"AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF STANTON, CALIFORNIA AMENDING CHAPTER 5.06 OF TITLE 5 OF THE

12B. APPROVAL OF TEMPORARY EMERGENCY RELOCATION PLAN FOR OCCUPANTS OF 8891 AND 8951 PACIFIC AVENUE IN THE INTEREST OF

PUBLIC HEALTH, SAFETY, AND WELFARE
Recent inspections of the roofing systems at 8891 and 8951 Pacific Avenue identified conditions that raise building-safety concerns. Based on these conditions, the City’s Building Inspector determined that yellow-tagging the buildings was appropriate. While the buildings do not presently require immediate evacuation, the identified conditions may become more significant when the roofing systems are subjected to forecasted heavy rainfall, and staff cannot reasonably guarantee that permanent repairs can be completed before storms begin.

Staff therefore recommends approval of a Temporary Emergency Relocation Plan for the four affected households. The Plan would establish an orderly process for relocating residents beginning on or about October 8, 2026, and would provide temporary housing assistance, reasonable moving and storage expenses, and relocation advisory services consistent with applicable relocation requirements. The proposed action is intended to protect occupant health and safety while providing as much advance notice and assistance as reasonably practicable under the circumstances.

Staff report by Ms. Hannah Shin-Heydorn, City Manager.

City Manager Shin-Heydorn reported an amendment to the proposed recommended actions to reflect as follows, recommendation 2 is a new recommended action recommending the Council find and determine, based upon the September 10, 2026 Building Inspector's findings; the current yellow-tag status of 8891 and 8951 Pacific Avenue; the City's inability to reasonably guarantee completion of permanent repairs before changing weather conditions arrive; and the Governor of California's September 21, 2026 Proclamation of a State of Emergency statewide due to the developing 2026-27 El Niño event, that prompt implementation of the proposed relocation plan is a reasonable and precautionary measure to protect the health, safety, and welfare of the affected occupants and to allow relocation to occur through an orderly and supported process. Recommendation number four, which is renumbered, otherwise unchanged, is to authorize the City Manager to implement DRAFT

REPORT TO CITY COUNCIL
TO: Honorable Mayor and Members of the City Council
DATE: October 13, 2026
SUBJECT: AWARD A PROFESSIONAL SERVICES AGREEMENT TO BUCKNAM INFRASTRUCTURE GROUP, INC. TO PROVIDE AN UPDATE TO THE

PAVEMENT MANAGEMENT PLAN
REPORT IN BRIEF:

City staff released a “Request for Proposal” (RFP) soliciting proposals to provide an update to the Pavement Management Plan. City Staff recommends awarding a Professional Services Agreement to Bucknam Infrastructure Group, Inc. to provide professional pavement management plan services.

RECOMMENDED ACTION:

1. City Council declare this action to be categorically exempt under the California Environmental Quality Act, since the action herein does not constitute a “project” as defined by Section 15378 of the CEQA guidelines; and

2. Award a professional services agreement to Bucknam Infrastructure Group, Inc. to provide a professional Pavement Management Plan in the amount of $24,990; and

3. Authorize the City Manager to bind the City of Stanton and Bucknam Infrastructure Group, Inc. in an Agreement to provide the services; and

4. Authorize the City Manager to approve a contingency in the amount of $2,500 to Bucknam Infrastructure Group, Inc.

BACKGROUND:

The City currently maintains approximately 46.14 centerline miles of paved surfaces, composed of 32.01 centerline miles of local streets and 14.13 centerline miles of collector and arterial streets. The funding for maintenance of these streets comes from Gas Tax, SB 1, Measure M, competitive grants, and the City’s General fund.

Item: 6E
Click here to return to the agenda.
2 A Pavement Management Plan (PMP) is a tool used to inventory, rate, track, budget, and plan for future maintenance and projects. It also tracks the performance of previous rehabilitation activities and uses that information to predict and recommend future activities.

Every street is inventoried, and its condition cataloged within the system. The recommendations are used to maximize efficiency of spending. The Pavement Management Program was created in June 2007 and has been updated every two years since then.

