to the General Plan occurred in 2009.
On January 23, 2024, the City adopted the Final "Draft" 2021-2029 Housing Element Update to incorporate comments received from the State Department of Housing and Community Development (HCD). The Final "Draft" Housing Element was found by HCD to be in compliance with State housing law.
Zoninq Code Amendment
In December 2024, the Planning Commission recommended to the City Council approval of an ordinance amendment to Chapter 11.21 (Land Use Types) of Title 11 (Zoning) of the South Gate Municipal Code (SGMC), relating to restaurants with ancillary alcohol sales within the Open Space (OS) zoning district. However, the recommendation was not accepted by City Council and the amendment failed on February 25, 2025.
On October 14, 2025, the City adopted Ordinance No. 2025-01-CC updating its Accessory Dwelling Unit (ADU) Ordinance found in Title 11, Chapter 11.43 of the South Gate Municipal Code (SGMC), to align with State law and amend certain requirements.
Specific Plans:
The City has adopted three specific plans: Recycle City Specific Plan; Hollydale Village Specific Plan; and Tweedy Boulevard Specific Plan. Additional provisions were adopted for the southwestern corner of Atlantic Avenue and Tweedy Boulevard, which is part of the Tweedy Boulevard Specific Plan. Projects within these specific plan areas are reviewed based on specific standards and policies. No changes were made to the specific plans during this review period.
In 2025, the City began the process of revisiting a plan for its Gateway District. The City began preparing the draft Gateway District Specific Plan (GDSP) in 2015; however, work on the plan was paused in 2019 and it was not ultimately adopted. Since that time, the City has adopted an inclusionary housing ordinance and updated its Housing Element.
On March 4, 2025, the Gateway Cities Council of Governments (GCCOG) entered into a memorandum of understanding (MOU) with the Southern California Association of Governments (SCAG) for a Regional Early Action Planning (REAP) Subregional Partnership (SRP) 2.O Program Grant. GCCOG was awarded funding for the Program to 401

accelerate infill development that facilitates housing supply, choice, and affordability, among other things. On September 23, 2025, the City Council approved an MOU with GCCOG for technical assistance provided under the REAP SRP 2.O Program Grant. In turn, GCCOG entered into an agreement with AECOM to provide consulting services to the City to support the development of housing, with a specific focus on the development of affordable infill housing - both rental and owner-occupied. The purpose is to provide technical resources to the City that would more easily, quickly, and efficiently implement the goals, policies and programs included in the City's Housing Element. Efforts to restart a plan for the Gateway District began in late 2025 with kick-off meetings, existing conditions reviews, site reconnaissance, community engagement plans, and biweekly management meetings. Efforts to bring the plan to the public will continue into 2026.
Housing Element APR
Separate from this report, the Housing Element APR will be filed with HCD prior to the April 1"' deadline. The Housing Element APR tracks the City's progress in developing residential units in the various income categories pursuant to the City's Regional Housing Needs Allocation (RHNA). The Housing Element APR also documents the City's progress implementing the Goals, Policies, and Programs of the current Housing Element RHNA Progress
The City's RHNA is summarized in Tab(e #1 below by income (evel. Income levels are set by HCD. Each year HCD publishes annual tables of official federal and State income limits. HCD's limits are based on surveys of local area median income (AMI). The most current survey is based on information release on April 23, 2025, which set the AMI in Los Angeles County at $74,600 for a single-person household. It is adjusted by the number of persons per household.
Beginning in 2022, California established acutely low-income household levels. After calculating AMI levels, HCD sets the maximum acutely low-income limit to equal 15 percent of the county's AMI, adjusted for family size. The income categories for a single-person household are as follows:
Acutely Low 1 5% or below of AMI Below $11,200
Extremely low income 15% to 30% of AMI Below $3al,850 Very low-income 30% iO 50% Of AMI Below $53,000
Low income 50% iO 80% Of AMI Below $84,850
Moderate income 80 % to I 20o/o of AMI Below $89,550 In Los Angeles County, as well as several other counties in the state, the very low-income limit does not equal 50% of AMI (and the low-income limit does not equal 80% of AMI). There are many exceptions to the arithmetic calculation of income limits. These include adjustments for high housing cost relative to income, the application of state nonmetropolitan income limits in low-income areas, and national maximums in high-income areas. In Los Angeles County, as well as several others, the magnitude of these adjustments results in the low-income limit exceeding AMI.
The number of total units assigned to South Gate for the 2021-2029 housing period is 8,282 housing units. It should be noted that the City is not required to construct these units but rather plan for them through Zoning Code development standards and the Housing Programs adopted as part of the Housing Element.

In 2025, South Gate received a total of 239 housing applications for a total of 259 units for all applications received. South Gate also issued building permits to 158 units, of whichl54 were ADUs, and completed 56 newly constructed units, of which 51 were ADUs. Many of these units were submitted in previous years and completed in 2025. The majority of the building permits issued (97%) and completed units (91%) were overwhelmingly comprised of Accessory Dwelling Units (ADU). Income categories for units were selected based on the Gateway Cities Council of Governments (GCCOG) ADU Calculator
(https://qatewaycoq.aduaccelerator.orq/calculator). The ADU Calculator was established by GCCOG using participating cities, of which South Gate was not a part or did not wish to participate at the time. The ADU Calculator provides estimates for affordability based on unit type, number of bedrooms and bathrooms, and size. Since the City of South Gate is not a participating city in the ADU Calculator, estimates for the neighboring city or Downey were used.
Rents in Downey are comparable based on proximity and unit sizes, and Downey has a large Hispanic population similar to South Gate. The estimates were compared to the County's AMI for determining affordable income eligibility. The number of permits issued by the City according to income level is summarized below in Table 2.

ANNUAL ELEMENT PROGRESS REPORT
Local governments are required to inform HCD about any local tenant preference ordinance the local government maintains when the jurisdiction submits their annual progress report on housing approvals and production, per Govemment Code 7061 (SB 649, 2022, Cortese).
