Measure G is a request to reestablish St. Helena’s prior form of governance, in which there are five councilmembers elected to four-year terms who choose one council member to serve as mayor. This measure was placed on the ballot by a unanimous vote of the current city council.

The present system of mayoral elections every two years has become increasingly expensive and divisive. Recent elections have set records for campaign expenditures, with mayoral campaigns at 2-3 times the cost of city council campaigns, and for the first time in living memory we have seen a campaign to recall a mayor - the only recall campaign against any mayor or city council member in the last 60 years or more.

A return to our historic system of appointing the mayor from among the elected city council members will eliminate the role of campaign contributions in choosing our mayor. Selecting the mayor by a vote of the city council will encourage the collaborative approach to governance we need to make progress in challenging times.

Reduce campaign expenditures and bring our council members together. Vote YES on MEASURE G.

Subject: [External] Measure G Addendum / Ranked-Choice Voting To the St. Helena Mayor and Council Members,
Re: Measure G
During your review of Measure G at the Special Council meeting on March 17, 2022, please consider an addendum that would provide a rank‐voting option for Voters casting a NO vote. This is the opportune time to introduce this more democratic electoral process.

As you all remember, the last mayoral election was a three way race . . . resulting in a Mayor who didn’t win with a minimum 50% of the votes. This is not to disparage the current Mayor but simply reflect on the reality that the majority of voters in St. Helena did not get their desired candidate elected. There were no options in place for a second consideration (rank‐voting) at the ballot box and there were no provision for a future runoff election between the top candidates.

Ranked‐Choice Voting is an electoral system that allows people to vote for multiple candidates, in order of preference.

Instead of just choosing who you want to win, you fill out the ballot saying who is your first choice, second choice, or third choice (or more as needed) for each position.

Some of the current political arguments in favor of Ranked‐Choice Voting is that it also discourages negative campaigning and increases the number of candidates from underrepresented groups.

My vote is for an addendum Measure G with the rank‐voting option.

Respectfully submitted,
Oliver Caldwell
