Re: Temporary Demonstration On El Camino Real
Dear South San Francisco City Council,
I wanted to restate what an honor it is for South San Francisco to participate in Smart Growth America's "Complete Streets Academy." There's only three cities in California that are invited to participate, and we were thrilled to hear about the city's involvement.
To that end, it's crucial we make the most of this opportunity to collaborate with CALTRANS, SAMTRANS, and other agency and community partners. We hope this experience can be a precursor to future projects centered around making El Camino Real safe and welcoming to all. However, I understand the council is interested in seeing potential designs and project areas before accepting dollars and agreeing to build a temporary demonstration.
Although we agree the council should continue working with the planning division on identifying the right design and segment on ECR, we advise against coupling these funds to a particular scope and segment. This will provide an opportunity for the community and city staff to drive the project forward so that it is successful and meaningful in terms of the public's engagement and community input on the facility.
We urge you to think boldly and creatively. The proposed project area that Mr.
Espiritu mentioned (Orange to Ponderosa) in his initial presentation was a recommendation by the South City cohort, and it was based on the goal of providing safe crossing at ECR for students while connecting folks to the Centennial Trail.
We respectfully ask you to reconsider this project area as it meets the goals outlined in South City's Vision Zero policy and the 2022 Active South City plan.

Our Recommended Project Area: Orange to Spruce (or) Orange to Ponderosa • The 2022 Active South City plan calls for protected bike lanes on El Camino Real.
• Folks will be able to see how protected bike lanes will look and feel through this temporary demonstration, and the city can use the feedback to inform its long-term projects on ECR.
• The 2022 Active South City plan calls for a W Orange Bike Boulevard • The proposed bike boulevard on W Orange will need safe crossing at ECR, and a temporary demonstration can be a preview of what a permanent facility can look like.
• This is a safe routes project
• Because of the proximity to South San Francisco High School, Ponderosa and Los Cerritos Elementary schools, this should be considered a Safe Routes to School project that will complement the long-term infrastructure improvements being planned and the great programmatic work the city has done vis-a-vis the Every Kid Deserves a Bike Program. • Strategically Expands Network
• This section will also encourage the most ridership. Because this is a temporary demonstration, it is vital the facility be placed in an area where people will actually use it and offer feedback to the city.
Feel free to reach out if you have any questions. Please know you can lean on our team as a resource for any active transportation policy matters.
Sincerely,
