Summary
• McLeod Lake is a unique waterfront feature that has
been present since the City’s beginnings
• For decades, the invasion of water hyacinth, harmful
algal blooms, and the proliferation of trash, debris, and other materials in local waterways, particularly McLeod Lake, has been a principal concern for the City
Background
• The Municipal Utilities
Department (MUD) conducts
periodic cleanups of the
McLeod Lake waterway to
remove trash and invasive
water hyacinth
• The frequency of cleanings
by private contractor has
been insufficient to maintain
McLeod Lake to a
satisfactory level of
cleanliness
Present Situation
• MUD staff has researched equipment that
removes trash and other debris from waterways
• The devices that were reviewed work differently
to collect trash
• Most cannot meet the needs of the proposed
MUD cleanup program
• Program will be crewed by MUD staff
• Program will provide benefits to Stormwater trash
amendment requirements, improve water quality,
and serve as a significant public outreach tool
Findings
• The Elastec Inc. Omni Catamaran is the only vessel that demonstrated reliability and effectiveness in the
collection of trash, debris, and aquatic weeds
• Possesses the ability to provide adequate maintenance of the Intake Pump Station at the Delta Water Supply
Project to meet all City‐required needs
• Other products evaluated were either experimental
technology, not commercially available or did not meet
City needs

• Elastec Inc. is the manufacturer of the Omni Catamaran and is the only authorized vendor for upgrades, service, and proprietary parts. No comparable distributors or
alternative procurement methods for this product exist
Recommendation
• Approve findings pursuant to Stockton Municipal
Code section 3.68.070 in support of an exception to
the competitive bidding process
• Authorize the City Manager to execute the purchase
of an Omni Catamaran multi‐purpose workboat and
proprietary accessories from Elastec Inc. of Carmi,
Illinois for $133,276.71