One of the requirements of the Orange County Transportation Authority (OCTA) to remain eligible for Measure M funding is that each City have a PMP and update it every two years. The City is required to update the plan and submit the update by June 2027 to continue to receive Measure M funding.

City staff released a “Request for Proposal” (RFP) soliciting proposals to provide a professional PMP. The RFP was released in accordance with the City’s Purchasing Policy and Procedures.

ANALYSIS/JUSTIFICATION:

A Request for Proposals was issued on August 20, 2026, with a proposal due date of September 22, 2026. Two (2) firms provided proposals: GMU Geotechnical, Inc. and Bucknam Infrastructure Group, Inc. The proposals were evaluated by the Engineering Assistant and Principal Civil Engineer. The review committee established their scoring and ranking on criteria that included the following: staffing capabilities and technical competence, approach to work, past performance record, and cost. The consultants were ranked as follows:

Per the City’s Purchasing and Contracting Guidelines, proposals must be evaluated using the Qualification-Based Selection process in accordance with Public Law 92-582, which requires that the selection of professional services be based on demonstrated competence and the professional qualifications necessary for the satisfactory performance of the services at fair and reasonable price.

Based on the results of the RFP process, Bucknam Infrastructure Group, Inc. demonstrates competence through their proposal and is qualified to provide an updated PMP. Bucknam Infrastructure Group, Inc. has successfully provided the same services for the City of Stanton in the past.

Rank Consultant Fee Proposal
1 Bucknam Infrastructure Group $ 24,990
2 GMU Geotechnical, Inc. $ 29,786
3 FISCAL IMPACT:

The adopted Fiscal Year 2026/2027 Capital Improvement Budget includes $40,000 for the Pavement Management Plan Project (Task Code No. 2027-106).

ENVIRONMENTAL IMPACT:

The project is not categorized as a project, and therefore, categorically exempt under the California Environmental Quality Act.

REPORT TO THE CITY COUNCIL
TO: Honorable Mayor and Members of the City Council
DATE: October 13, 2026
SUBJECT: CONTINUE APPROPRIATIONS FOR BUDGETED ACTIVITIES IN PROCESS AS OF JUNE 30, 2026
REPORT IN BRIEF:

As part of the fiscal year-end close process, staff reviews unspent Operating Budget appropriations to determine if they are needed in the subsequent fiscal year. Resolution No. 2026-25, approved by the City Council on June 9, 2026, authorizes unspent appropriations for outstanding encumbrances, operating grant funds, and project funds as of June 30, 2026, to be reappropriated to the Fiscal Year 2026/27 Operating and Capital Budget upon approval by the City Manager.

Unspent operating budget funds without outstanding encumbrances, however, require Council’s approval to continue appropriation. Staff is seeking approval to carry over $2,034,000 of these unspent funds to the Fiscal Year 2026/27 Operating Budget. These amounts represent previously appropriated, yet unused and unencumbered operating budget unrelated to grant or project funds.

RECOMMENDED ACTION:

1. City Council find that this item is not subject to California Environmental Quality Act (“CEQA”) pursuant to Section 15378(b)(5) (Organizational or administrative activities of governments that will not result in direct or indirect physical changes in the environment); and

2. Amend the Fiscal Year 2026/27 Operating Budget to continue the appropriation of unexpended funds for activities that were budgeted in Fiscal Year 2025/26, but were not completed or encumbered by year end, as set forth in Attachment A.

ANALYSIS:

During the year-end closing process, staff identify the portion of the City’s operating budget that has not yet been expended as the completion of planned activities has not yet occurred. Such amounts are requested for re-appropriation in the subsequent fiscal year’s budget. The re-appropriation of these expenditures will not diminish the projected Item: 6F
Click here to return to the agenda.
2 Fiscal Year 2025/26 reserve balances as these expenditures were included in the Fiscal Year 2025/26 Operating Budget. This action only changes the timing of the previously approved appropriations; these expenditures will occur in Fiscal Year 2026/27 versus 2025/26. A summary of the proposed continuing appropriations by fund is shown below, with a detailed list included as Attachment A. The overwhelming majority of the proposed carryover relates to the delayed timing of previously approved Tina Pacificrelated expenses.

