Background
•SPD has provided tasers to uniformed personnel
for over two decades.
•In 2017, SPD entered contract with Axon for X2
Tasers, expiring in August 2022.
•New TASER 7 Program includes higher
functionality.
•Includes: CEW unit, holster, batteries, and
cartridges.

Present Situation
•New TASER 7 Program of 275 tasers for
uniformed officers
•Increases the safety and security of Officers and
Community
•TASER 7 provides increased ability to capture a
high level of data, providing additional
transparency in the officers’ use of force.
•TASER 7 related equipment included in the
purchase price
Findings
• Pursuant to SMC section 3.68.070, Council may
approve findings that support an exception to the
competitive bidding process. Findings include:
• Critical to provide SPD uniformed officers with the
required taser equipment
• Most of the current tasers are beyond the useful life of five years
• An agreement with Axon is necessary for SPD to continue using TASER brand tasers and Axon brand products.
• Axon is the only distributor for Axon products throughout the United States and sole manufacturer for these brands.

Recommendation
• Authorize the City Manager to execute a five-
