RE: Request for Proposal - Architectural Services for the Westborough Preschool Remodel / Addition Dear Farshid,
We appreciate the opportunity to submit our proposal to provide Architectural Planning, Programming, Design, Construction Documents, and Construction Administration Services for your review and consideration. As outlined in the following pages, we believe our firm possesses a unique combination of talent and experience to work with your team to expand the facilities at Westborough Preschool. We see the making of every child development center as an opportunity to contribute to the community at large, helping to create a nurturing, educational space for children, and we are confident that our firm meets the selection and evaluation criteria outlined in both the original Request for Proposal document and the Addendum provided.

Since designing our first childcare center in 2008, Dorman Associates, Inc. has become the preferred childcare architect in the Bay Area, endorsed by cities, corporations, and childcare providers. Drawing from our background as the exclusive architect for new construction and adaptive reuse projects, and also assuming the role of childcare design architect for extensive mixed-use ventures, Dorman Associates maintains an unwavering commitment to adhering to project time lines and financial plans, thereby contributing to the timely delivery of projects to the community.

Located just north of San Francisco in Marin County, the Dorman Associates office is in close proximity to the job site for this project. Our team has designed childcare centers throughout the Bay Area, from Sacramento to San Jose, and we are versatile in working with a wide variety of local jurisdictions. Our firm was involved in the initial planning stages of two childcare centers in the City of South San Francisco, and although we didn’t have the opportunity to see those projects through to completion, that experience gave us a chance to better understand the City’s permitting process as well as their requirements for obtaining proper approvals.

The Dorman Associates team has extensive design experience with educators, allowing for a holistic approach to the design of Children’s Centers that integrates unique solutions from both a design and technical perspective, considering the needs of the client, key stakeholders, administrators, teachers, caregivers, parents, and children. Our process of programming a center moves beyond building requirements, and incorporates design features that will best match the client’s needs and teaching philosophy, and incorporates our knowledge of best practices in Early Childhood Education. This includes working with staff to sculpt classrooms that create activity and project areas within the rooms that are developmentally appropriate and challenging, yet flexible, to meet the changing needs of the children and teachers.

Our design goals for childcare centers are developed in collaboration with the client and aim to create central, community spaces for the children, families, and teachers. We are committed to developing engaging and inspiring learning environments that enhance the lives of the people who live in the community, offering an important sense of place and an inspiring resource for early childhood care.

Included in this proposal are relevant case studies that demonstrate Dorman Associates, Inc.’s approach to designing centers that directly respond to the design requirements of each user and each project’s constraints. These projects used the NAEYC recommended best practices in their design, and all of our projects have been licensed by the state of California.

Our breadth of experience ranges from Head Start centers serving the most vulnerable children in our communities, non-profit organizations like the YMCA that provide care for thousands of youth, to major corporations, including Google and other Bay Area tech companies, that offer childcare as a work/life balancing benefit to their employees.

In our non-profit projects that are limited by budget, we use the minimum licensing standards, however our firm recently collaborated with the Stanford University Work Life Department Child Care team to review NAEYC standards and create a prototypical basis of design for future Stanford Centers.

We hope that the following pages will provide you with a detailed understanding of how we approach supportive community environments and how we can make your project a successful and wonderful place for children, their families, and the community at large. Our team is ready to proceed immediately if given the opportunity to work with you on this project.

Sincerely,
Chris Dorman, AIA

RELEVANT QUALIFICATIONS
Dorman Associates, Inc. is an Architectural firm founded in 2001 that has specialized in Early Childhood Education Facilities, Hospitality, and Residential Design for twenty-two years.

Our children’s spaces are a blend of sound pedagogical design and commitment to eco-materials, energy efficiency, water conservation, and healthy environments that will meet the needs of young children and their families, their teachers, center administrators, and the surrounding community. We have extensive experience in the design of children’s centers for clients ranging from Head Start programs and community organizations to major corporations and, most recently, a major West Coast university.

Nowhere does the architectural truism that ‘form follows function’ apply more clearly than in the successful design of environments intended to serve the educational needs of the young child. Dorman Associates brings a high level of theory, especially in terms of experiential education, as well as extensive practice to such design challenges. Based on our extensive experience with major child development center projects, the firm has come to value a highly collaborative approach that involves carefully listening to a client’s goals and concerns.

