Public Comment for City Council Meeting October 12th, 2022; Agenda Item #16 City of South San Francisco
City Council, City Staff, and City Manager Mike Futrell P.O. Box 711
South San Francisco, CA
Re: Adoption of New General Plan & Zoning Amendments
City Council, City Staff, and the City Manager:

We submit this comment as City Council prepares to adopt and enact the Draft General Plan and Draft Zoning Text/Map Amendments.

As we’ve commented in previous meetings, we are the property owners at 701 Airport Blvd and have had a pending development application with the City of South San Francisco for several years. It’s been made clear to City Staff that we were seeking additional density, and at the advice of Planning and City Staff, we elected to pause our efforts with the expectation that the new General Plan and Zoning Text would encourage new, responsible, and much needed development for this area of South San Francisco. The proximity to the new Caltrain spot provided so much potential that we fear will not be fully realized.

In our previous comment submitted to the Planning Commission meeting on September 15th, 2022 we expressed our concerns with the direct of the General Plan, but welcome a continued discussion with City Staff to better understand why the Medium-Density Land Use was ultimately reduced to Low-Density. As a business owner in South San Francisco, with the desire to continue to grow our site with the growth throughout the city, it would have been our wish to collaborate more often throughout the process.

Our desire to provide much needed housing at this location for South San Francisco residents does not change based on the outcome of tonight’s meeting – however with the limitations in the proposed General Plan and Zoning Amendments, the economics of this project will be challenging. To realize the full potential, we may have to rely on State density bonuses as the 60 du/ac limitation is far too little given the current development and construction costs.

We look forward to continued dialogue with South San Francisco and hope that we can work together to put forth a proposal that provides a benefit to the community while at the same time takes advantage of all the rich amenities of this site.

Thank you.