FISCAL IMPACT:

The carryover of unexpended operating budget funds will add $2,034,000 to the Fiscal Year 2026/27 Operating Budget. This action will not increase the total amount expected to be expended in the combined 2025/26 and 2026/27 years.

ENVIRONMENTAL IMPACT:

This item is not subject to California Environmental Quality Act (“CEQA”) pursuant to Section 15378(b)(5) (Organizational or administrative activities of governments that will not result in direct or indirect physical changes in the environment).

None.

REPORT TO CITY COUNCIL
TO: Honorable Mayor and Members of the City Council
DATE: October 13, 2026
SUBJECT: ACCEPTANCE OF THE 8941 PACIFIC AVENUE DEMOLITION

PROJECT BY THE CITY COUNCIL OF THE CITY OF STANTON,

CALIFORNIA
REPORT IN BRIEF:

The demolition and abatement of the vacant four-unit building located at 8941 Pacific Avenue has been successfully completed. The final construction cost for this portion of the overall project was $112,000.00. The City Engineer has certified that all work was completed in accordance with project specifications as of September 30, 2026. Staff recommend the City Council formally accept the completed improvements, approve the final contract amount, and authorize the filing of the Notice of Completion.

RECOMMENDED ACTION:

1. City Council find that the project is categorically exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15301(l)(3), Class 1 – minor alteration and demolition of existing small structures; and

2. Accept the completed improvements for the 8941 Pacific Avenue Demolition Project as certified by the City Engineer, and establish September 30, 2026, as the official date of completion; and

3. Approve the final construction contract amount of $112,000 with Integrated Demolition and Remediation, Inc.; and

4. Direct the City Clerk to file the Notice of Completion with the Orange County ClerkRecorder within ten (10) days of project acceptance; and

5. Authorize City staff to release the retention payment of $5,600 to Integrated Demolition and Remediation, Inc. following the statutory 35-day lien period after filing of the Notice of Completion.

Item: 6G

2 BACKGROUND:

Vacant units within the Tina Pacific community often become a source of illegal activity, including trespassing, vandalism, illicit drug use, and fires. These activities pose a significant threat to the safety and well-being of nearby residents and the broader Tina Pacific community.

In response to community complaints and reports from QMG and residents, staff recommended the demolition of the vacant building to mitigate safety hazards and prevent further criminal activity. The City’s Purchasing and Contracting Guidelines allow for exceptions to the standard procurement procedures when it is determined to be in the best interests of the City to preserve the public health, safety, and welfare of the community. As such, staff recommended award of contract to Integrated Demolition and Remediation, Inc.

On June 9, 2026, Integrated Demolition and Remediation, Inc. was awarded the contract for the project in the amount of $75,000 under the exceptions to the standard procurement procedures listed above.

On September 8, 2026, the City Council approved the First Amendment to the construction contract, increasing the contract amount to $112,000.00. The amendment was necessary to address conditions requiring additional work beyond the original contract scope, including a substantial volume of illegally dumped bulky items and additional trash and debris identified throughout the site.

ANALYSIS/JUSTIFICATION:

The total construction cost for this project was $112,000, which is the amended contract amount.

The 8941 Pacific Demolition Project has been completed in conformance with the project plans and specifications and has been accepted by the City Engineer.

FISCAL IMPACT:

The final project cost of $112,000 will be paid to Integrated Demolition and Remediation, Inc. using funds from the Housing Authority Fund (#285). The Adopted Budget includes $150,000 for demolition services; there is no additional budget impact to this item.

ENVIRONMENTAL IMPACT:

This project is categorically exempt from CEQA pursuant to Section 15301(l)(3), Class 1, which includes demolition and removal of individual small structures that do not involve expansion of use.

