Consolidate operations on Main Plant (east side of River) Avoid cost of temporary pipelines and structures ~$1M
Allow gravity discharge >90% of time

Use existing pipelines to convey to existing outfall on west bank Excavation in levee: major time and effort to permit
Allowed for CEQA and permitting to proceed to meet schedule Install temporary pipelines to serve until new outfall permitted and constructed New outfall permitting to be completed within 5 years
