TO:
FROM:
HONORABLE MAYOR AND CITY COUNCIL
DONNA BROWN, Chair
Council Salary Setting Commission
Attachment A
February 9, 2022
SUBJECT: RECOMMENDATION OF THE CITY COUNCIL SALARY SETTING
COMMISSION TO MAKE NO CHANGES THE SALARY AND BENEFITS
FOR THE CITY COUNCIL, IN ACCORDANCE WITH ARTICLE IV,
SECTION 410, OF THE CITY CHARTER
RECOMMENDATION
It is recommended that the City Council (Council) accept b y motion the recommendation of the City Council Salary Setting Commission (Commission) to make no changes to the salary and benefits for the Council of the City of Stockton.
Summary
City of Stockton Charter Article IV, Section 410, authorizes the Commission to recommend to the Council, between March 1st and April 30th of every even- numbered year, the amount of monthly salary and the benefits which it deems appropriate for the members of the Council for the two-year period commencing January 1st of the next year. The amount recommended for each Councilmember shall be the same.
Based on this information, the Commission convened on January 19, 2022, to begin reviewing and discussing the Council salary and benefits. The Commission met again on February 9, 2022 and held a Public Hearing to review and discuss additional information and hear public comment. After reviewing requested information, hearing public comment, and discussing the information, the Commission determined by a majority vote that it would recommend making no change to the Council's salary and benefits.
Background
On January 19, 2022, the Commission convened for its first meeting o f 2022. Allison Dichoso, Director of Human Resources, provided a PowerPoint presentation to welcome back two returning commissioners and welcome two new commissioners.
A b
ase salary survey was provided to begin discussions for establishing the salary for Council members. The survey included base salary and cash stipends for agencies with part-time Council members. The report was prepared using the comparable agencies that included the following cities: Lodi, Manteca, Tracy, Livermore, Hayward, Fairfield, Modesto, Bakersfield, Salinas, San Bernardino, Chula Vista and Riverside.
HONORABLE MAYOR AND CITY COUNCIL
February 9, 2022
The Commission discussed the salary survey and options provided within the packet.
After a thorough discussion, the Commission asked staff to prepare a revised report for the next meeting. The revised report included base salary and cash stipend information for part time Council members but removed eight of the original cities. The focus was aimed at the following cities: Modesto, San Bernardino, Bakersfield and Riverside.
On February 9, 2022, the results of the revised study were presented to the Commission at a Public Hearing. The Public Hearing was opened for comment and questions were asked to staff regarding the report. No public comment was made. The Public Hearing was then closed.
Several options were considered during the discussion of the Commission. However, it was decided to maintain the current salary and benefits based upon the information provided.
Present Situation
As required by the Charter Article IV, Section 410, the Commission convened on January 19, 2022, to begin reviewing and discussing Councilmember salary and benefits. The Commission met again on February 9, 2022, and held a Public Hearing to review and discuss additional requested information and hear public comment.
The Commission made a recommendation by a majority vote at the February 9, 2022, Public Hearing.
During both meetings, the Commission reviewed and requested Human Resources staff provide a variety of information regarding salaries and benefits for comparator agencies.
The Commission also heard and considered public comment and discussed amongst themselves information that each Commission member felt was important to determine a recommendation.
On February 9, 2022, the Commission concluded its review, finding that it had adequately evaluated requested information and public comment, and had enough information to make a recommendation to the Council regarding salary and benefits. As such, the Commission voted 4-0 in favor of recommending no change to the Council salary and benefits.
In accordance with Stockton Charter Article IV, Section 410, the Council shall, by ordinance, adopt the salaries as recommended by the Commission. Since the Commission is recommending no change to the Councilmember's salary and benefits, no ordinance is necessary because there is no proposed change to the City's municipal code. Therefore, the Council can approve the Commission's recommendation
by accepting a motion.
Attachment A HONORABLE MAYOR AND CITY COUNCIL
February 9, 2022
With respect to the salary and benefits for the Councilmembers, the Commission recommends:
1. Councilmember's monthly salary will remain at $2,446.95 ($29,363.40 annually).
2. Councilmembers are not entitled to benefits.
Respectfully submitted,
