Resolution No.
STOCKTON CITY COUNCIL
APPROVE A MEMORANDUM OF UNDERSTANDING WITH SAN JOAQUIN COUNTY PUBLIC HEALTH SERVICES TO PROVIDE WASTEWATER INFLUENT SAMPLES FOR COVID–19 VIRUS ANALYSIS BY BIOBOT ANALYTICS The COVID-19 virus continues to impact the health of communities across the country. The current method for tracking case rates is dependent on reporting PCR test results, which is becoming less accurate as more people choose not to test or use at-home rapid antigen tests; and The San Joaquin County Public Health Services (SJCPHS) is participating in the Center for Disease Control (CDC) National Wastewater Surveillance System (NWSS) program; and The NWSS is a coordinated effort to test for the presence of the COVID-19 virus in wastewater to provide more accurate case rate data, and quicker response to surges and emerging variants; and The SJCPHS has requested the City of Stockton’s participation in collecting wastewater samples from the Regional Wastewater Control Facility; and The Memorandum of Understanding outlines the duties and responsibilities of both the City of Stockton and SJCPHS for providing wastewater samples; now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF STOCKTON, AS FOLLOWS:
The Memorandum of Understanding between San Joaquin County Public Health Services and the City of Stockton be executed to reflect both agency’s duties for providing wastewater samples, attached hereto as Exhibit 1 and incorporated by reference.
Testing will be limited to the COVID-19 virus only.
The City Manager, or designee, is hereby authorized to take whatever actions are necessary and appropriate to carry out the purpose and intent of this Resolution.
