Resolution No.
STOCKTON CITY COUNCIL
RESOLUTION APPROVING THE REVISION TO THE TRANSPORTATION IMPACT ANALYSIS GUIDELINES, AN APPENDIX TO THE CITY OF STOCKTON STANDARD SPECIFICATIONS AND PLANS On November 25, 2003, by Resolution No. 03-0707, the City’s Transportation Impact Analysis (TIA) Guidelines were adopted as an appendix to the City of Stockton Standard Specification and Plans; and The TIA Guidelines provide specific requirements and methodology for assessing potential transportation impacts of a proposed project on the City’s transportation system, ensuring consistency with the City’s General Plan, local and regional plans, and CEQA transportation statutes; and In 2013, California’s Governor signed SB 743 into law, which reformed how transportation impacts are evaluated under the CEQA in reviewing land use and transportation projects; and In 2018, the State Office of Planning and Research updated the CEQA statute and produced Technical Advisory Guidelines that removed congestion-based metric Level of Service (LOS) and required Vehicle Miles Travel (VMT) as the metric in evaluating transportation impacts of a project under CEQA. The provisions of SB 743 and CEQA guidelines update apply statewide as of July 1, 2020, and On December 04, 2018, the City Council adopted Envision Stockton 2040 General Plan, including the necessary updates to Stockton’s TIA Guidelines and utilization of VMT; and The City retained a consultant to undertake an update to City’s TIA Guidelines to incorporate VMT as the primary basis for determining significant transportation impacts of a project under CEQA, consistent with SB743 and Envision Stockton 2040 General Plan, and The proposed revision to City’s TIA Guidelines does not require environmental analysis because it is not a project defined under CEQA, as it does not have the potential to result in either a direct physical change in the environment or a reasonably foreseeable indirect change in the environment, now, therefore; //