We make certain that there is plenty of opportunity for continuing interaction involving key stakeholders throughout the design process. See Appendix C of this proposal for additional information about the Dorman Associates Design Process and Strategy.

We work together with our client to create innovative, flexible, and practical environments that are designed for teaching and learning. We are also committed to designing place-based spaces that enhance and promote a sense of community, as well as connecting the development to its larger surrounding neighborhood. Our Childcare Center designs pay particular attention to the layout of the center complex, as well as each classroom. Special attention is paid to creating efficient classroom layouts that support both teachers and children throughout the day, providing direct access to, and careful balance of, children’s activity spaces, toilet and hygiene spaces, and teacher support spaces.

CHILDREN’S CENTER DESIGN HIGHLIGHTS:
• Expertise in the design and integration of both intimate solo-play, library, large Art & Movement Studio spaces, and outside play areas inspired by nature
• Consideration of classroom, administrative, and playground and outdoor classroom adjacencies to promote usability, efficiency, and community gatherings
• Maximization of natural light and ventilation through window placement on both exterior and interior walls, including extensive use of borrowed light within interior corridors
• Child-Height Windows
• Teacher Support areas with half height walls allowing for constant observation and sight-line into the classroom
• Experience with sourcing and designing with natural, healthy, and sustainable interior classroom finishes
• Classroom furniture and activity space layout design
• Furniture designed specifically for 0-5 year old children Currently, Dorman Associates is involved in 10-15 active childcare projects throughout the Bay Area. Dorman Associates is very familiar with the process of collaborating with a variety of sub-consultants, including engineers, landscape designers, lighting designers, and acoustical consultants, amongst other ROLE

specialized consultants depending on the specific needs of each project. Our firm also has experience with adaptive reuse projects, working within the constraints of the existing building to redefine the function of the interior spaces. Recent examples include our work with Guidepost Montessori designing childcare centers in San Rafael, San Mateo, and San Rafael, as well as Bright Path to Learning Child Development Center in Sacramento.

The founding concept of the firm is to create economical, functional and innovative projects based on the client’s needs. As a full service design firm we produce solutions that integrate inspired design ideas with cost effective options. We are continually exploring how to design buildings that heat with the sun, cool with the wind, light with the sky, and move into the future using renewable resources.

Using three-dimensional computer simulations with ArchiCAD software, we provide imagery as early as Schematic Design. By integrating construction experience and structural knowledge, the designs are tailored to meet construction industry standards in order to maintain budget conscious projects.

Our firm prides itself on working with the client and contractor as a team to avoid intractable issues. To date, Dorman Associates, Inc. has never been involved in litigation or claims of any kind.

STANFORD REDWOOD CITY
PINE CONE CHILDREN’S CENTER
After working with the childcare team of Stanford for almost 2 years on their campus projects, Dorman Associates was brought onto the team to refine and redesign the building for the Redwood City campus. The new community has a very contemporary design as dictated by the Master Plan, however the center itself embodies the principles that permeate our projects, including a direct connection between the classrooms and play areas, a communal entry that encourages parent interactions as well as teacher support areas that allow for optimal teacher observation throughout the classrooms.

The Childhood Center of the Stanford Community is a new center that replaces two existing centers. The 19,000 square foot center will provide classrooms for 226 children from infants and toddlers up to preschool age children. The project is in the heart of the Stanford campus, adjacent to a historical cottage on a site with hundreds of oak trees. The solution included a building carefully winding between the trees, creating a series of courtyards that become outdoor play areas. Our designs emphasize the importance of linking classrooms and play areas to optimize the ability for teachers to supervise children.

NORTH BAY CHILDREN’S CENTER
North Bay Children’s Center is a non-profit, community-supported organization that provides nurturing, developmentally-based educational programs for children from age 6 weeks through age 5 years. Dorman Associates, Inc. was initially engaged to develop a temporary modular campus for NBCC (see North Bay Children’s Center Modular Campus project description on the following page). Since the success of that initial project, Dorman Associates has been re-engaged to redevelop their existing 25 year old campus at the 1.34+/- acre property, and create a new 19,824 s.f. building that will increase their preschool capacity, expand the Garden of Eatin’ indoor and outdoor lab, and upgrade their teacher training and family involvement facilities.

