Resolution No.

STOCKTON CITY COUNCIL
RESOLUTION AWARDING SERVICE CONTRACTS AND CONTINUATION OF APPROPRIATIONS FOR THE DEBRIS REMOVAL AND PICKUP PROGRAM, PROJECT NO. OM-22-021 The Debris Removal and Pickup program is a Clean City Initiative effort to improve blight in Stockton by removing litter and illegally dumped material citywide. This program is focused on cleaning City public streets, alleys, and parks; and On January 7, 2022, the City advertised a Request for Proposals (RFP) for the Debris Removal and Pickup Program, Project No. OM-22-021; and Stockton 209 Cares, Ready to Work, and the San Joaquin County Office of Education dba Greater Valley Conservation Corps (GVCC) were determined by the Selection Committee to be the most qualified organizations for this program; now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF STOCKTON, AS FOLLOWS:

The City Council awards a multi-year Service Contract between the City of Stockton and Stockton 209 Cares, in the amount of $403,000, and the City Manager is authorized and directed to execute same, a copy of which is attached as Exhibit 1 and incorporated by this reference.

The City Council awards a multi-year Service Contract between the City of Stockton and Ready to Work, in the amount of $234,000, and the City Manager is authorized and directed to execute same, a copy of which is attached as Exhibit 2 and is incorporated by this reference.

The City Council awards a multi-year Service Contract between the City of Stockton and GVCC, in the amount of $384,000, and the City Manager is authorized and directed to execute same, a copy of which is attached as Exhibit 3 and is incorporated by this reference.

The City Council authorizes the City Manager to execute up to two optional one-year extensions to each of these Service Contracts.

The City Council authorizes the continuation of appropriations from FY 2021-22 to be used in FY 2022-23 for the homeless clean-up program in Public Works’ operating budget, not to exceed the amount of $170,000.

Pursuant to the requirements of Stockton Municipal Code section 3.68.070, City Council makes the following findings which support an exception to the competitive bidding requirements:

The City does not have sufficient staff available to perform the work required for this program.

The scope of services requires community partners experienced in debris removal and pickup.

Use of the RFP process is appropriate for the Service Contracts because, in addition to cost, it relies on the evaluation of years of experience as the basis for selection of a vendor. Use of the criteria helps ensure selection of vendors that will provide the highest quality service in the most cost-effective way, which is in the public interest.

The City negotiated contracts following the solicitation of competitive proposals in accordance with SMC section 3.68.070.A.3.

5. The City Manager is hereby authorized to take whatever actions are necessary and appropriate to carry out the purpose and intent of this Resolution.

PASSED, APPROVED, and ADOPTED July 26, 2022 .

KEVIN J. LINCOLN II
Mayor of the City of Stockton

ELIZA R. GARZA, CMC
