Report to the City Council
Regular City Council - 26 Jul 2022
Agenda Section: NEW BUSINESS
Subject: Informational presentation and overview of the City’s Pavement Management Program.

CEQA
Determination:

Not a CEQA project
Prepared By: Mark Rincon-Ibarra, Public Works Director and City Engineer Reviewed By: April Mitts, Assistant City Manager
Approved By: James C. McCann, Interim City Manager

BACKGROUND
City staff has finalized construction plans and documents for the R22-79 Pavement Restoration Improvements CIP project in preparation for construction this fall. The scope of this project is defined in Year 1 of the current 5-year pavement management program as detailed in Resolution No. 2021-159, and approved by City Council on December 14, 2021. City staff has prepared a presentation to provide an overview of key components of the process in developing and implementing its pavement restoration program.

DISCUSSION
Included as an attachment to this staff report is a presentation which summarizes the City's current pavement management strategy. The foundation of our strategy begins with our partnership with the Metropolitan Transportation Commission (MTC) and our participation in the Pavement Management Technical Assistance Program (P-TAP). This program provides a biannual City-wide pavement assessment, access to asset management software (Streetsaver), and coordination with pavement engineering consultant firms. In addition, many other considerations help refine our pavement management strategy including value engineering, planned underground utility work, budget priorities and community priorities.

FISCAL IMPACT
Not applicable.
