FY 2026-27
Parking Meter & Permit Rate Adjustments
1 Purpose of Parking Rate Adjustments – First parking rate adjustments since 2020 – Respond to increased downtown parking demand – Improve parking turnover and availability – Encourage greater use of available off-street parking facilities, such as Miller Parking Garage – Help offset increasing operational, maintenance, technology, and administration costs – Support long-term financial sustainability of the Parking Fund
2 Downtown Parking Study Findings – Industry-standard parking occupancy target:
approximately 85%
– Weekend peak occupancy: ~96% at 12:00 p.m. – Weekday peak occupancy: ~83% at 6:00 p.m. – Occupancy above 95% can contribute to circulation conflicts and difficulty finding parking – Miller Parking Garage generally maintained available capacity while on-street parking was
heavily utilized
3 Current Challenges – High parking demand during peak periods – Illegal parking on streets and within parking lots – Delivery/service vehicles occupying multiple spaces – Vehicles stopping within travel lanes – Increasing maintenance, technology, enforcement, and administration costs – Need to better utilize available Miller Parking Garage capacity
