Agenda Item Executive Summary
Joe Irvin, City Manager
__________________________________
Meeting Date: June 18, 2024
Agenda Item #:17
Agenda Item: Agreement with Ensight Technologies, LLC for Bellamy Parking Garage Equipment Procurement
Executive Summary: On April 5, 2022, the South Tahoe Joint Powers Parking Financing Authority (STJPPFA) entered into an agreement with Walker Consultants to evaluate the City Parking Garage and provide recommendations to upgrade the parking structure, circulation, Parking Revenue, and Access Control System (PARCS), 7 dual port Electric Vehicle (EV) charging stations and Advance Parking Guidance System (APGS). Subsequently, the project was divided into two phases to allow early payout of the Garage Bonds. Phase 1 will include structural and circulation upgrades, which have been completed. Phase 2 of the project consists of the Parking Access and Revenue Control System (PARCS), Advanced Parking Guidance System (APGS), and installation of the EV charging stations. The City issued a Request for Bids for the PARCS and APGS equipment on April 19, 2024. The City received five (5) responses, and Ensight Technologies, LLC was the highest-ranked proposer based on the selection criteria. The STJPPFA will procure the EV stations separately and will issue a Construction Bid by mid-June to install the equipment by September 2024.
Requested Action / Suggested Motions: Acting as the South Tahoe Joint Powers Parking Financing Authority, Pass a Motion authorizing and directing the Chair to execute a two year contract, with an option to extend for years 3-7, with Ensight Technologies, LLC for $286,117.31, plus a 5% contingency for $14,305, for the Bellamy Parking Garage Upgrade Project.
Responsible Staff Member: Jeff Roberson, Support Lieutenant Reviewed and Approved By: Susan Blankenship, City Clerk Olga Tikhomirova, Director of Finance Heather Stroud, City Attorney

City of South Lake Tahoe
Report to
South Tahoe Joint Powers
Parking Financing Authority
Meeting Date: June 18, 2024
Title: Agreement with Ensight Technologies, LLC for Bellamy Parking Garage Equipment Procurement and Maintenance Services
Location: 1 Bellamy Court, South Lake Tahoe, CA
Responsible Staff Member: Jeff Roberson, Support Lieutenant (530) 542-6521 Background: On April 5, 2022, the South Tahoe Joint Powers Parking Financing Authority, recognizing the importance of the City Parking Garage, entered into an agreement with Walker Consultants. The aim was to evaluate the parking structure and provide recommendations for its upgrade, including adding 7 dual port Electric Vehicle (EV) charging stations and an Advanced Parking Guidance System (APGS). This project is crucial for the City's infrastructure and commitment to sustainable transportation.
On November 1, 2022, the City Council amended Walker's Consultant contract to divide the project into two phases. Phase 1, which included structural and circulation upgrades, was successfully completed in October 2023. Phase 2, which consists of the Parking Access and Revenue Control System (PARCS), Advanced Parking Guidance System (APGS), and installation of the EV charging stations, is now underway.
Issue and Discussion: On April 19, 2024, the Public Works Department advertised the PARCS and APGS equipment procurement for the Parking Garage Upgrade Project on the City Planet Bids website. 986 vendors were notified. Fourteen bidders downloaded the bid documents. The Project bidding period closed on May 17, 2024.
The scope of services includes furnishing PARCS and APGS equipment, assisting with testing, commissioning, and accepting the new equipment, and providing annual maintenance and support services for seven years. The EV equipment will be procured separately, and an installation contractor will be selected based on low-bid public works contracting for installation. The RFP allowed the vendor to propose equipment for both PARCS and APGS or either component.
Public Works received five proposals from the interested bidder. The selection panel, which included police, finance, and public works staff, evaluated the proposals. Two vendors were selected for interviews, which were conducted on May 23, 2024.
The evaluation team ranked all vendors based on the criteria listed below.
1. Executive Summary: 5 Points
2. Company/Team History: 25 points
3. Project Manager/Project Team: 15 points
4. Scope of Work/Implementation: 30 points
5. Project Budget: 20 points
6. Recent Projects/References: 5 points

