================================================================ RESOLUTION AWARDING PHASE 2 OF THE PROGRESSIVE DESIGN-BUILD CONTRACT FOR THE SOUTH STOCKTON SYSTEM GROUNDWATER WELL REHABILITATION AT WELL SSS8 AND AMEND THE FISCAL YEAR 2022-23 ANNUAL BUDGET Phase 2 of the South Stockton System Groundwater Well Rehabilitation at Well SSS8 (“Project”) will provide for the final design, engineering services during construction, construction, and permitting of the wellhead treatment improvements and facility improvements; and On March 22, 2022, by Resolution No. 2022-03-22-1212, City Council authorized the City Manager to execute a Progressive Design-Build Contract with PCL Construction, Inc., in the amount of $485,591 to perform Phase 1 design services for the Project. The Progressive Design-Build Contract was anticipated to be executed in two phases: Phase 1 for the design through 60% completion level and Phase 2 for final design, engineering services during construction, construction, and permitting; and PCL Construction, Inc. completed the scope of work for Phase 1 and developed a guaranteed maximum price (GMP) for the Phase 2 work of the Project; and The project conforms with the City’s General Plan, pursuant to California Government Code, section 65402, and is exempt from the requirements of the California Environmental Quality Act (CEQA) as specified under Article 19, section 15302(c) of the CEQA Guidelines. The project also conforms with the 2040 Stockton General Plan based on Policy Land Use – 6.3; now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF STOCKTON, AS FOLLOWS:
The City Council awards Phase 2 of the Progressive Design-Build Contract, in the amount $5,425,255 to PCL Construction, Inc. for the final design, engineering services during construction, construction, and permitting for the South Stockton System Groundwater Well Rehabilitation at Well SSS8 (UH22008).
The City Council authorizes the City Manager to execute Amendment No. 1 to Progressive Design-Build Contract, a copy of which is attached hereto as Exhibit 1 and incorporated herein by this reference.
The filing of the Notice of Exemption No. NOE41-22 under CEQA for the South Stockton System Groundwater Well Rehabilitation at Well SSS8 (UH22008) is approved, a copy of which is attached hereto as Exhibit 2 and incorporated herein by this reference.
The City Manager is hereby authorized to transfer funds in the amount of $400,000 from the Water Utility Fund Balance to the South Stockton System Groundwater Well Rehabilitation at Well SSS8 (UH22008).
The City Council authorizes the City Manager to take whatever actions are necessary and appropriate to carry out the purpose and intent of this Resolution including future amendments.
This Resolution shall take effect upon its adoption.
