WEDNESDAY, SEPTEMBER 06, 2023, AT 7:01 P.M.
CALL TO ORDER:
The Special Meeting of the South Pasadena Housing Authority Board of Directors was called to order by Chair Primuth on Wednesday, September 06, 2023, at 8:21 P.M. in the Amedee O. "Dick" Richards, Jr. Council Chambers, located at 1424 Mission Street, South Pasadena, California.
ROLL CALL:

Councilmember/Authority Member Janet Braun
Councilmember/Authority Member Michael A. Cacciotti
Councilmember/Authority Member Jack Donovan
ABSENT Mayor Pro Tem/Vice Chair Evelyn G. Zneimer
Mark Perez, Deputy City Clerk, announced a quorum.
CITY STAFF PRESENT:
Arminé Chaparyan, City Manager/Executive Director; Roxanne Diaz, City Attorney; Tiara Solorzano, Management Assistant; Mark Perez, Deputy City Clerk were present at Roll Call. Other staff members presented reports or responded to questions as indicated in the minutes.

CONSENT CALENDAR
2. RESOLUTION TO DECLARE PROPERTIES EXEMPT SURPLUS LAND AND
AUTHORIZE PROPERTIES TO BE PUT OUT TO OPEN, COMPETITIVE BID FOR
AN AFFORDABLE HOUSING DEVELOPMENT
Recommendation
It is recommended that the City Council, sitting as the Board of Directors of the South Pasadena Housing Authority, adopt a Resolution to:
1. Declare those real properties owned by the South Pasadena Housing Authority identified as Assessor's Parcel Numbers 5315-003-902, 5315-003- 903, and 5315-003-904 exempt surplus land; and
2. Authorize the properties to be put out to open, competitive bid for an affordable housing development in accordance with Government Code section 54221(f)(1)(F)(i).
RESOLUTION
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SOUTH
PASADENA, CALIFORNIA, SITTING AS THE BOARD OF
DIRECTORS OF THE SOUTH PASADENA HOUSING AUTHORITY,
DECLARING THAT REAL PROPERTIES OWNED BY THE HOUSING
AUTHORITY LOCATED IN THE CITY OF SOUTH PASADENA AND
IDENTIFIED AS ASSESSOR'S PARCEL NOS. 5315-003-902, 5315- 003-903, AND 5315-003-904 ARE EXEMPT SURPLUS LAND,
AUTHORIZING THE PROPERTIES TO BE PUT OUT TO OPEN,
COMPETITIVE BID FOR AN AFFORDABLE HOUSING
DEVELOPMENT IN ACCORDANCE WITH GOVERNMENT CODE
SECTION 54221(f)(1)(F)(i), FINDING THAT THIS RESOLUTION IS
EXEMPT FROM THE APPLICATION OF THE CALIFORNIA
ENVIRONMENTAL QUALITY ACT, PURSUANT TO SECTION
15061(B)(3) OF THE STATE CEQA GUIDELINES, AND TAKING
RELATED ACTIONS
Leah Demarest, Senior Planner gave a presentation. Staff responded to questions raised by the City Council.

BOARD ACTION AND MOTION
A motion was made by Authority Member Cacciotti, seconded by Authority Member Braun, and approved by roll call vote to approve Item No. 2 as presented.
The motion carried 4-0-1, by the following vote:
AYES: Braun, Cacciotti, Donovan, Chair Primuth
NOES: None
ABSENT: Zneimer
ABSTAINED: None.
Housing Authority Resolution No. 2023-01 HA was adopted.
ADJOURNMENT
There being no further matters, Chair Primuth adjourned the meeting of the Housing Authority Board of Directors at 8:34 P.M.
