RESOURCES
I
n 2014 , the Governor signed legislation creating the Sustainable Groundwater Management Act (SGMA) “to provide local groundwater sustainability agencies with the authority and technical and financial assistance necessary to sustainably manage groundwater” (Wat. Code, § 10720, (d)); and
The C

Wat. Code, section 10723.6(i) of SB 1168 states that “the following agencies created by statute to manage groundwater shall be deemed the exclusive local agencies within their respective statutory boundaries with powers to become a Groundwater Sustainability Agency (GSA)”; and
T
he SGMA requires sustainable management through the development of GSPs, which can be a single plan developed by one or more GSA or multiple coordinate plans within a basin or subbasin (Wat. Code, § 10727); and
T
he GWA submitted the GSP to the D epartment of Water Resources (D WR) on January 29, 2020; and
The D
WR reviewed the GSP and by letter dated January 28, 2022 deemed it incomplete, triggering a 180-day timeline for the GWA to prepare an amended GSP and submit the document to DWR by July 27, 2022; and
On A
pril 15, 2022, pursuant to California Water Code Section 10728.4, the GWA, on behalf of its member agencies, gave notice that its member GSAs intend to adopt the Eastern San Joaquin Subbasin Groundwater Sustainability Plan (GSP), and pursuant to Water Code 10728.4, no sooner than 90 days from the date of the notice, each of the member GSAs are to hold a public hearing and consider adopting the GSP; and S
taff recommends that the City Council adopt the R evised GSP for the Subbasin and authorize the GWA to take actions as may be reasonably necessary to submit the Revised GSP to the DWR; now, therefore,
