The modifications set forth in this ordinance which pertain to California Building Code, the California Residential Code, the California Existing Code, the California Plumbing Code, and the California Electrical Code, are reasonably required due to local climatic, geographical and topographical conditions, and due to the need, in certain instances, to recover the actual costs and expenses incurred by the City in processing various applications for permits which are required by such technical codes. Modifications to those technical codes are reasonably required, in part, because of the local climate, which is characterized by hot, dry surnrners, followed by strong Santa Ana winds and heavy winter rains which make buildings and structures vulnerable to rapidly spreading wind-driven fires. Furthermore, the City is located near to historic and active earthquake faults which require special safety measures and precautions.
SECTION 15. The adoption of this Ordinance shall fulfill the City of South Gate's obligation under Section 17958 of the Health and Safety Code to adopt and apply the provisions of the California Building Standards Code to all occupancies within the City.

SUBJECT: RESOLUTION A ORIZING THE CITY MANAGER TO PROVIDE
WRITTEN NOTICE OF INTENT TO WITHDRAW MEMBERSHIP FROM THE
INDEPENDENT CITIES RISK MANAGEMENT AUTHORITY (ICRMA) PURPOSE: To authorize the City Manager to provide written Notice of Intent to Withdraw membership from the Independent Cities Risk Management Authority (ICRMA) RECOMMENDED ACTIONS: The City Council will consider adopting a Resolution which provides the Independent Cities Risk Management Authority (ICRMA) notification of intent to withdraw from the insurance pool, herein referred to as the Joint Powers Authority (JPA), in accordance with the ICRMA Bylaws, Article V.
FISCAL IMPACT: None
ANALYSIS: The City of South Gate belongs to a Joint Powers Authority (JPA) with 12 other local cities for general liability and other related insurance coverage. The City is cornrnitted to reducing costs and identifying a provider who offers competitive pricing, sufficient coverage, excellent customer service delivery, and other supplemental benefits. These benefits include but are not limited to safety training, customized reporting and data tracking, employee development training, and risk management training/consulting.
With the rising costs of liability insurance coverage, the City staff would like to explore potentially viable and cost-effective alternatives and, after the City has finalized its search, conducted its research, and reasonably compared these alternatives to ICRMA, it would like to preserve the City's flexibility to remain with ICRMA or choose another provider effective for the 2027/2028 Fiscal Year. The reason why this item must be considered by City Council now is the ICRMA bylaws state that if an agency wishes to withdraw from membership, it must do so at least one full fiscal year before the City may officially withdraw. That is, if the City were to wish to move to a different provider beginning July 1, 2027, it must provide a Notice of Withdraw Resolution no fater than June 30, 2026, or prior to the start of the 2026/27 Fiscal Year. By submitting this Notice of Withdraw to ICRMA, it will provide the City with that flexibility to make the best decision moving forward. In the event the City desires to remain with ICRMA, it must provide a Revocation of its intent to withdraw by December 1, 2026. 183
BACKGROUND: The City of South Gate has been a member of the Independent Cities Risk Management Authority (ICRMA) since 1986, and it participates in the Liability, Property, Auto Physical Damage, Crime and Cyber Programs with 12 other member cities from the greater Los Angeles and Orange County areas. City staff believe that the City should periodically evaluate the market to ensure that the rates we pay through the JPA are the most cost effective and provide comprehensive insurance coverage.