1 CITY OF STANTON

REPORT TO CITY COUNCIL
TO: Honorable Mayor and Members of the City Council
DATE: October 13, 2026
SUBJECT: ACCEPTANCE OF THE FY 24/25 CITYWIDE STREET RESURFACING PROJECT (TASK CODE NO. 2025-101) AND FY 25/26 CITYWIDE ALLEY RESURFACING PROJECT (TASK CODE NO. 2026-102) BY THE CITY

COUNCIL OF THE CITY OF STANTON, CALIFORNIA
REPORT IN BRIEF:

The FY 24/25 Citywide Street Resurfacing Project and FY 25/26 Citywide Alley Resurfacing Project consisting of grind and overlay asphalt pavement, reconstruction of alley intersections, curb, gutter, and sidewalk repairs, have been completed. The final construction costs for the projects totaled $443,005.50, below the contract award amount.

The City Engineer, in his judgment, certifies that the work was satisfactorily completed as of September 30, 2026, and recommends that the City Council accept the completed work performed on this project.

RECOMMENDED ACTION:

1. City Council find that these projects are exempt from the California Environmental Quality Act (“CEQA”), Class 1, and 15301(c) as repair, maintenance, and minor alteration of existing streets, sidewalks, gutters, and similar facilities; and

2. Accept the completed improvements for the FY 24/25 Citywide Street Resurfacing Project as certified by the City Engineer, and establish September 30, 2026, as the official date of completion; and

3. Accept the completed improvements for the FY 25/26 Citywide Alley Resurfacing Project as certified by the City Engineer, and establish September 30, 2026, as the official date of completion; and

4. Approve the final construction contract amount of $443,005.50 with Sequel Contractors, Inc.; and

5. Direct the City within ten (10) days from the date of acceptance to file the Notice of Completion with the County Clerk-Recorder of the County of Orange; and Item: 6H
Click here to return to the agenda.
2 6. Direct City staff, after thirty-five (35) days has elapsed from the filing of the “Notice of Completion” with the County Clerk-Recorder, to make the retention payments to Sequel Contractors, Inc. in the amount of $10,769.83 for the FY 24/25 Citywide Street Resurfacing Project and $10,183.45 for the FY 25/26 Citywide Alley Resurfacing Project.

BACKGROUND:

The City’s most recent PMP identified the priority streets scheduled for resurfacing during FY 2024/25 and alleys scheduled for resurfacing during FY 2025/26. The following locations are included in this phase of the program:
• Masterson Ave (Cody Dr to City Limit)
• Kenmore St (Stardust Ln to Cul-de-sac)
• Court Ave (Monroe Ave to Cul-de-sac)
• Alley between Pacific Ave and Cris Ave
Utilizing the existing on-call civil engineering services, Kreuzer Consulting Group was retained to design plans, specifications, and cost estimates for the project.

The project consists of demolition and removals; clearing and grubbing; utility adjustments; grind and overlay asphalt pavement, and reconstruction; reconstruction of alley intersections; curb, gutter and sidewalk repairs; removing and replacing concrete longitudinal gutters; cross gutter reconstruction; ADA curb ramp reconstruction; driveway reconstruction; pavement restriping; and all appurtenant work.

On February 10, 2026, the City Council authorized staff to advertise these projects for construction and approved the plans and specifications. The projects were combined into one bid package to expedite the bid process, reduce costs, and ensure coordination is under one contractor.

On April 14, 2026, Sequel Contractors, Inc. was awarded the construction contract for the projects as the lowest, responsive bidder in the total bid amount of $474,910.00. The City Council authorized the City Manager to approve contract change orders up to $22,755 for the FY 24/25 Citywide Street Resurfacing Project and up to $24,740 for the FY 25/26 Citywide Alley Resurfacing Project.

ANALYSIS/JUSTIFICATION:

One change order was issued in which a credit of $31,904.50 was provided, a decrease of approximately 6.7 percent of the awarded contract amount. This change order included credits from minor quantity discrepancies between bid quantities and actual construction amounts, and additional geotechnical field inspection services which were credited to the City. The construction cost for the FY 24/25 Citywide Street Resurfacing Project was $215,396.50 and the construction cost for FY 25/26 Citywide Alley Resurfacing Project was $227,609.00, equaling a total construction cost of $443,005.50. 3 The FY 24/25 Citywide Street Resurfacing Project (Task Code No. 2025-101) and FY 25/26 Citywide Alley Resurfacing Project (Task Code No. 2026-102) have been completed in conformance with the project plans and specifications and have been accepted by the City Engineer.

