STOCKTON CITY COUNCIL
A.G. Spanos Business Park
Development Agreement and
Density Transfer Agreement Amendment
Stockton City Council
Agenda Item 16.1
July 11, 2023
Location
Project site is located at the
southwest intersection of
Interstate 5 (I-5) and 8 Mile
Road, north of the Mosher
Slough.

Background and Request
• In 2002, the “Spanos West” Project was approved
including Development Agreement and Density
Transfer Agreement (DA/DTA).
– Approval allowed the applicant to build the
required higher-density housing (935 units) on
other Spanos Project sites.
• A 2008 agreement amendment allowed the payment
of fees for higher-density housing not built.
• Approximately 95% of the Project is developed, but
635 multi-family units have not been built, nor have
in-lieu fees been paid.
• The Applicant is requesting amendment to extend
DA/DTA to allow more time to comply with the original
housing requirement.
