Dear Senator Padilla, Senator Schiff, and Congresswoman Simon:
On behalf of the City of South San Francisco, I am writing to support the San Francisco Bay Area Water Emergency Transportation Authority's (WETA)/SF Bay Ferry's FY26 request for one-time capital funding for the initial phase of the Oakland Ferry Terminal Modernization Project. WETA is requesting the final $1.2 million required to support electrical infrastructure upgrades to allow for future electric ferry vessel charging at the Oakland Ferry Terminal. Extending and increasing the electrical capacity at the Oakland Ferry Terminal provides the foundation to transition the existing diesel operated Oakland to San Francsico ferry service to zero emissions while delivering the electrical capacity to double ridership on this critical route for the region.
The City of South San Francisco prioritizes providing a safe, convenient, and accessible transportation network that is well connected to the region. Our recently adopted General Plan anticipates a near tripling of employees in our East of 101 biotechnology cluster by 2040 and the success of our city, and our region, depend on multimodal and sustainable transportation. Therefore, we are supportive of WETA's efforts to provide innovative and sustainable transportation solutions like the Oakland Ferry Terminal Modernization Project to our communities.
Finalizing the funding for this initial phase of electrifying the Oakland Ferry Terminal will provide several benefits to the region and will lay the foundation for the future zero-emission network that connects the communities served by SF Bay Ferry, including Oakland, Richmond, Vallejo and Alameda with financial and biotech employment centers in San Francisco. Further, this project removes an estimated 158,858 metric tons of CO2 greenhouse gas emissions providing cleaner air for the many environmentally impacted communities along the Oakland waterfront, including West Oakland.
Thank you for ur consideration.
"
