Resolution No.
STOCKTON CITY COUNCIL
RESOLUTION APP ROVING THE NOTICE OF EXEMPTION NO. NO E47-21,
APPROVING THE PLANS AND SPECIFICATIONS, AND AWARDING A
CONSTRUCTION CONTRACT FOR THE ADA CURB RAMP INSTALLATION, PROJECT NO. WD21004
On September 2, 2021, the City Clerk of the City of Stockton opened, examined, and publicly declared the sealed proposals or bids offered for the ADA Curb Ramp Installation, Project No. WD21004; and
The project will install 57 Americans with D isabilities Act (ADA) curb ramps at various intersections citywide; and
HBC Enterprises is the apparent lowest bidder, but did not comply with the project bid documents, particularly the California Business and Professions Code requirements; and
The bid from HBC Enterprises was determined to be non-responsive; and
J.J.R. Construction, Inc. is the second-lowest responsive bidder in the amount of $549,000, and its bid is regular in all respects; and
The project is categorically exempt from the requirements of the California Environmental Quality Act (CEQA) as specified under section 15301(c) of the CEQA Guidelines, because this is a discretionary project under the City’s jurisdiction and qualifies as a project which has been determined to not have a significant effect on the environment; now, therefore,
