1. Motion to approve the Minutes for the meeting of May 20, 2025.
Motion –Mayor Addiego / Second – Councilmember Coleman: to approve the minutes. The motion carried unanimously.
2. Discussion regarding the Property Tax in-lieu of Vehicle License Fees shortfall and the General Fund Long-Term Fiscal Sustainability Plan (Rich Lee, Assistant City Manager) City Manager Snideman provided context regarding potential short- term and long-term impacts related to Vehicle License Fee (VLF) funding reductions, including possible effects on the City’s long-term fiscal sustainability and a future revenue measure. She summarized ongoing regional efforts and noted that the County had requested hypothetical examples of potential service impacts.
Assistant City Manager Lee presented an overview of the Vehicle License Fee (VLF) issue, including its historical background, the County’s projected funding shortfalls, and South San Francisco’s anticipated share of the impact.
The Budget Subcommittee discussed budget assumptions, reserve use, and potential long-term strategies to address projected revenue losses, including possible service reductions, increased cost recovery for discretionary programs, and broader public education efforts regarding the City’s financial structure and limited share of property tax revenue. Committee members supported continuing regional advocacy efforts while planning conservatively for future VLF backfill uncertainty.
