CALL TO ORDER Joshua Barron, Mayor called a Special City Council Meeting to order at 5:30 p.m.

PRESENT Mayor Joshua Barron, Vice Mayor Al Rios, Council Member Maria del Pilar Avalos, Council Member Gil Hurtado, and Council Member Maria Davila; City Treasurer Jose De La Paz, City Manager Rob Houston
LATE City Attorney Raúl F. Salinas
1 CERTIFICATES The City Council issued Certificates of Appreciation to the Baker to Vegas event participants.
2 CERTIFICATES The City Council recognized Southeast High School as a California Distinguished School.
3 PERSONNEL RECRUITMENT
& SELECTION The City Council unanimously received and filed the list of new and promoted full-time employees hired or promoted during March 2026.
4 HEALTH, SAFETY &
WELFARE SERVICES The City Council unanimously received and filed a presentation on the Social Model Recovery Systems on Community Factors and Best Practices in Retail Tobacco Control.
RECESS At this time, 6:33 p.m. Mayor Barron stated that the special meeting be recessed in order that the Council might hold its 6:30 p.m. Regular City Council meeting. The special meeting reconvened at 11:01 p.m. with all members of Council present.
City Attorney Salinas requested these two matters be recessed to the next Special City Council Meeting.

ADJOURNMENT Council Member Davila unanimously adjourned the meeting at 11 :02 p.m. and seconded by Council Member Hurtado.