Financial Implications:
Staff has decided not to award Add Alternate Item 3 (Full-Color Matrix). Therefore, the recommended twoyear contract value for Ensight Technologies, LLC (Ensight) is $286,391.06. Staff also recommends a 5% contingency of $14,320. There is currently $450,000 in the Parking Garage Account 52005320-46110, Machinery and Equipment, which would be sufficient to award this contract.
The seven-year value without the Add Alternate 3 is $464,671.06. The annual maintenance for the additional five years will be budgeted annually after the second year, with the annual budget approval process, and will be paid from the garage revenues. The following are the five-year total maintenance costs after Year 2 (Years 3-7):
• Extended 5-year Hardware Warranty for PARCS, LPR and Citation Management: $69,085 • Extended 5-Year APGS System Warranty: $50,445
• Extended Hardware Maintenance and Software Support for Handheld Citation System and APGS SD-3 sign: $58,750
The City will remain the Merchant of the Record, and all revenues will be collected by the City. In addition, the City will retain Parker Technologies for video assistance and will pay their fees directly.
In addition, Ensight will bill the city the following additional costs:
1. Parking Validation Text Message: $0.36 per text message
2. Citation Payment via the Portal: $3.95 per ticket
3. DMV Lookup Fee: $1.75 per lookup
4. Citation Notices: $1.25 per ticket
5. Pollution Insurance: $1,750 per year, as an optional, depending on City’s choice. 710

Environmental Considerations: This project is considered maintenance and is exempt from Tahoe Regional Planning Agency (TRPA) permits and the California Environmental Quality Act (CEQA) under CEQA Guidelines section 15301(c) (Existing Facilities). All applicable best management practices will be utilized to protect air and water quality during construction.
Policy Implications:
This project advances the City Council's Strategic Priorities and Goals, specifically:
Action Item 1.5 (Carbon Neutrality) to implement various projects to reach the City's 100% renewable energy and Climate Action Plan goals, including building robust EV charging infrastructure by 2025.
Action Item 5.3 (Infrastructure and Maintenance) actively seeking funding to develop sustainable infrastructure projects based on the prioritized capital improvement project list. Implementation of the new equipment will also reduce or eliminate the revenue leakage caused by the old equipment currently in place.
The project also upgrades the parking garage with needed structural upgrades to maintain public safety.
Equipment installation is expected to commence around September 3, 2024, with anticipated completion by mid-November 2024. City staff will coordinate with PADMA to construct the project, and appropriate public notices and notifications will be provided to minimize impacts on users and businesses. 711

1.2 PROJECT DESCRIPTION
A. Project is for a new gateless Parking Access and Revenue Control System (PARCS), Automated Parking Guidance System (APGS), and specified additional digital wayfinding and traffic control signage for the Bellamy Court Garage of the STJPPFA (“Owner”) located at 1 Bellamy Court, South Lake Tahoe, CA.
B. As noted earlier in this RFP, being aware that some Vendors and System Integrators may offer only PARCS or only APGS but not both, while others may be able to provide both systems as a combined offering, Owner is allowing bidders to selectively bid:
1. Only the PARCS.
2. Only the APGS and associated signage.
3. Both PARCS and APGS as a combined offering, with one primary bidder offering the combined solution along with secondary teaming partners.
4. Preference in terms of evaluation points will be given to bidders who offer both PARCS and APGS as a combined offering. Bidders’ responses to the RFP are to include the required information and pricing on their offering according to the selected approach.
C. Work consists of a Prime Contractor (“Contractor”), along with additional subcontractors and product vendors as needed, furnishing, coordinating installation with a separate Installation Contractor (“Installer”), activating, configuring, calibrating and testing the following systems, as well as providing ongoing operational support and service of the systems. Installer will be separately contracted by Owner, but Contractor will be required to provide all necessary equipment, coordination, documentation, and support to allow Installer to properly complete installation of Contractor’s equipment. Owner will retain a separate Installation Contractor (“Installer”) to install the equipment through a separate public bidding process. The selected PARCS/APGS vendor or 735

