Please tell us about yourself and why you want to serve.

I am a lifelong resident of Stockton. I grew up here and I am proud to be a resident of Stockton. I went to UCLA undergraduate where I studied economics and political science. I then attended University of the PacificMcGeorge School of law. I am a licensed attorney. I have been involved in Stockton business, politics and community affairs my entire life. I have always felt the best way to serve my community was to remain a private businessman who helps behind the scenes. I learned this ethic from my father. I am a member of several companies which own Real estate throughout the city. Mostly, these properties are in downtown and on the east side of Stockton. I have been involved in politics since I was a young child. I thought the best way to help my community was to connect the local politicians with the State and National ones. I now believe it is more important for me to have a formal role and the best place for me to serve, I beieve, is on the Port Commission. The port has the potential to be a true economic engine for our community. I have watched the Port from a distance but, have always thought that it would be a great place for me to help once I was ready to commit. I have often traveled to Washington DC to lobby for Stockton East Water District. I am a paid consultant for the district and act as their political and business consultant. I have worked for the district for over 25 years. In this capacity, I have spent a lot of time with the Port officials in DC and have often tried to assist them when possible. As I said, this was never done in an official capacity and always by coordinating wth elected officials. I have often been on the San Joaquin COG trip as well. I believe I have a unique background which makes me qualified to be an effective commissioner. I am a licensed attorney even though I no longer practice. I am a farmer of walnuts and olives and I have relationships with many major food processors in our County. I have a background in solar energy and I own several projects throughout the State. I have extensive real estate experience in residential, commercial and to a lesser degree industrial projects. I have been involved politically at the local, County State and Federal levels for 30 years. I feel I can bring this experience, knowledge and connections to assist the Port to maximize its impact on our community. This was from my initial application. It is all still true. I would add that by being on the Commission I have learned more and I appreciate the Port and the work we do. I want to serve more now than I did before. There is still so much work to be done and I feel I'm better suited now that I have the experience of the last 3 years.

Please state the reason you would like to be a member of this board/commission.

I was appointed to the Commission in 2019. It has been a great learning experience and an honor to serve on the Port Commission. A lot has been accomplished in the last 3 years but much is still needed to get done. We have a new Port director. This was a big decision that was made by the Commission and probably our most important. Kirk Dejesus has big shoes to fill but he has done a tremendous job and the Port is breaking records in many areas. All of this was accomplished while we were dealing with COVID.

When I first got on the Commission, I had a lot to learn. Now, I fill as if I am hitting my stride and can best serve the community. I know not only all the issues facing the Port but I have interfaced with all of our State and Federal officials and they know that I am involved and an advocate for the Port. We are still in the process of getting Sharpe army Depot transferred to us. This has taken a long time and we are very close but it is still the largest issue I want to accomplish. The transfer and ultimate development of this site has huge implications for our entire region. I believe I add value to the Commission in executing this project from both a political and real estate perspective. The bottom line is I feel as if I am just getting started on helping the Port. I want to continue the work I have started.

City Council Policy 100-2 states that Commissioners are required to attend meetings on a regular basis. If appointed, will you be able to attend meetings regularly and devote the time necessary to fulfill your duties as a member?
Yes No
Do you or immediate family members have any relationship (professional, financial, other) that may present a potential conflict of interest for this advisory group? Yes No
Background Information
Based on your best judgment, does this Commission make decisions that may affect any sources of income, interests in real property, or investments of you or your spouse? Yes No
I own real estate in Stockton and in other cities in San Joaquin County. None of these properties are in or near the Port. Additionally, I don't believe any of the properties are related to or do any business with the Port. The only connection is tangential. The extent to which the Port generates economic activity for the City then it may affect real estate and real estate values. I don't believe this a conflict in any way. I have served on the Commission the last 3 years and have not had a conflict to date.
