SPECIAL CITY COUNCIL MEETING JUNE 8, 2022
MINUTES PAGE 2
time payment of additional compensation to City of South San Francisco employees. At the direction of the City Council, staff met and conferred with the City’s recognized bargaining units regarding the amount, terms and conditions of a one-time payment of additional compensation to City employees. Staff reached a tentative agreement with American Federation of State, County, and Municipal Employees (AFSCME) Local 829, Teamster Local 856 (Mid-Management and Confidential Units), International Union of Operating Engineers (IUOE) Local 39. The agreements provide for a one-time $4,800 payment for each current employee, provided that they are on the City’s payroll as of June 1, 2022.

Councilmember Addiego inquired whether the one-time payment included department heads and the City Manager. Director Lockhart advised that the agreements did not include unrepresented employees, including executive management/department heads and the City Manager.

Councilmember Addiego stated that he did not support and would not support the amount other than the $3,000 that had initially been agreed upon by all of the City Council. He congratulated Rod Palmquist and stated the public comments submitted over successive meetings turned out to be very effective in moving a majority of the City Council. Councilmember Addiego disagreed with how negotiations took place.

Vice Mayor Nicolas disagreed with the process and believed the rules of engagement were breached.

Mayor Nagales appreciated everyone involved in the process and was glad that the item was moving forward.