systems integrator shall coordinate with the Installer to install the system fully functionally including installation of any required software, system commissioning and configuration, system calibration, system acceptance testing, migration of user data from the current PARCS to the new PARCS, acceptance testing, and go-live support.
The successful vendor or systems integrator shall also provide ongoing maintenance and support for the equipment and software.
The following are the elements of work for the Contractor:
1. Specify and coordinate with Installer the required demolition and preparatory work, including but not limited to: Demolition and removal as required of existing OmniQ PARCS/LPR equipment, including lane equipment, payment kiosks, headend equipment, and appropriate abandoned conduit/wiring, as well as removal or Owner-designated existing static signs, as specified in Drawings. Repair and sealing of unused mounting holes and cutting/capping of unused conduit stubs is also required. The existing OmniQ/HTS LPR cameras are not to be utilized and must be removed. Any new conduit, wiring, mounting assemblies, and wire terminations are also to be performed by Installer according to specifications and instructions provided by Contractor.
2. Furnish a new gateless, ticketless PARCS system including fixed License Plate Recognition (LPR) cameras at the entry and exit lanes to record arrival and departure of parkers and to determine whether payment was made upon arrival (and additional payment made for overstays) or that a parker is on a list of authorized monthly/contract parkers. This system must also support parking validations from nearby retail merchants. The system is not to require any driver interaction with PARCS equipment in the entry and exit lanes. The LPR cameras may be located overhead on the existing PARCS center islands. Contractor is to determine if existing pavement-embedded magnetic loops can be utilized and, if not, cut and install new loops.
3. Furnish four (4) new Pay-on-Foot (POF) kiosks which can accept payment by credit card or by scanned pre-payment or validation code, located as shown in Drawings, and equipped with features as described in the relevant Specification.
4. Furnish new static signage providing direction on how to use the PARCS system and how to make payment; location, content, color, font, and format of signs to be coordinated with Owner.
5. Furnish and install a new Citation Management System (CMS), per the relevant Specification, and integrate the PARCS system with this sub-system. Contractor is to provide all installation support for the CMS since it is primarily a software system.
6. Integrate the PARCS with the Owner’s selected Pay-by-Cell Phone Payment System as a payment option. (Procurement of the Pay-by-Cell provider(s) is not a part of this project.)
7. PARCS vendor is to coordinate with theSTJPPFA and credit card clearing company on provisioning of Merchant ID and Terminal IDs associated with all payment methods

and credit card terminals in the MSM machines and in the permit payment feature of the MSM’s Meter Management System (MMS). STJPPFA will be the Merchant of Record (MOR) for all such transactions.
8. Furnish a Level Counting APGS that can determine the occupancy of Level 1, the occupancy of Levels 2-4 combined, and the occupancy of the entire garage.
Furnish two (2) digital signs, as described in the Specifications and Drawings, to which the occupancy information is pushed via wired or wireless communications, with wired being the Owner’s preference.
9. Furnish one (1) “No Right Turn” illuminated sign, as described in the Specifications and Drawings, which can be activated by remote control via wired or wireless communications, with wired being the Owner’s preference.
10. Contractor is to coordinate with and provide necessary documentation and submittals to the separate Installer for any electrical and civil construction work required to demolish/remove existing systems, prepare the site for the new systems, and install the new systems as specified above. Contractor is to prepare all necessary engineered and shop drawings required for Owner and Installer review.
1.3 WORK SEQUENCE
A. General Requirements and Objectives: Work will be conducted in multiple phases to provide the least possible disruption to the activities of Owner's personnel and to the parking operation and parking fee collection of the Bellamy Court Garage. Contractor is responsible for proposing and obtaining Owner approval on a work phasing plan that meets the following objectives:
1. Work can commence upon official Notice to Proceed (NTP) being provided to the Contractor by the Owner.
2. All work inside the garage is to be scheduled to occur during dates which are low occupancy periods for the garage. These date periods are weather-dependent and are generally defined as the period between the end of ski season and Memorial Day weekend, and between Labor Day weekend and the weekend before Thanksgiving.
3. To minimize labor expense, work should be scheduled to occur during normal working hours Monday-Friday, unless pre-approved for overtime or weekend work by Owner for specific reasons.
4. Minimize or eliminate any period during which the entry/exit lanes and any garage parking areas are blocked or cannot be utilized.
5. Minimize or eliminate the period during which parking fees cannot be collected either by the existing OmniQ system and/or the new PARCS system.
6. Time is of the essence in the implementation of the new PARCS system (with Fixed LPR Cameras, Pay-by-Plate POFs, static signage, and Pay-by-Cell integration) and the associated Citation Management System. This work needs to be completed as quickly as feasible after NTP is provided.
7. Implementation of the APGS and the No Right Turn sign is to be phased after completion and “Go Live” of the PARCS.
8. All work by PARCS/APGS Contractor is to be closely cross-coordinated with physical equipment installation and civil/electrical work to be performed by the 737