The building’s architecture has been designed to reflect the ‘Spanish Eclectic’ style of the Historical Hamilton Airfield District in Novato, CA.

The proposed facility will serve over 120 children expanding their program slots to Transitional Kindergarten and After School Program. The new farm and garden area will enhance their renowned nutrition program for the participating families as well as residents and other community childcare centers. Children will learn as they plant, water, nurture, harvest, and eat the produce that they have helped grow.

One unique strategy of the new North Bay Children’s Center campus is the incorporation of rain-gardens throughout the site to mitigate and reuse rain water to enhance the native plant palette throughout the site.

NORTH BAY CHILDREN’S CENTER MODULAR CAMPUS
North Bay Children’s Center and Midway Phase I, based in Novato and Daly City respectively, are both non-profit, community-supported organizations that seek to equitably provide nurturing, developmentally based educational programs for children from age 6 weeks through age 5 years. Both organizations have experienced growth based on the great need for affordable early childhood education in their communities.

In 2018, North Bay Children’s Center (NBCC) engaged Dorman Associates, Inc. to create a childhood center with 5 modular units. Throughout the design and construction process, we were able to build strong relationships with the modular company, enabling us to efficiently modify them to provide, among other things, level access for indoor/ outdoor play where possible, increased windows to maximize natural light and access to nature, and age-appropriate toilet and diaper spaces.

The outdoor play area at NBCC includes a Garden of Eatin’ that provides a renowned nutrition program for participating families and the surrounding community.

As a testament to the success of the project, the community has expressed increased interest and demand, so Dorman Associates was engaged years later for a second time to expand their campus, building on the modular campus, creating a new 19,824 s.f. building that will increase their preschool capacity, expand the Garden of Eatin’ indoor and outdoor lab, and upgrade their teacher training and family involvement facilities.

For the Midway Phase 1 project, DA designed a temporary Preschool Center consisting of 2 modular units to be used while we are working on Novato, Ca (Completed 2019) | Construction Cost: $800,000

HORIZON COMMUNITY SCHOOL MODULAR CAMPUS
Horizon Community School (HCS) is a community-based, early childhood education program that opened its doors in Marin City in 2017. The program was founded in response to an April 2016 strategic needs assessment which showed the great need for affordable early childhood education located within the community of Marin City.

The mission of HCS is to advance educational equity and social justice by providing Marin City families with access to quality early childhood education in their community. Since its creation, the program has become an immediate success, offering essential early childhood education at an affordable tuition to children under 5 years of age. To meet the program’s full potential and continue to provide children and families within the community with access to quality early childhood education, HCS engaged Dorman Associates to help them create a new campus that will provide more classrooms and administrative spaces. The new campus will consist of:
● Three double wide modular classrooms programmed for different age groups ● A double wide modular administrative space
● Outdoor play area, providing play and gardening areas for the children The new spaces will provide much-needed support and education areas for teachers and children. The classrooms are grouped together in modular units with age-appropriate toilet and diaper areas, direct level access to outdoor play, maximum windows to increase natural light, open classrooms for proper supervision and janitorial closets.

A separate modular unit contains the administrative spaces that support the function of the school. It provides a single point of entry for security, a lobby area with check-in desk at the center’s main entrance, adult restrooms, teachers’ lounge, meeting room, and the director’s office.

With our familiarity of the modular units and understanding the limitations and opportunities that the modular platform allows, Dorman Associates, Inc. can innovatively and efficiently modify the units to meet our standard basis of design as well as the client’s programmatic and licensing requirements. An important factor in the success of our projects lies in our ability to prepare the site and coordinate grading, utilities, and drainage issues such that the site will be ready to receive modulars to sit level on the site and create valuable indoor / outdoor relationships for the classroom.

