half of HBC Enterprises, please consider this letter as a response to the bid protest submitted by J.J.R Construction, Inc concerning the above referenced project.

C Enterprises is a joint venture between two licensed construction companies by the CSLB. Harris Development Corp is one of these companies and it’s license was up for renewal 8.30.21. Harris Development Corp submitted it’s renewal timely in mid July, 2021, but it took some time for the CSLB to process the renewal. Harris Development Corp lacked a signature on one of the pages submitted to the CSLB which caused the renewal to be sent back to Harris Development Corp. This was unknown to Harris Development Corp until 9.7.2021, and immediately acted upon to rectify. Additionally, the letter to advise Harris Development Corp of this issue was not actually sent out by the CSLB until 9.2.2021.
On t
he morning of 9.8.2021, the page requiring the signature was sent back to the CSLB and the status of Harris Development’s license changed to “Active”, which in turn, changed the status of the HBC Enterprises license back to “Active” versus showing the status of “suspended”.
HBC
Enterprises understands and acknowledges the fact that due to CSLB delays in reviewing the license renewal package and it’s communication with Harris Development Corp caused the issue to not be rectified on 9.2.2021.
Harris Development Corp did send in the renewal absent a required signature. HBC also acknowledges the city’s need to make a decision in its best interest concerning the protest submitted by J.J.R Construction.
