City of South San Francisco Application for Boards and Commissions Re: Application to fill a vacancy on the Traffic Safety Commission Submitted by David F. Carbone
February 28, 2022
Application Question: Why do you want to be a member of a Board or Commission? What do you feel you could contribute?
I want to support my community by participating on a board or commission to offer positive input into the public process to help improve the quality of life for all current and future residents of South San Francisco. Furthermore, I have a keen interest in transportation and land use planning issues in South San Francisco and San Mateo County. I can contribute useful input, based on my many years of experience as a land use planner for San Mateo County.

Application Question: What qualifies you for this appointment? Over the span of my professional career as a land use planner and as a private citizen, I have served on several boards, commissions, and committees. I have also provided staff support to those public bodies. Through my staff support activities, I became familiar with the functions and structure of boards, commissions, and committees and the relevant provisions in the Ralph M. Brown Act that govern the operations of public bodies in California.

More specifically related to the Traffic Safety Commission, I am familiar with Level of Service (LOS) standards for traffic flow, complete streets terminology, and bikeway facilities classifications. I have reviewed the Transportation Chapter in the 1999 City of South San Francisco General Plan and look forward to the content of the new General Plan that is currently being prepared and how it will address transportation and traffic issues. I have also reviewed the City's current Capital Improvement Program, the San Mateo County Congestion Management Plan, and the Grand Boulevard Initiative for El Camino Real to familiarize myself with transportation and traffic related issues and projects in South San Francisco.

I am also quite familiar with the City of South San Francisco. I was a previous resident and a planner for the City in the mid-1980s. I also worked closely with City staff during my career at the County.

Application Question: What is your vision for growth in South San Francisco? I support the City's current level of growth. The City should continue to focus on providing both market rate and affordable housing and meet or exceed its current Regional Housing Needs Allocation (RHNA) targets, as determined by the Association of Bay Area Governments (ABAG) RHNA allocation process for local jurisdictions in the San Francisco Bay Area.

In addition to its focus on housing, the City should continue to ensure that potential impacts from all types of new new development, such as vehicular traffic levels, roadway capacity, and other significant quality of life impacts are appropriately addressed and mitigated. An overall goal of approving new development in the City should be to balance that growth with preservation and enhancement of existing neighborhoods.