GOOGLE CHILDREN’S CENTER CAMPUS
Silicon Valley, CA (Completed 2008) | Construction Cost: $9 Million Google, a large Silicon Valley tech company, sought to redefine corporate childcare using a Reggio inspired philosophy to design a campus village of 5 centers. Each center was approximately 15,000 square feet and offered its own identity while maintaining a connection to the greater community. Included in the site was a large community garden and sustainable strategies to obtain a LEED Silver project rating. The campus included accommodations for infants and toddlers as well as preschoolers.

Sustainable strategies were employed to target a LEED silver rating including: Storm water collection and filtration, harvesting daylight through the use of clerestory window (as shown in the section below), natural ventilation and low VOC materials to eliminate off-gassing.

GOOGLE CHILDREN’S CENTER CAMPUS PHASE I
GOOGLE CHILDREN’S CENTER CAMPUS PHASE II
Silicon Valley, CA
Google chose to remodel an existing 1980’s office building that was close to its established campus in lieu of new construction at a more remote location. Creating a functioning Children’s Center in a two-story building was quite challenging at first, but many of the innovative solutions we devised proved highly workable. For instance, the need to provide an easy and safe exit from classrooms on the second floor resulted in a large balcony along the South façade that supplied outdoor space to the second story while bringing shading to outdoor areas at ground level.

Some of the sustainable construction ideas integrated into the design included window shading from the summer sun combined with operable windows to allow for natural ventilation on mild days; the use of low-VOC finishes to virtually eliminate off-gassing during construction; and extensive rainwater filtering strategies to reduce stormwater runoff from the site.

KEY DESIGN TEAM PERSONNEL
Chris Dorman began architectural practice in the Marin County area in 1996 after graduate school when he joined the San Rafael firm of Chris Lamen and Associates because of their focus on sustainable design and affordable housing. He achieved Associate status three years later.

Assignments on which he worked ranged from a 193-unit affordable housing project to a senior center and accompanying 43-unit housing development. Since opening his own firm in early 2001 as Principal Designer, Dorman has undertaken a variety of project types while developing long-term relationships with a wide breadth of clients.

His experience has offered unique insights into how architecture can be a valuable backdrop to the engagement of a community through design. This work has dovetailed into Dorman’s work on Childrens’ Centers over the last several years. These projects include four Reggio-inspired child development centers for Google to serve its employees. Dorman led a team to coordinate the design process and Construction Documents, while collaborating with the County of Palo Alto, to obtain full project entitlements in less than ten months.

Another recent project was the largest Childrens’ Center in downtown San Francisco, a child development center with play areas carefully placed into an existing 33-story building and an adjacent plaza. This design included complex negotiations with the city’s fire department and planning departments, but is now complete and thriving. Dorman also engaged in a productive partnership with Stanford University which resulted in the design and construction of childcare centers at two of their campuses.

In addition to corporate Child Development centers, Dorman has also been collaborating as the consulting architect for the Low Income Investment Fund. This has led to a host of remodels and tenant improvement projects for non-profit providers throughout the Bay Area.

Each of these childcare center projects showcases Dorman’s true passion for creating healthy learning environments for children. Dorman’s interest in childcare architecture is related to his own family connection to childcare initiatives. His mother, Pat Dorman, is an advocate for early childhood education who managed a newsletter titled ‘On the Capitol Doorstep’ for nearly 50 years. Chris Dorman has continued his family history of involvement in childcare centers and programs that will enrich children’s lives for future generations to come.

Mary Peterson began her design career in Philadelphia in 2005, gaining experience in a wide range of architecture & design such as hospitals, office buildings, and retail spaces. Since joining Dorman Associates in 2007, Mary’s design expertise have been continually expanding and evolving to include a variety of child care, residential, hospitality and commercial projects. With a primary focus on the functional design of a space, code implications and accessibility, combined with a dedication to creating healthy environments that enhance the experience and quality of life for the end user, Mary brings a unique design perspective to any project and a breadth of knowledge.

