RESOLUTION NO. 2026-11
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF STANTON, CALIFORNIA,
ADOPTING INFLATION ADJUSTMENTS TO THE CITY OF STANTON MASTER FEE
SCHEDULE FOR CITY PROGRAMS AND SERVICES
WHEREAS, the City of Stanton (the “City”) City Council has authority to establish fees or service charges which do not exceed the reasonable cost of providing various regulatory activities or providing various programs or services; and WHEREAS, the City previously retained a third-party consultant to conduct a user fee study (the “Study”) analyzing the City’s costs of providing various programs and services; and
WHEREAS, the City has established a policy of recovering the full costs reasonably borne of providing programs and services of a voluntary and limited nature; such that general taxes are not diverted from general services of a broad nature, and thereby utilized to subsidize unfairly and inequitably such programs and services; and WHEREAS, the City adopted the current user fees (the “Fees”) in accordance with Government Code sections 66016(a) and 66018 procedural notice and meeting requirements; and
WHEREAS, similarly the City has made publicly available the information related to the proposed Consumer Price Index (“CPI”) adjustment indicating the amount of the Fees, or estimated cost, required to provide the programs and services for which the Fees are to be imposed at least ten (10) days prior to the date of the public hearing; and WHEREAS, the City has also provided written notice to any interest party that has requested such notice at least fourteen (14) days in advance of the date of the public hearing and has published notice in the newspaper at least ten (10) days prior to the date of a public hearing; and
WHEREAS, on April 28, 2026, the City Council conducted a duly noticed public meeting, pursuant to Sections 66016(a) and 66018, regarding the adoption of the Fees in this Resolution at which all oral and written presentations were made as part of a regularly scheduled meeting; and
WHEREAS, it is the intention of the City Council to amend the master fee schedule of fees (the “Master Fee Schedule”) based on the recommendation from the Study to adjust the Fees based on the December Consumer Price Index (“CPI”) annually; and WHEREAS, all legal prerequisites have occurred prior to the adoption of this Resolution.

RESOLUTION NO. 2026-11
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF STANTON, CALIFORNIA, HEREBY FINDS, DETERMINES AND RESOLVES AS FOLLOWS:
SECTION 1: The City Council finds that the above recitations are true and correct and, accordingly, are incorporated as a material part of this Resolution.
SECTION 2: The City Council further finds that all procedural requirements of Sections 66016(a) and 66018 have been satisfied and the Fees specified by this Resolution do not exceed the reasonably estimated costs, with an adjustment for CPI, of providing the programs and services or the regulatory actions for which the Fees are imposed.
SECTION 3: The Master Fee Schedule, as listed in Exhibit A attached hereto and incorporated herein by this reference, is hereby adopted and directed to be computed by and applied by the various City departments, and to be collected by the Finance Department for the City’s various programs and services when provided by the City or its designated contractors.
SECTION 4: All fees established by this Resolution are for each identified process; additional fees shall be required for each additional process or service that is requested or required. Where fees are indicated on a per-unit of measurement basis, the fee is for each identified unit or portion thereof within the indicated ranges of such units.
SECTION 5: This Resolution may be interpreted by the several City department heads in consultation with the City Manager and, should there be a conflict between two fees, then the lower in dollar amount of the two shall be applied.
SECTION 6: On July 1, 2026, and on each July 1 thereafter, the fees included in the City’s Master Fee Schedule shall increase by the percentage increase in the Consumer Price Index for all urban consumers in the Los Angeles-Long Beach-Anaheim area as published by the United States Government Bureau of Labor Statistics for the month of December. However, no CPI adjustment resulting in a decrease of any fee imposed by this subsection shall be made.
SECTION 7: If any section, subsection, sentence, clause, phrase, or portion of this Resolution is for any reason held to be invalid or unconstitutional by the decision of any court of competent jurisdiction, such decision shall not affect the validity of the remaining portions of this Resolution. The City Council of the City of Stanton hereby declares that it would have adopted this Resolution and each section, subsection, sentence, clause, phrase, or portion thereof irrespective of the fact that any one or more sections, subsections, sentences, clauses, phrases, or portions be declared invalid or unconstitutional.
SECTION 8: The approval of the Fees herein is not a project under the California Environmental Quality Act (“CEQA”) pursuant to State Guidelines Section State CEQA Guidelines, sections 15060, subd. (c)(2)-(3), 15378 because it has no potential to result RESOLUTION NO. 2026-11
