Resolution No:

STOCKTON CITY COUNCIL
RESOLUTION AWARDING A PROFESSIONAL SERVICES CONTRACT, APPROVING FINDINGS, AND REALLOCATING FUNDING FOR THE STREET RESURFACING ON FEDERAL-AID STREETS FISCAL YEAR 2020-21, PROJECT NO. WD21006 On August 26, 2021, the City advertised a Request for Proposals (RFP) for design services for the Street Resurfacing on Federal-Aid Streets Fiscal Year (FY) 2020-21, Project No. WD21006. The project will resurface three street segments located on Benjamin Holt Drive, Carolyn Weston Boulevard, and Hammer Lane for a total distance of approximately .84 miles; and On September 15, 2021, the City received two proposals. The Selection Committee evaluated the proposals and found CSG Consultants, Inc., of Foster City, CA, to be the most qualified and highest-ranked firm. Staff negotiated a fee of $254,860 with CSG Consultants, Inc. for design services; now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF STOCKTON, AS FOLLOWS:

The City Council awards a Professional Services Contract between the City of Stockton and CSG Consultants, Inc., in the amount of $254,860, and the City Manager is authorized and directed to execute same, a copy of which is attached as Exhibit 1 and incorporated by this reference.

The City Council approves reallocation of available Measure K funds in the amount of $304,167 from the Street Resurfacing on Federal-Aid Streets FY 2019-20, Project No. WD19016, Account No. 4570-000-800007-300-000-30-45-000-000, to the Street Resurfacing on Federal-Aid Streets FY 2020-21, Project No. WD21006, Account No. 4570-000-800007-300-000-30-45-000-000.

Pursuant to Stockton Municipal Code (SMC) section 3.68.070, City Council approves the following findings in support of an exception to the competitive bidding process:

The City does not have sufficient staff available to design this project within the required federal-aid project funding deadlines.

The scope of the design services requires an experienced engineering firm who specializes in pavement design.

Use of the RFP process is appropriate for this Professional Services Contract because it relies on the evaluation of professional qualifications and performance as the basis for selection of a vendor. Use of the criteria helps ensure selection of a vendor that will provide the highest quality professional services, which is in the public interest.

The City Manager is hereby authorized to take whatever actions are necessary and appropriate to carry out the purpose and intent of this Resolution.

PASSED, APPROVED, and ADOPTED January 25, 2022 .

KEVIN J. LINCOLN II
Mayor of the City of Stockton
ATTEST:

ELIZA R. GARZA, CMC