Recent accomplishments include several adaptive reuse childcare centers in the Bay Area and Sacramento, each which posed significant challenges in terms of code requirements, project budgets and feasibility. Among those projects is a 17,000 s.f. Child Development Center in Sacramento, where Mary led the project from Conceptual Design through Construction Administration. This project presented various challenges, including gathering and analyzing programming needs and sustainable design goals from three different owner entities, and converting a tilt-up concrete warehouse into a space that can allow children to thrive in their environment. With a focus on providing natural light and indoor/outdoor connection for each of the 15 classrooms, the design team created a dynamic and functional space that met the client’s goals for number of classrooms and child capacity, all while fitting within the constraints of the existing building footprint. The center also provides over 15,000 s.f. of outdoor play space and a children’s garden with sensory and edible plants.

As a project architect, Mary is involved in all stages of the design process, from site analysis and conceptual design through construction documentation and construction administration. Mary has a strong ability to keep the complete project scope & budget in mind throughout the entire process, allowing for ease of communication and coordination between clients, consultants and contractors.

Mary also provides a strong knowledge of local, state and federal building codes, universal design, and sustainable materials.

BACKGROUND
Sutter knew he would be a landscape architect
very early in life. Growing up in Silicon Valley
at a time when the last cherry orchards in the
area were felled to make way for the tech boom,
he gained an understanding of the power of
“landscape memory” and the necessity for
ecological design in the built environment. His
very first job was at a specialty plant nursery,
and his love of the natural world has not since
waned.

Sutter has worked on multi-disciplinary
teams for landscape architecture firms large
and small, and the common thread in his
work has always been a commitment to the
greenest solutions each project can achieve. His
portfolio includes award-winning projects with
LEED Platinum certification, endorsement
from the Living Building Challenge, and the
world’s first four-star certification from the
Sustainable Sites Initiative (SITES). His areas
of expertise include green roofs/landscape
on structure, horticulture, and storm water
management.

Sutter has also served as the President of
the Edwards Mother Earth Foundation, a
charitable family foundation dedicated to
mitigating global climate disruption. With
a granting portfolio composed of projects in
energy efficiency policy and green building,
EMEF is a wonderful avenue for Sutter to share
his knowledge of deep-green architecture and
to make a lasting positive impact.

BASE worked with the German International
School of Silicon Valley’s Mountain View
campus to assist them in the redevelopment
of their Kinder Play Yard. This play space
engages children ages two to six years old.

Working within a tight schedule and a small
budget, BASE focused on surface features
that would incorporate fun, engaging,
and colorful elements. Of the designated
Kinder Play Yard area, half had to be left
open for fire truck access so we turned it
into a painted pollinator trike path. In the
remaining space we incorporated a cushy
artificial turf outdoor classroom space, a
tipi, a play structure, a pirate ship, playful
mushroom stumps, a sand pit with a water
trough, raised vegetable planting beds, and
planting for pollinators.

Muriel Leff Mini Park is a project located in
the Inner Richmond District of San Francisco.

BASE had the opportunity to redesign the
park after receiving community input from
the local neighborhood. In collaboration
with the San Francisco Parks Alliance, BASE
hosted a community workshop, presenting
our initial concepts on different types of
improvements, from play elements to nature
exploration areas, planting, to circulation
and seating areas. We designed a space that
offered an enhanced nature exploration
area in the corner of the site and increased
circulation and seating/ picnic areas
around the site. The nature exploration area
contains a dry creek that has been hard set
for maintenance, yet allows for stormwater
percolation, logs and stumps, as well as moss
covered boulders.

In collaboration with the San Francisco
Recreation and Parks department, the park
hosted a series of community planting days
to get community involvement into the
project as well. Overall, the site’s redesign
has increased the aesthetic and functional
value of the park and has provided a sense of
place for the community to enjoy.

BASE worked with the Santa Cruz County
to design a creek restoration, environmental
education park and interpretive trail adjacent to
the new local Library.

The Felton Discovery Park drew on community
outreach events to help us design this interactive
nature discovery park, and an interpretive nature
loop trail. The new project is aligned with the
Parks Department’s Draft Strategic Plan and
project partners include Felton Library Friends,
the Santa Cruz Public Library, the County
Department of Public Works, and the San
Lorenzo Valley Water District.

One of the main goals of the project was the
riparian restoration of the creek and education
about the entire watershed. We worked
with Americorps volunteers & California
Conservation Corps workers to remove invasives
by hand and plant native riparian plants with
protective cages.