SUBJECT: AMENDMENT N0. 1 TO CONTRACT N0. 2023-65-CC WITH PIPE TEC, INC. FOR CLOSED-CIRCUIT TELEVISION (CCTV) INSPECTION SERVICES OF
THE CITY'S SANITARY SEWER SYSTEM
PURPOSE: To request City Council approval to exercise a one-year extension option to Contract No. 2023-65-CC with Pipe Tec, Inc. for continued CCTV inspection and maintenance services of the City's sanitary sewer system.
RECOMMENDED ACTION: The City Council will consider:
a. Approving Amendment No. 1 to Contract No. 2023-65-CC with Pipe Tec, Inc. to exercise a one-year extension for CCTV inspection services of the City's sanitary sewer system, for an amount not to exceed $147,000; and b. Authorizing the Mayor to execute Amendment No. 1 to Contract No. 2023-65-CC in a form acceptable to the City Attorney.
FISCAL IMPACT: There is no impact to the General Fund. Amendment No. 1 to Contract No. 2023-65-CC is in the amount of $147,000 and will be funded with Sewer Funds budgeted in the FY 2026/27 0perating Budget.
ANALYSIS: On May 23, 2023, the City Council approved Contract No. 2023-65-CC with Pipe Tec, Inc. to perform closed-circuit television (CCTV) inspection services of the City's sanitary sewer system. The agreement has a three-year term and is scheduled to expire on May 22, 2026.
The original Request for Proposals included the option for up to two (2) one-year extensions, at the City's discretion. Staff recommended exercising the first one-year extension to ensure continuity of services while maintaining compliance with the State Water Resources Control Board requirements and the City's Sanitary Sewer Management Plan (SSMP).
Pipe Tec, Inc. has satisfactorily performed the required services, including routine CCTV inspections, emergency response services, and maintenance activities such as cleaning, debris removal, and system troubleshooting. Their performance has been timely, responsive, and in accordance with City standards.
1 187
Extending the agreement will allow the City to continue progressing toward its required inspection cycle of the sanitary sewer system without interniption. Additionally, the extension provides operational efficiency and cost stability while staff evaluates fuhire procurement options.
BACKGROUND: The City's sanitary sewer system is a critical public infrastructure system consisting of approximately 119 miles of sewer mains, over 2,400 manholes, and thousands of service laterals that serve residential, commercial, and industrial areas throughout the City.
Proper maintenance and monitoring of this system are essential to ensure reliable wastewater conveyance, protect public health, and prevent sanitary sewer overflows (SSOs).
The State Water Resources Control Board requires municipalities to implement and maintain a Sanitary Sewer Management Plan (SSMP), which establishes regulatory standards for the operation, maintenance, and inspection of sewer systems. A key component of the SSMP is the routine inspection of sewer pipelines using closed-circuit television (CCTV) technology to identify structural deficiencies, blockages, root intrusion, grease buildup, and other conditions that may lead to system failures if not addressed proactively.
To meet these requirements, the City conducts CCTV inspections on a systematic, rotating basis to assess the condition of its sewer infrastructure and prioritize maintenance and rehabilitation efforts. These inspections provide critical data that supports capital improvement planning, emergency response, and ongoing maintenance operations.
Due to the specialized nature of CCTV inspection services, including the need for advanced equipment and trained personnel, the City contracts with qualified firms to perform this work.
The agreement with Pipe Tec, Inc. supports the City's compliance with SSMP requirements by providing reliable inspection services, maintenance support, and emergency response capabilities necessary to maintain the integrity and performance of the sewer system.

CITY COUNCIL
AGENDA IBH,LL
Department Director:
For the Regular Meeting of: May 12, 2026
Department: Public Works
Citv Matiager:
oCerv s RobHouston
SUBJECT: AMERICANS WITH DISABILITIES ACT (ADA) GRIEVANCE AND
PROCEDURES POLICY ADOPTION
PURPOSE: To adopt an ADA Grievance Policy and Procedure as required by the City's ADA Self-Evaluation and Transition Plan. The proposed policy complies with the adopted plans and meets the requirements of Title II of the ADA Act.
RECOMMENDED ACTIONS: The City Council will consider adopting the proposed ADA Grievance Policy and Procedure as necessary to comply with the City's ADA Self-Evaluation and Transition Plan as well as Federal requirements.
FISCAL IMPACT: There is no fiscal impact.
ANALYSIS: The City previously adopted an ADA Self-Evaluation and Transition Plan, which requires the formal adoption of an ADA Grievance Policy and Procedure. Title II of the ADA also requires public agencies with 50 or more employees to designate an ADA Coordinator and adopt a grievance procedure to ensure prompt and equitable resolution of complaints. Adoption of the proposed policy satisfies these requirements and brings the City into compliance with federal regulations and its adopted Transition Plan.
BACKGROUND: The Americans with Disabilities Act (ADA) was enacted on July 26, 1990, to ensure equal access to civic life for individuals with disabilities. Title II ofthe ADA requires public entities to evaluate accessibility and, where necessary, develop a Transition Plan.
On May 26, 2020, the City Council adopted an ADA Transition Plan to comply with these requirements. While the plan included a sample grievance procedure, it directed that a formal policy be adopted at a later date.
The proposed ADA Grievance Policy establishes a formal process for addressing complaints.