FISCAL IMPACT:

The Capital Improvement Budget included $1,690,000 for the FY 24/25 Citywide Street Resurfacing project (Task Code No. 2025-101) and $500,000 for the FY 25/26 Citywide Alley Resurfacing Project (Task Code No. 2026-102). Funds for the projects are available in the Measure M Fund (220) and the RMRA Fund (215). The total amount paid to Sequel Contractors, Inc. for construction is $215,396.50 and $227,609.00 respectively.

ENVIRONMENTAL IMPACT:

These projects are exempt under the California Environmental Quality Act (“CEQA”), Class 1, Section 15301(c) as repair, maintenance, and minor alteration of existing streets, sidewalks, gutters, and similar facilities.

CITY OF STANTON

REPORT TO CITY COUNCIL
TO: Honorable Mayor and Members of the City Council
DATE: October 13, 2026
SUBJECT: APPROVAL OF AGREEMENT FOR TOWING SERVICES
REPORT IN BRIEF:

Staff is recommending that the City enter into an Agreement for General Services for towing services with Action Southland Towing. This is a three-year agreement with the option of two one-year extensions. Action Southland Towing currently provides towing services for the City and the Orange County Sheriff’s Department.

RECOMMENDED ACTION:

1. City Council find that this item is not subject to California Environmental Quality Act ("CEQA") pursuant to Sections 15378(b)(5) (Organizational or administrative activities of governments that will not result in direct or indirect physical changes in the environment); and

2. Approve the Agreement for General Services with Action Southland Towing for the provision of towing services for the period up to October 12, 2029, with the option of two additional one-year extensions; and

3. Authorize the City Manager to bind the City of Stanton and Action Southland Towing in an Agreement to provide the services.

BACKGROUND:

In May 2026, the City authorized and issued a Request for Proposal (RFP) for the contractual services of a towing company. RFP packets were sent to all towing firms listed as being headquartered in Stanton in addition to advertisement on the City website. Two establishments responded to the RFP and submitted responses. The submittals from each establishment were evaluated by Public Safety staff along with consideration of the performance record of the current service provider. As a result of this analysis, staff concluded that a single service provider wasqualified to provide towing services to the City.

ANALYSIS/JUSTIFICATION:

As a result of the RFP process, Action Southland Towing has been selected as the sole provider of towing services in the City. Action Southland Towing has been providing towing services to the City for over 45 years. They have done so with an excellent service record and a high level of cooperation and customer service.

As part of the Municipal Code requirements, a background investigation was conducted regarding Action Southland Towing by the Orange County Sheriff’s Department. The results of this investigation indicated that there were no outstanding issues with Action Southland Towing.

FISCAL IMPACT:

There are no anticipated expenditures associated with this agreement as towing fees are charged directly to the customer by the towing firm. Revenue generated is included in the General Fund budget preparation process.

ENVIRONMENTAL IMPACT:

In accordance with the requirements of the California Environmental Quality Act (“CEQA”), this Ordinance is exempt from the requirements of the CEQA pursuant to the State CEQA Guidelines, as it is not a “project” and has no potential to result in a direct or reasonably foreseeable indirect physical change to the environment. (14 Cal. Code Regs. § 15378(a).) Furthermore, this Ordinance is exempt from CEQA as there is no possibility that this Ordinance or its implementation would have a significant negative effect on the environment. (14 Cal. Code Regs. § 15061(b)(3).) Therefore, staff recommends that the City Council direct staff to file a Notice of Exemption in accordance with CEQA Guidelines.

PUBLIC NOTIFICATION:

Public notice was made through the regular agenda process.

Goal 5: Maintain and promote a responsive, high-quality and transparent government.