The park includes two new bridges, riparian
restoration, a pollinator habitat garden, a learning
demonstration area with watershed exhibits, a tot
gravel dig area, a stage and amphitheater with
musical instruments, a nature play area.

Construction Value: $1.7 Million
Key Personnel: Ryan Zuehlke
The 621 Orchard Ave project is a church campus that was recently purchased by the district. Six new modular Pre-K classrooms were added to the site. There used to be portables on the site that burned down, so removing existing concrete slab/underground/electrical shed for the new project was mandatory. The building had to be separated from the existing since they are not DSA certified, hence the fence between the two that extends into the parking lot.

DESIGN PROCESS & STRATEGY

DESIGN PROCESS & STRATEGY
Preliminary Design
Project Set-up & Background Research:

Dorman Associates will begin by inputting as-built drawings based on a survey of the existing site, assist the client with engaging consultants as needed, and prepare a Site Plan based on a site survey. The Site Survey prepared by the Civil Engineer will provide background for final site plan and eventual grading and drainage plan, required for Planning Submittal / Design Review.

Programming & Site Analysis:

When developing new classrooms and facilities, the integration of environmental and program design supports a program’s philosophy and strengthens its practices. Engaging in an intentional programming and design process provides program administrators an opportunity to assess program practices, structure, and teacher-child interactions. By creating a master plan, every program has the capacity to improve the quality of physical environments for infants, toddlers, caregivers, and families, regardless of budget. The physical environment in infant and toddler group care has a significant impact on children’s learning and relationships. Programming sessions will identify the principles and strategies for developing optimal physical environments for infants and toddlers.

During the programming process, Dorman Associates will
meet with key stakeholders and conduct a visioning session to prioritize the financial, functional, and aesthetic goals and objectives for the project to create a holistic vision of the childcare facilities. Dorman Associates will generate Bubble diagrams that demonstrate sizes and adjacencies and allow for review and comments by the client and stakeholders as part of the Programming process. The program document
shall be prepared and distributed to the client to summarize the programming phase of the project. The final program will need approval from the client before proceeding to next phase.

Schematic Design
Conceptual Design:

Dorman Associates will prepare sketches illustrating
recommended room adjacencies and options. These simple
sketches shall incorporate information gathered in previous phase for program requirements and represent the scale and relationship of the project components.

Schematic Design:

Dorman Associates will provide layouts of proposed facilities for both indoor and outdoor areas showing plans, elevations, building features, and preliminary massing studies. Dorman Associates will review schematic design with the client and refine the design further including 3D elevation massing using ArchiCad. Dorman Associates will also review sustainability guidelines with the client to refine sustainability goals and incorporate sustainable elements into the plans.

Dorman Associates will present versions of Preliminary Design drawings to lead to the client’s approval, and choose one design to pursue for final Schematic Drawings.

Planning Submittal:

Dorman Associates will facilitate submitting plans to the design review committee at the City or local jurisdiction for approval.

DESIGN PROCESS & STRATEGY
Design Development
Upon approval of the schematic design by the Client, Dorman Associates will coordinate the Schematic Design with consultants and further develop the design to coordinate with structural and mechanical systems, prepare the preliminary building sections, and refine plans, sections, and elevations. Dorman Associates will prepare design development documents to describe fit, size, and character of the interior design. Documentation will include refined floor plans, reflected ceiling plans, power and signal plans and elevations. Coordination will occur with structural, mechanical, electrical, fire sprinklers, plumbing, and sustainability.

Dorman Associates will develop, document, and present a design and color scheme for the project. Dorman Associates will also develop alternative designs for wall treatments, ceiling treatments, lighting, glazing, millwork, etc., and prepare sketches, renderings, and color and finish boards to present proposed design schemes to the client.

Dorman Associates will participate in the budgeting process with the client and make necessary revisions to design development documents. Dorman Associates will assist in development of a final budget for FF&E in collaboration with a furniture dealership. Dorman Associates will develop scope documents, specifications, and details to describe improvements for accurate pricing by the general contractor and client approval.
