Resolution No.

STOCKTON CITY COUNCIL
RESOLUTION AUTHORIZING THE PURCHASE OF AN OMNI CATAMARAN MULTI-PURPOSE WORKBOAT FROM ELASTEC INC. FOR THE MCLEOD LAKE MAINTEANCE PROGRAM The City of Stockton, Municipal Utilities Department conducts periodic cleanups of the McLeod Lake waterway to remove trash and invasive hyacinth plant. The frequency of cleanups under the current contract has been insufficient to maintain McLeod Lake to a satisfactory level of cleanliness for public recreational use and aesthetic purposes; and Over the past several months, MUD staff has researched and met with potential vendors that manufacture equipment that can be used to remove trash and other debris from waterways; and Most devices reviewed do not meet the needs of the new McLeod Lake maintenance program; and Purchase of an Omni Catamaran multi-purpose workboat will provide a cost-effective way to increase the frequency of cleanups and the ability to maintain McLeod Lake as well as provide in-waterway maintenance at the Delta Water Supply Project Intake Pump Station; now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF STOCKTON, AS FOLLOWS:

Approve the following findings pursuant to Stockton Municipal Code section 3.68.070 (A)(4) in support of an exception to the competitive bidding process:

The Elastec Inc. Omni Catamaran was the only vessel among the products evaluated that demonstrated reliability and effectiveness in the collection of trash, debris, and aquatic weeds, as well as the ability to provide adequate maintenance of the Intake Pump Station at the Delta Water Supply Project to meet all City-required needs.

Other products evaluated were either experimental technology, not commercially available or did not meet City needs.

Elastec Inc. is the manufacturer of the Omni Catamaran and is the only authorized vendor for upgrades, service and proprietary parts. No comparable distributors or alternative procurement methods for this product exist.

The Elastec Inc. Omni Catamaran multi-purpose boat was thoroughly evaluated, sea-trialed and recommended by MUD staff as meeting and exceeding the operational requirements for use by the City.

Authorize the City Manager to purchase an Omni Catamaran multi-purpose workboat and proprietary accessories for $133,276.71 from Elastec Inc. of Carmi, Illinois.

The City Manager, or designee, is hereby authorized to take whatever actions are necessary and appropriate to carry out the purpose and intent of this Resolution.

PASSED, APPROVED, and ADOPTED September 13, 2022 .
