Dear Mr. Zahoor,
We appreciate your bid submission on behalf of Zara Construction, Inc. (“Zara Construction”) for the Junipero Serra Boulevard Buffered Bike Lane Enhancement Project (Project No. TR2502, Bid No. 2703). After careful consideration, we regret to inform you that Zara Construction’s bid has been rejected.
The City has reviewed and determined that Zara Construction’s bid is not responsive to the City’s bid specifications. Specifically, in the Vendor Submissions and the “Proposal Forms to Submit with Bid” Section of the City’s Bid Specifications require bidders to submit a “Certification of NonDiscrimination” in the form included in the specifications. Upon examining Zara Construction’s bid submittal at the time of bid opening on April 10, 2025, at 3:00 pm, the Certification of NonDiscrimination was not included. Such form was only submitted by Zara Construction after the bid opening deadline on April 11, 2025. As such, Zara Construction’s bid is not responsive as it did not provide all required submittals listed in the City’s specifications at the time of bid opening.
